10th Annual Joint Meeting of CAPB / CPA / CACP

 

On March 2 - 3, 2011, the 10th Annual meeting of the three National Police Associations took place in Ottawa at the Westin Hotel.  CACP had 11 delegates in attendance, those being:  Chief Edgar MacLeod, (Rtd.), Deputy Commissioner Peter German, Dr. Dorothy Cotton, Dir. Shelagh Morris, Chief Paul Cook, Directeur adjoint Jean-Guy Gagnon, Past President Steven Chabot, Dir. General Debra Frazer, Tim Smith, Lance Valcour and Peter Cuthbert.

 

They were joined by six members of the CPA Board of Directors, lead by Mr. Charles Momy, President and the Board of Directors of the CAPB, lead by Mr. Ivan Court, President. 

 

On Wednesday, March 2nd, 2011 all delegates met for dinner at the Naval Officers Mess.  On Thursday, March 3rd, 2011 delegates were in attendance for four presentations.

4.    Police Sector Council, Competency Framework

 

The highlight of the day was the presentation by Mr. Bill Wilkerson, co-founder of the Global Business and Economic Roundtable on Addiction and Mental Health and Superintendent Rich Boughen, RCMP on Mental Health in the Workplace.   Mr. Wilkerson presented conference executives with recommended guidelines for ensuring good mental health within Canadian Police Agencies.  Dubbed "Cops" - Care, Outreach, Prevention, Support - the Guidelines encourages police leaders to clearly state a commitment to mental health, to mandate a duty to care among all senior officers and to adopt a policy of zero tolerance towards stigmatization.  The guidelines also encourage police service employees and their families to learn as much as they can about mental health and the early warning signs of potential distress. This presentation was followed by a media event on Parliament Hill.  The media release is posted on the CACP website. 

 

CACP Executive Director, 1990 - 1996 - Assistant Commissioner Fred Schultz, Rtd.

 

A/Commr. Fred Schultz, Rtd., Executive Director of the CACP from 1990 - 1996, passed away at his home on February 26, 2011.  A/Commr. Schultz is survived by his wife Francis and children, Paul, Craig and Stephanie.  He was a cherished grandfather of six.  Many CACP members would remember A/Commr. Fred Schultz, not only as the Executive Director of CACP, but also as the Director of the Canadian Police College.   The CACP Board of Directors and membership extend to the Schultz family our sincere condolences.

 

Board of Directors Meeting - April 17, 2011,

CACP Special Purpose Committee on Governance

 

On February 28th to March 1st, 2011, the CACP Special Purpose Committee on Governance met in Ottawa at the CACP National office to prepare their proposed recommendation for the Board to consider on April 17th.  The Committee chaired by Deputy Commissioner Peter German and Chief Dale McFee are making recommendations on the structure and make-up of the Board of Directors, the Nomination Guidelines and to the CACP Board of Directors Election process. 

 

If the committee's recommendations are accepted by the majority of the Board, the committee, supported by staff, will prepare the changes to the Constitution.  A DRAFT Constitution with the recommended changes will be presented to the Board at the August 2011 meeting.  With the approval of the Board the new proposed Constitution will be presented to the membership for acceptance at the August 22, 2011 AGM. 

 

Proposed changes to the Constitution will be presented to the membership prior to the AGM. 

 

Proposed Changes to the CACP Nomination Guidelines

 

As a result of a review by the Special Purpose Committee on Governance, the following CACP Nomination Guidelines will be recommended to the Board of Directors.  

  • The President of the CACP to appoint the Past President as the Chair of the Electoral Commission.
  • The President to appoint two CACP members in good standing to assist and support the Chair of the Commission.
  • The Electoral Commission to canvass Provincial Associations for their nomination of Provincial Directors.
  • Provincial Directors to serve for a two year term.
  • Electoral Commission to consult with the membership and seek nominations for the position of President and Secretary-Treasurer to serve for a two year term.
  • The Electoral Commission to announce the nominated slate of candidates on June 1st.
  • CACP membership will have 30 days to accept or forward the names of individuals they wish to see nominated for Provincial Directors, President or Secretary-Treasurer.
  • By July 15th the Electoral Commission to announce and post the names of all nominated individuals and identify the positions where an election will occur.
  • No nominations will be received from the floor at the AGM.
  • The AGM will be scheduled on the Monday afternoon of the CACP Annual conference.
  • The acceptance / election of contested positions will take place at the AGM.
  • The new Board of Directors will be sworn in on the Wednesday afternoon of the Annual conference and introduced at the
    closing Gala. 
  • At the Fall meeting of the CACP Board of Directors, the Board to elect three Vice Presidents from within.

It has been a very busy period for the CACP at the federal government level and a number of people deserve a great deal of recognition.     

  • The Tri-Services team submitted an extensive response to Industry Canada's consultation on the 700MHz spectrum allocation and the need for a 20MHz set-aside for public safety communications. Law enforcement partners, provincial associations and individual CACP members provided tremendous support through their resolutions and letters. CACP's Tri-Service representative, Supt. Bill Moore (Halifax Regional Police Service) and the team behind him have worked tirelessly on this effort. Of note, it was the CACP who helped create the Canadian Interoperability Technology Interest Group (CITIG) which brings together first responders, academia, industry and government stakeholders who have a common interest to improve public safety communications interoperability.  For further information on the efforts of CITIG and to join this group as a member (no cost), please visit www.citig.ca.
  • The CACP's efforts at the House of Commons and Senate committee levels is often taken for granted. With very little notice, we are asked to provide insight regarding bills as they move through the study phase before recommendations are put forward by the committee towards final passage. The Law Amendments Committee (LAC) are the ones most often called upon and that usually means that Vince Westwick (LAC Co-Chair) must appear. During this past month, Vince has represented the CACP on Bill C-59 (An Act to amend the Corrections and Conditional Release Act (accelerated parole review) and to make consequential amendments to other Acts (Abolition of Early Parole Act)), Bill C-30 (An Act to amend the Criminal Code (Response to the Supreme Court of Canada Decision in R. V. Shoker Act)), and Bill C-22 (An Act respecting the mandatory reporting of Internet child pornography by persons who provide an Internet service). Thank-you Vince, for all your efforts on behalf of the CACP.  

A great deal of correspondence took place this month advocating our position with regards to the importance of 700 MHz Broadband for Mission Critical Public Safety Data. This was focused towards the Minister's of Public Safety, Justice, Industry Canada, National Defense among other government MP's.  In addition, meetings were held with Liberal MP Mark Holland and NDP MP Joe Comartin (Public Safety critics) to up-date them on the key priorities of the CACP.

 

Finally, the annual Joint Meeting of the CACP, CAPB and CPA took place to discuss areas of mutual interest. Presentations and discussions were focused on Mental Health in the Workplace of Police, 700 MHz, Sustainable Public Policing and the Police Sector Council. The meeting concluded with a joint press conference where Canadian police services were encouraged to join a growing movement of employers that are promoting mental health in the workplace in the face of rising rates of depression and anxiety, including post-traumatic stress disorder (PTSD).


 

CACP Events on the Move......

A Dialogue on Family Violence

 

The CACP and its partners in the Coalition on Community Safety, Health and Well-being hosted "A Dialogue on Family Violence in Culturally Diverse Communities: Practical Approaches to Prevention and Response" at the Sheraton Toronto Airport Hotel and Conference Centre, March 6-8.  

 

The conference addressed new and emerging manifestations of family violence across the lifespan in culturally diverse communities, including immigrants, refugees and other established ethno-racial populations as well as First Nations and Inuit peoples.  Delegates discussed the nature of family violence in culturally diverse communities, myths regarding the law, how various sectors can work together to combat family violence and how engaging communities in capacity building can prevent such violence.  Theoretical or philosophical views of family violence were interspersed with descriptions of several community-based initiatives:  

  • a domestic violence treatment options court for First Nations in Saskatchewan;
  • settlement agencies in Fredericton and Ottawa that help newcomers from becoming victimized;
  • community collaboration models in Quebec and British Columbia;
  • the cooperative response to child abuse from the Muslim community and Children's Aid Society in London ON; and
  • healing programs in the North for Inuit women and children who have been abused.

Concurrent workshops permitted a more detailed examination of the abuse of elderly immigrants, working successfully with Aboriginal, immigrant and racialized women, community healing in the Hollow Water First Nation in Manitoba and cultural competency training for the front-line.

 

As with all Coalition events, care was taken to ensure that a variety of perspectives would be heard.  A total of 144 people from a wide range of sectors participated in the conference.  As always, great support was provided by the policing community with 61 representatives of 28 services participating.  Other sectors represented at the conference included emergency shelters, victim services, settlement agencies, teachers, public health nurses, child welfare organizations, faith communities, agencies supporting seniors and youth, corrections, federal, provincial and municipal governments and provincial courts.

The conference report, including recommendations and delegates' evaluations, and most of the presentations will be posted in the Coalition section of the CACP website.

Emergency Services Management in Canada Conference

Canada's National Pipeline/ Convoy Conference

May 1-4, 2011, Toronto, ON

 

Join us in Toronto at the Fairmont Royal York to participate in this National event.  Uniformed police officers are the 'last line' of defense in the detection of crime before it enters our communities across North America. This conference will consist of relevant training that will be beneficial in the heightening of the front line peace officers awareness skills in detecting and apprehending traveling criminals. Selected topics will also be beneficial to transportation risk and security managers to relevant trucking safety and security issues.
