The Department of Maryland State Police is once again violating its own regulations. This time, by denying a citizen's legal rights by refusing to issue a collector designation to a member of the AGC network. This Association is currently taking action against the Maryland State Police due to its apparent inability or unwillingness to take any corrective action regarding Corporal Michael Cusimano's refusal to comply with COMAR 29.03.01.04 Sections I, J, K and L.     

 

You can expect to hear more on this and related issues with the Maryland State Police in the next legislative report.  If you have applied for a collector designation and have been delayed or denied; please contact this office immediately.

Baltimore Police Issue 2nd Amendment Decal Warning


On May 29, 2011, the Baltimore Police Criminal Intelligence Section issued an "Intelligence Bulletin" warning officers about persons displaying the 2nd Amendment decal pictured here. The bulletin contains the following caption in bold red letters:

 

 "....while the individual who is displaying the symbol may not be armed, the presence of the symbol provides an early warning indicator that you MAY be about to encounter an armed individual."


It apparently never occurred to the Intelligence Section that perhaps we the people could use a warning that the presence of a badge provides an early warning that we are about to encounter an armed individual. While this may seem a bit sarcastic, it is certainly not unfair for Maryland citizens to have reason for concern when they are approached by an officer. This is especially true when the officers are overly tense because they have been warned that a citizen with a decal or patch MAY be armed. 

 

This Association asked James H. Green, of the Baltimore City Police Department to explain why the Baltimore City Police Department feels the need to profile persons who choose to support the U.S. Constitution.

 

Mr. Green responded with the following statement:

 

"I have spoken with our Criminal Intelligence Section and the bulletin was created in response to a number of recent inquires asking about the decal and its meaning and information generally provided to law enforcement about officer safety.  All law enforcement agencies attempt to inform our officers or citizens as appropriate when inquiries such as this arise.

 

I certainly disagree with you characterization of "profiling." Clearly the bulletin is informational and does not remotely suggest a suppression of Constitutional rights.  In fact, as you are aware, many law enforcement personnel are members of the NRA or affiliated organizations. 

 

As you are also aware, traffic stops are the single most dangerous encounter for law enforcement.  It certainly is practice for law enforcement to ask operators about weapons for safety reasons only.  The presence of a decal is NOT justification in itself for a traffic stop. 

 

I hope that this address you inquiry and clears up any confusion about the bulletin."   

 

Note: " WRTAC" stands for  "Washington Regional Threat Analysis Center"

 

This Association has already submitted a Public Information Act request for information regarding similar bulletins involving NRA decals, patches and license plates. 

 

It is quite interesting that the Washington Regional Threat Analysis Center and the Baltimore Police believe that showing support for the U.S. Constitution is considered a threat to police officers.

Justifiable Killings Rise in Virginia and the Nation

The number of justifiable killings committed by police and private citizens has been trending upward over the past decade, rising in 2009 to their highest levels in more than a dozen years in both Virginia and the nation.

 

There are no definitive answers to what is causing more law-enforcement officers and individuals to use deadly force in dealing with crime. But some criminologists say changing attitudes about the circumstances in which lethal force can be used in self-defense situations might be a driving factor.

 

Changes in self-defense laws in numerous states have made it more permissible to use deadly force in defense of oneself and others, crime and law-enforcement analysts say. And increasingly permissive gun laws have made it more likely that people are armed while in public and they might be more willing to use such weapons as a result, they say.

Virginia State Police Numbers Show Violent Crime on the Decline

Virginia State Police data shows violent crime is on the decline.

 

The state saw a decrease of nearly 5 percent in violent crimes in 2010 compared with the previous year. That's according to the annual Crime in Virginia report released today. Violent crimes include murder, forcible rape, robbery and aggravated assault.

Tea and Target Event - Berwyn Rod & Gun Club Scores a Media Coup

BOWIE, Md. (WUSA)--There's a new marketplace for women--the gun shop and firing range. Many dealers and gun clubs are catering to their female clientele through unique gun designs or special promotions. 9NEWS NOW found one local club that dedicates a Sunday to women through an event called Target and Tea.

 

They range in age from 13 to almost 90.  All of them with different experiences.

 

"I had a home invasion," says Norita Beaman of Mitchellville.  "It was 12 o'clock in the afternoon when two big men broke my door down. I thought, 'O-kay, it's time.  It's time to learn to protect myself."

 

"I thought it would be fun to beat my mom," says 13-year-old Heaven Stansbury, who drove from Pennsylvania with her parents and siblings to the Berwyn Rod and Gun Club in Bowie for a little healthy target shooting. 

 

Oh yea, and some tea and cakes too.  More on this part of the day later.

 

Just past 2 in the afternoon, the women line up with their weapon of choice.  Rifles shoot at a 50-yard range.  Pistols at 50-feet.

 

The number one message of the day is safety first.  It is more than a motto, it's the reason why many women are here this day.

 

"I'd rather have her know the proper handling," says Heaven's mother, Alicia Shields. 

As for Alicia, "I feel better knowing if ever the need comes up I can control it instead of being terrified of the gun and situation."

 

"My brother gave me my first rifle when I was 10-years-old," says Margaret Oppenheimer who will turn 90 in September.  In her pearls and pleated skirt, this former champ came straight from church to the Berwyn Rod and Gun Club's Target and Tea event. "Praise the Lord, and pass the ammunition," said Oppenheimer with a chuckle.

 

MORE:  Women Taking Aim After 2 hours of target competition, the ladies then make their way to the DAV Hall near the gun club.  It's here men become their servers..  The ladies are welcomed by classical music and gentlemen pouring them tea and serving cakes and sandwiches with the crusts cut off. 

 

The men, donned in white gloves and tuxedos, also reward the ladies on their shooting.

"It feels like you've accomplished something," says Barbara Hemstreet, one of the safety instructors on the range, before she takes a sip of tea.

 

The Target and Tea event is held once a year at the Berwyn Rod and Gun Club.  Usually the first Sunday after Mother's Day. 

 

Dave Ridgeway, with the Berwyn Rod and Gun Club says the club has over 400 members.  He tells 9NEWS NOW, ten years ago the club had hardly any female members.  Today he estimates they have over 50 active female members.
