CACP Initiatives

106th CACP Annual Conference, Windsor ON -  

August 21 to 24, 2011

 

The logistical arrangements for the Annual Conference in Windsor are moving forward as expected.  The Professional Development / Companion and Youth programs are posted on the CACP website.  There are no significant changes in the conference programming except, for the scheduling of the AGM.  It is now scheduled on Monday, August 22, 2011 at 3:15 p.m. instead of Wednesday, August 24, 2011 - p.m.   The CACP Golf Game is scheduled for Sunday morning, August 21, 2011.

 

Please ensure you have booked a room at the Caesars Hotel and register for the conference.

 

Death of Chief Myles Burke,  

CACP Provincial Director of Nova Scotia

 

It was with great shock and sadness that the National office announced the death of Chief Myles Burke on Saturday, April 9th, 2011.  The Board of Directors, membership and National office staff extend their condolences to Mrs. Jayne Burke and the entire Burke family on the loss of Myles.

 

CACP Annual Conference Regions

 

At the April 17, 2011 Board of Directors meeting the Board moved a motion changing the traditional conference zones (West / Central / East) to British Columbia / Prairies / Ontario / Quebec and East. 

Future annual conference sites are:

    Cape Breton / Sydney NS - August 2012

    Winnipeg MB - August 2013

    British Columbia (Location TBD) - August 2014

    Quebec (Location TBD) - August 2015

 

Institute for Strategic International Studies (ISIS)

 

On April 17, 2011 the Board of Directors accepted the Executive Director's recommendation that the ISIS Program be offered to the membership in 2012.  A minimum of 15 candidates must be registered for the program in order that it be launched in January 2012.  Details to be announced at the CACP Annual Conference in Windsor.

   

CACP Government Relations Officer

 

On April 17, 2011 the Board of Directors approved the Executive Director's recommendation that Mr. Tim Smith's contract, for Government Relations and Communication Services, be extended to April 30, 2012.

 

Order of Merit

 

On April 17, 2011 the Executive Director advised the Board that in September 2010 the National office received 126 nominations for the Order of Merit.  Nominations were divided into regions and forwarded to Regional Committees for evaluation and Committee recommendation.  Of the 126 received, Regional Committees recommended 88 nominations to the National Advisory Committee.  On January 6, 2011 the NAC reviewed,  evaluated and recommended 44 nominations to the Principal Commander.  All nominations were accepted by the Principal Commander and by the Governor General. Investiture is scheduled for June 8, 2011 at Rideau Hall, Ottawa.  The names of all recipients are posted on the CACP website.

 

CACP Financials

 

On April 17, 2011 the Board received and reviewed the March 2011 Budget to Actuals.  The Executive Director projected a surplus of revenue over expenses for the financial year.  The CACP audit is to commence May 24, 2011.  The Executive Director also presented a draft balanced budget for 2011-2012 which was approved by the Board.  The 2011-2012 budget will be presented to the membership at the Annual Conference.

 

CACP National Office is Moving

 

On April 17, 2011 the Board of Directors approved the Secretary-Treasurer's recommendation that the CACP purchase a commercial condominium unit at #100-300 Terry Fox Drive, Ottawa, ON.  This office building is located in Kanata North, Industrial Park which is on the west side of Ottawa.  The new office is three stories high and provides 3,500 sq feet of office space.  This enhances the CACP office space by an additional 1200 sq. feet.  The Board also approved the selling of 582 Somerset Street, Ottawa.  As of this date, the CACP has accepted a conditional offer of sale.  If and when the conditions are removed the sale will be effective August 1, 2011.  National office staff take possession of the Terry Fox property on June 1, 2011.

 

Nomination Committee

 

On April 17, 2011 Chief Blair requested Deputy Director General Steven Chabot, Rtd., Past President of the CACP to Chair the Nominations Committee.  The Past President will be assisted by Directeur adjoint Jean-Guy Gagnon and Chief Clive Weighill.  All nominations for vacant positions on the CACP Board of Directors to be announced and posted in early June, 2011.  The membership will have 30 days to respond to the posting.  Nominations can still be received from the AGM floor.

"Competency and Leadership Framework"

 

On April 17, 2011 the Board of Directors endorsed the PSC Competency and Leadership Framework. 

 

Renewal of Contract

 

On April 17, 2011 the Board of Directors approved the Executive Director's recommendation to continue business agreements/contracts with Naylor Publications and Canadian Police Knowledge Network.

 

Canadian Advanced Technology Alliance (CATA)  

- Tri-Service Capabilities Assessment

 

On April 17, 2011 the Board of Directors endorsed CATA Tri-Service Capabilities Assessment initiative.  The object of the project is to identify how broadly and effectively first responders are using existing technology, and gauge which technologies will be important in the near and mid-term.

By the time that this communiqué is issued, the federal election will have past.  During Election 2011, all parties presented their platforms which included many law enforcement provisions worth noting:

  • the Conservative Party of Canada indicated speedy passage of a long list of previously introduced crime bills (including 'Lawful Access'), the set-aside of spectrum for emergency first responders and the elimination of the long-gun registry;
  • the New Democratic Party campaigned on the renewal of the Police Officer Recruitment Fund and the addition of 2500 new officers, funding boosts to the National Crime Prevention Centre, a focus on youth gangs, $300,000 benefit to the families of fallen officers and improvements to the long-gun registry;
  • the Liberal Party of Canada also indicated a renewal of the Police Officer Recruitment Fund, a $300,000 benefit to families of fallen officers and improvements to the long-gun registry. Also included within their platform was the establishment of a RCMP civilian oversight board and reinstatement of the 'Court Challenges' program.

As the new session of Parliament gets underway, I invite you to visit the newly introduced Government Relations section of the 'Members-Only' CACP web-site (www.cacp.ca). This site was introduced with the purpose of providing a 'one-stop' source assisting CACP members in discussing and monitoring national law enforcement priorities and providing comprehensive links to the Government of Canada.

 

A great number of organizations have shown their support for the 700MHz initiative of the Tri-Services Committee. In addition the the CACP, CAFC and EMSCC, the Federation of Canadian Municipalities (FCM) and the Canadian Association of Police Boards (CAPB) have formally made this a priority. 106th CACP Annual Conference

August 21 - 24, 2011, Windsor, ON

 

The Windsor Police Service is proud to have been awarded the honour of hosting the 106th Canadian Association of Chiefs of Police (CACP) Annual Conference and Tradeshow.  We are pleased to extend a gracious invitation to all members of the CACP to travel to Windsor, Ontario and participate in this conference from August  21 - 24, 2011 at Caesars Windsor.

 

The face of policing in our society today is constantly changing.  Canada's police officers must be armed with the knowledge and training in order to maintain the level of professionalism demanded by the Canadian public.

The golf game will take place Sunday, August 21, 2011 at the Seven Lakes Championship Golf and Estates with a shot gun start at 7:30AM.  Entry fee is $85.00 per golfer which includes your green fee, power cart, boxed lunch and a donation to Special Olympics Canada.

 

There are Contribution Opportunities available in which proceeds will go to Special Olympics Canada.

Moving Forward Together

An Integrated Response to Human Trafficking

 

CACP along with RCMP and Ottawa Police Service hosted the "Moving Forward Together: An Integrated Approach to Human Trafficking" Conference on March 28-31, 2011 in Ottawa, ON. The event was opened by the Conference Ambassador Mr. Paul Brandt, country music performer, song writer and most awarded male Canadian country artist in history.

 

This event brought together 300 delegates made up of Front Line Officers, Investigators, Inspectors/ Staff Sergeants, Victim Services and NGO's, Prosecutors, and DOJ / PPSC -Policy Advisors. The conference targeted on issues such as;

  • Moving at the community level in preventing human trafficking(HT), helping victims and prosecuting traffickers
  • Improving partnerships
  • Identifying solutions for challenges identified by law enforcement, victim services (V.S.) and Non Governmental Organizations (NGOs)
  • Sharing best practices
  • Educating on emerging trends

Emergency Services Management in Canada

 

The Canadian Emergency Services Chiefs, comprised of Chief William Blair, President of the Canadian Association Chiefs of Police (CACP), Chief Rob Simonds, President of the Canadian Association of Fire Chiefs (CAFC), and Chief Michael Nolan, President of the Emergency Medical Services Chiefs of Canada (EMSCC) hosted the inaugural tri-services conference, 'Emergency Services Management in Canada.'  The event took place April 17th-19th, 2011 in Montreal, Quebec at the Fairmont Queen Elizabeth.

 

This event was a collaboration between the Emergency Medical Services Chiefs of Canada (EMSCC), the Canadian Association of Fire Chiefs (CAFC) and the Canadian Association of Chiefs of Police (CACP).  These three associations, along with protective services and government have been working together like never before on emergency service management issues - issues at the very core of public safety that are important to every Canadian.  Some of the issues that were presented to over 200 delegates were Responding to International Disasters, Intelligence and Information Sharing, Emergency Management and the Private Industry and 700 MHz Broadband for Mission Critical Public Safety Data - A Vision for Canada.

Canada's National Pipeline/ Convoy Conference

 

On May 1-4, 2011 over 175 delegates made up of Front Line Enforcement Officers, Industry and Security officials met in Toronto, ON, for the 2011 Canada's National Pipeline/ Convoy Conference.

 

Uniformed police officers are the 'last line' of defense in the detection of crime before it enters our communities across North America. This conference consisted of relevant training that will be beneficial in the heightening of the front line peace officers awareness skills in detecting and apprehending traveling criminals. Transportation risk and security managers also benefited from sessions relevant to trucking safety and security issues.

 

In addition to this year's professional program we also presented both the 2010 Criminal Interdiction Awards and the Transport Canada Traffic Safety Awards.

 

CACP congratulates all recipients on their extraordinary efforts to improving these initiatives.
