Paperwork Filed For Initiated Measure To Raise State Sales Tax For Public Schools, Medicaid

Paperwork has been filed for an initiated measure that would give voters the opportunity in November 2012 to raise the state sales tax to benefit public schools and health care organizations.
Jim Fry, director of the Legislative Research Council, said he received the email submission.
State law requires initiated measures to be submitted first to the LRC, which makes sure the language is clearly understandable and may recommend changes.
However, the LRC does not release the document to the public until it's done with its response. Fry said the coalition that wrote the initiative has been consulting with the LRC throughout the process, so it shouldn't take him long to make comments.
After that, Attorney General Marty Jackley will give the measure a title and write an explanation for voters.
Then, organizers can start collecting the 15,855 signatures needed by Nov. 1 of this year in order to put the measure on the November 2012 ballot.
$25M SD Assisted Living Complex Planned

A group of developers are planning to build a $25 million independent and assisted living community in Rapid City's medical corridor. Developers hope to break ground this fall on the 134-unit Village at Skyline Pines. Randy Kozeal is the president of Village Skyline Pines and one of eight partners in the project.
He says the group plans to finance the project through private investment combined with a mortgage loan backed by the Department of Housing and Urban Development.

The 60th Annual Fall Convention will be held October 10 - 12, 2011, at the Convention Center and Sheraton Hotel in Sioux Falls. This year's Convention offers educational sessions for assisted living and nursing facilities, exhibit show and food and fun for all attendees!
The theme for this year's Convention is "60 Years of Proud Service." This year's Convention will feature Governor Mark Parkinson, AHCA/NCAL CEO and President for the Opening Session; Mark Towers for the Keynote Session; Clint Maun for the Closing Session and the LTC Forum on the state of South Dakota for the Kick-Off Session.

New Tool: Emergency Water Supply Planning Guide Health Care Facilities

The American Water Works Association and the Centers for Disease Control and Prevention released an excellent guide to plan for water supply shortages that will be useful to long term care facilities. As noted in the introduction, emergency water supply plans will vary from facility to facility. A small facility, for example, might use only one individual to perform the planning whereas a large facility would use a committee.
Water supply can be interrupted by a number of incidents including hurricanes, floods, earthquakes, tornados, accidental rupture of a large water distribution pipe during construction, and terrorism. Given the number of hurricanes, floods, earthquakes and tornados we have been experiencing over the last few years, the question is not if the water supply will ever be interrupted, but rather when and for how long. Thus, the tool is timely and useful.
