Picture This: A Community Service Process for Broadcasters and Local Media.
What do FOX 2 WJBK (Detroit), WPXI Channel 11 (Pittsburg), FOX 11 KTTV (Los Angeles), NBC KSDK
Channel 5 (St. Louis), and WOFL FOX 35 (Orlando) all have in common?
These stations have embraced leadership roles in addressing local
mental health concerns within their broadcast areas. Community leaders,
policy makers, consumers of services and service providers have
participated in the EIC's Entertainment and Media Communication
Institute's local Picture This forums. They are a way forstations to provide local leadership through accuracy in news and community
affairs programming.The program is an intersection of vital needs to
address important social problems. Stigma and mythsabout mental illness and substance abuse need to be debunked.
Local resources which address
these problems need to be publicized. Unemployment and economic-rooted stress,
bipolar disorder, depression, suicide
and other mental health problems, need to be addressed in a proactive and
constructive manner. The Picture This forums and local TV station
outreach can provide a great partnership for building a comprehensive approach
to community mental health services.
EIC's
Picture This program creates the
opportunity for members of the health and social fields to condense and
contextualize the key issues and priorities for messaging. The program
channels
information from recognized experts in various health fields and
transports it
to news journalists and public affairs directors. This, in turn, can
create social change
through programming, news reporting and public service announcements.
Often the heart of this reporting comes from
real stories about people and situations within the community. Picture
This prompts also policy
considerations, in fact, Congresswoman Grace Napolitano, Congresswoman
Diane Watson, Congressman Tim Murphy, Congressman Russ Carnahan,
Congressman John
Conyers have been active with Picture
This in their districts, and Lieutenant Governor Jeff Kottkamp of
Florida
along with state, and local mental health agencies in
each market have participated.
The
Picture This model has been refined
for local community implementation through a partnership with the National
Association of Broadcasters (NAB), which has a long tradition of local outreach
via its member stations.
It
is estimated that the broadcast stations, in a single year, contribute as much
as $10 billion in airtime to local and national social issues. EIC and NAB have
worked together to conduct nationally oriented Picture This Forums on such issues as Digital TV Transition,
Bipolar Disorder and Depression, Suicide Prevention, Post-Traumatic Stress
Disorders, Gun Violence, Child Internet Safety,
Foster Care, Women's Health,
Domestic Abuse, and Substance Abuse topics such as addiction,
treatment and recovery. The national
forum model has been adapted for local implementation with an emphasis on how
these issues can be addressed by both the news and community affairs
departments within local stations.
A
Turnkey Process By means of a turnkey event that emanates directly from the local
station, priorities are set, discussions of problems and resolution are
explored, and new directions are created for the local media. Stations provide
community live web-programming by streaming the forums on their websites. EIC
facilitates the process and provides content for station websites specific to
the issues being addressed and resources available within the community.
Why is this beneficial to a
television station? Several ways come to
mind:
* Picture
This reinforces the station as a community leader in the accurate reporting of mental health and
social issues;
* The material presented enhances the
health section of the station's website;
* The program demonstrate specific
corporate responsibility to elected officials;
* The station gains a current and
comprehensive roster of experts on a wide range of
mental health issues which saves research time, especially in the case of breaking stories.
In the case of the stations which
have participated to date, all five have experienced positive relationships
with Congressional members, and state and local officials. The FCC Commissioners are also being made
aware of their unique involvement. To date FOX stations have taken the lead in
this activity with NBC affiliate stations significantly participating. There
are plans underway to involve other Network O & O stations and affiliates in
2010. The mental health project is supported by
AstraZeneca Pharmaceuticals LP.
EIC publishes the media panel
highlights and participant recommendations of each station forum on its website
at www.eiconline.org. The local Picture This program can reframe the
presentation of a complex topic and transform it into one that is innovative,
accessible, and comprehensible to audiences...a cost effective process to support
station-based community outreach. Picture
This is a win-win proposition. Each
market is unique as stations play a vital role to be a resource within the
local community.
In 2010, EIC's Entertainment and
Media Communication Institute will continue work in the mental health
field and adapt the model to include
Foster Care and the promotion of Science, Technology and Engineering among
youth and within education. |
