August 2011

The Millie Award Recipient for August is Cheryl Smith. She is a CNA at Golden LivingCenter - Prairie Hills in Rapid City. Cheryl is also a Medication and Restorative Aide. She is currently attending school to become a nurse.

She is described by her co-workers as a "hard working, caring, and dedicated team player". Residents say that they love having Cheryl as their aide and that she always brightens their day. They are certain that she will be a great nurse when she is done with school. Congratulations Cheryl!

While recently visiting a SDALA Member Facility, I was introduced to a resident - an elderly but energetic "young" lady. She told me that the secret of life was "having fun". She asked me if I wanted to dance with her and took hold of my hand. With a twinkle in her eye, it was clear that she practiced what she preached!

"Fun" is not exactly the word I would use when it comes to revising the 44:04 regulations. However, I am excited about some proposed Assisted Living amendments. Here are a few of the possible changes:

Create separate sections in the 44:04 regulations for different providers.

Reduce staffing requirements for multi-story facilities.

Allow physician assistants to check on residents annually.

Reduce square footage requirements for double occupancy rooms.

Address wireless call systems and use of pendants allowing for more flexibility.

Permit other professionals to dispose of medications.

Clarify levels of hospice care.

The SD Department of Health plans to finalize all amendments to the 44:04 regulations prior to the start of the Legislation Session. Although the process may not always be "fun", you can be sure that SDALA will continue to be intensely engaged in the development of any changes impacting you and your residents.

Sincerely,

  marks sig

Paperwork Filed For Initiated Measure To Raise State Sales Tax For Public Schools, Medicaid

Argus Leader

Paperwork has been filed for an initiated measure that would give voters the opportunity in November 2012 to raise the state sales tax to benefit public schools and health care organizations.

Jim Fry, director of the Legislative Research Council, said he received the email submission.

State law requires initiated measures to be submitted first to the LRC, which makes sure the language is clearly understandable and may recommend changes.

However, the LRC does not release the document to the public until it's done with its response. Fry said the coalition that wrote the initiative has been consulting with the LRC throughout the process, so it shouldn't take him long to make comments.

After that, Attorney General Marty Jackley will give the measure a title and write an explanation for voters.

Then, organizers can start collecting the 15,855 signatures needed by Nov. 1 of this year in order to put the measure on the November 2012 ballot.

$25M SD Assisted Living Complex Planned

A group of developers are planning to build a $25 million independent and assisted living community in Rapid City's medical corridor.

Developers hope to break ground this fall on the 134-unit Village at Skyline Pines.  Randy Kozeal is the president of Village Skyline Pines and one of eight partners in the project.

He says the group plans to finance the project through private investment combined with a mortgage loan backed by the Department of Housing and Urban Development.

New Tool: Emergency Water Supply Planning Guide Health Care Facilities

AHCA

The American Water Works Association and the Centers for Disease Control and Prevention released an excellent guide to plan for water supply shortages that will be useful to long term care facilities. As noted in the introduction, emergency water supply plans will vary from facility to facility. A small facility, for example, might use only one individual to perform the planning whereas a large facility would use a committee.

Water supply can be interrupted by a number of incidents including hurricanes, floods, earthquakes, tornados, accidental rupture of a large water distribution pipe during construction, and terrorism. Given the number of hurricanes, floods, earthquakes and tornados we have been experiencing over the last few years, the question is not if the water supply will ever be interrupted, but rather when and for how long. Thus, the tool is timely and useful.

Signaling Proteins That Influence Energy Intake May Affect Unintentional Weight Loss In Elderly Persons

Becky Dorner & Associates

After age 70 to 75 years, average body weight decreases both in ailing and healthy people because of a loss of appetite that results in reduced energy intake and the loss of body fat and lean muscle tissue. This so-called anorexia of aging predisposes elderly people to continued pathologic weight loss and malnutrition-major causes of morbidity and mortality. Health care professionals must understand the many factors involved in the anorexia of aging to help older adults prevent unintentional weight loss.  Read More...
