UPDATE: Will the Maryland State Police Comply with COMAR?

In our last legislative email, we reported that the Maryland State Police Licensing Division was ignoring the Code of Maryland Regulations or "COMAR", as it pertains to citizens being granted firearm "collector" status.

A number of Maryland gun owners & collectors have been denied "collector" status because the Maryland State Police have no record of the firearms the applicant owns. There is no requirement under COMAR that an applicant have firearms registered with the Maryland State Police, thus the Licensing Division has been exceeding its authority.

There are also questions regarding the Licensing Division's handling of applications and requirements for instructor certification as a State of Maryland certified handgun instructor.

After numerous phone calls and emails, the Maryland State Police have agreed to meet with this Association. We will report the outcome of the next week's meeting and any resolution to the issues in the next Legislative Report.

UPDATE: Baltimore Police Issue 2nd Amendment Decal Warning

 

On May 29, 2011, the Baltimore Police Criminal Intelligence Section issued an "Intelligence Bulletin" warning officers about persons displaying the 2nd Amendment decal pictured here. The bulletin contains the following caption in bold red letters:

 

 "....while the individual who is displaying the symbol may not be armed, the presence of the symbol provides an early warning indicator that you MAY be about to encounter an armed individual."

This Association sent a request for information under the Maryland Public Information Act (PIA) to Mr. James Green of the Baltimore Police Department. Based upon Mr. Green's response, it appears that only Legally Concealed's "2" Decal has been the subject of a warning to the officers of the Baltimore Police Department. 

 

We have awarded Mr. Green a Legally Concealed "2" Decal so that he may display it proudly for all to see.

Otis Rolley
'Bullet Tax' Proposed By Mayoral Candidate

Mayoral Candidate Otis Rolley has clearly demonstrated that he is unfamiliar with Santayana's writings. Candidate Rolley's election campaign crime fighting strategy includes a tax on bullets.

 

Not since Delegate Nathaniel Oaks sponsored HB 1125 in 2001, has anything so silly been proposed. Oaks attempted to withdraw the bill, but the Committee held a hearing anyway. During testimony the bill was nearly laughed out of committee. HB 1125 was then quickly decisively killed.

 

Rolley apparently believes that by imposing a $1 per round "Bullet Tax" on all ammunition sold in Baltimore City, crime will become too expensive for the drug dealers and gang bangers.  

 

Mr. Rolley was the city's planning director from 2003 to 2007, which could explain a number of things about Baltimore City.

BATF's Effort to Turn "Fast & Furious" Debacle into a Launching Pad for Gun Control

BATF's rogue operations known as "Fast and Furious" and "Operation Gunrunner" have not stemmed the tide of illegal firearms purchases. To the contrary, these operations have had the opposite effect; placing thousands of firearms in the hands of criminals. Several homicides involving these firearms have been documented.

Despite the seemingly endless stream of new revelations, the BATF remains as defiant and arrogant as ever. Instead to taking any responsibility, the BATF has even attempted to use the shameful results of its own incompetence as a justification to saddle dealers in the 4 border states with more reporting requirements.

A number of nationwide firearms rights organizations are poised to file lawsuits to halt the BATF's abuse of power. 

The National Association for Gun Rights has gone on record accusing the BATF of intentionally manufacturing a crisis as a means to foster still more gun control.
