Appellate Panel hears argument on superintendent salary caps

There is no doubt that the salary caps have had a negative impact on the stability of public school leadership in New Jersey. The dramatic loss of chief school administrators has been recorded and reported accurately. GSCS observes this via its membership and board table. There is clear reason for concern, and the issue needs to be addressed now.

"Cap or limit? Legal or not? Three-judge appellate panel takes the case under consideration . . . Arguably, the biggest impact of the law has been in prompting superintendents to step down when their contracts expire at the higher pay, rather than take salary cuts. Nearly 100 New Jersey superintendents retired in the past year, and half of all districts have seen the job turn over since the new limits were enacted."

Dr. Lawrence Feinsod of West Orange, who has been the state Department of Education's executive county superintendent for Essex County since 2008, was unanimously approved by the 26-member board on Sept. 14. . . . Feinsod, who began his career as a teacher in Linden, has served as the chief school administrator in the Cranford, Madison and Mount Arlington school districts and is the co-founder and (former) president of the Garden State Coalition of Schools, a grassroots advocacy group of school administrators, school board members and parents. . . .
