Results of CACP Executive and Board of Directors Meeting
December 7-8, 2010
Victoria, BC

CACP Annual Conference - 2010 Edmonton, Alberta

On behalf of the President and Board of Directors the Executive Director extended his thanks to the host Chiefs, Chief Mike Boyd and D/Comm. Rod Knecht, Conference Coordinators, Volunteers and CACP National Office staff for the delivery of a first class professional development program and social event. The Executive Director informed the Board that the conference achieved net revenue of $360,000. The Board approved the continuation of the Golf Day.

2011 CACP Annual Conference - Windsor Ontario

The Executive Director presented the 2011 CACP Annual Conference budget with projected revenue of $923,725 and expenditures of $720,905.  The Board approved in principal the 2011 CACP Annual Conference Budget.

CACP 2013 Conference Site

Expressions of interest have been received from Victoria Police Department, Winnipeg Police Service and Regina Police Service.  It was moved by the Board that the Executive Director apply the CACP Conference Guidelines to the cities that have expressed interest, and to report back to the Board on April 17th, 2011.  The Board will select the site of the 2013 Conference at that time.

Institute for Strategic International Studies

The Board approved that since a minimum of 12 participants registered for the 2011 ISIS program, the ISIS program will be offered with the theme being "Public Safety Leadership: The X Factor in Canada's Emergency Readiness." The program will commence January 2011.

Government Relations and Strategic Communications

Mr. Tim Smith provided a report on his Government Relations and Communications activities since August 2010.  He also outlined the logistical plan for Advocacy Day, March 8, 2011.  Mr. Smith advised the Board that he was developing a Government Relations page on the CACP website. Further details to follow.

It was moved by the Board that Mr. Smith's contract be extended to April 30, 2011. Continuation of his employment is to be discussed during the 2011/2012 Budget deliberations. 

National Firearms Policing Strategy

Directeur adjoint Jean-Guy Gagnon advised the Board that the next meeting of the National Firearms Policing Strategy is scheduled for Jan. 10, 2011 in Toronto.

CACP Governance - Special Purpose Committee

D/Commr. Peter German updated the Board on the committee's proposed CACP Governance structure. The committee's initial proposal was presented in August 2010 to the Board of Directors and to the delegates attending the Annual Conference. The proposal reduces the Executive from nine to six members and the Board from 21 to 19.

The Board would consist of:

·    President (to be elected)
·    Past President
·    Secretary Treasurer (to be elected)
·    Provincial Directors - to be appointed by Provincial Association
o    Two from Ontario, BC and Quebec.

·    Federal Policing Representative
·    First Nations Representative
The Board to elect 3 Vice-Presidents from within.

A great deal of discussion occurred at the Board of Director's meeting as to an Associate member becoming a member at large on the Board.  Further discussion's to occur at the President's Council on Strategic Direction on Jan. 12-13, 2011 in Toronto.

National Police Services - Special Purpose Committee

Chief Rick Hanson advised the Board that the next face-to-face meeting by the Special Purpose Committee is scheduled for Thursday, Jan.13, 2011 in Toronto.

Mandate of the Committee:
The Special Purpose Committee will work with National Police Services (NPS) to:
·    Review the current services provided by NPS
·    Identify what should qualify as a National Police Service
·    Prioritize the services provided by NPS
·    Identify the challenges currently faced by NPS (eg. Funding)
·    Put forth resolutions for consideration by the CACP Board of
     Directors

Impact of Post - Traumatic Stress on Police Services

A/Commr. Alain Tousignant spoke to the Board on the establishment of the Canadian Police Resilience Centre (presentation available upon request.) It was moved by the Board that the CACP HR Committee sub-committee on Mental Health in the Workforce continue moving forward with the concept of a Canadian Police Resilience Centre.

Endorsements

It was moved by the Board that the CACP endorse the Policing Centre for Victim Issues - Department of Justice - National Victims of Crime Awareness Week - April 10-16, 2011.

It was moved by the Board that the CACP endorse National Resources Canada's, Precursor Control, Non-Regulatory Outreach Programs. The CACP endorsed NRC's Explosives Security Partnership in August 2009. This second endorsement is a continuation of the partnership.

Informatics Committee Requests for Support

1.  Moved by the Board of Directors that the Committee's request to host a Conference in February 2012 be approved.
2.  Moved by the Board of Directors that the Informatics Committees request to re-establish the Microsoft Technology Innovation Award be approved.
3.  Moved by the Board of Directors that the Informatics Committee's recommendation to adopt the National Information Exchange Model (NIEM) as the preferred data exchange model for use by the Canadian Public Safety Community be approved.

CACP Sponsorship Report

As per the CACP Sponsorship Guidelines, the Executive Director is required to table with the Board financial contributions received in support of CACP events. Gross Conference sponsorships received Jan.1, to Dec.31, 2010 totaled $558,650.

Canadian Emergency Services Presidents Meeting

On Thursday, Dec.9, 2010 the three Canadian Emergency Services Presidents met in Victoria, BC. Chief Bill Blair, Chief Mike Nolan (EMSCC) and Chief Robert Simonds (CAFC) addressed the following issues:

President's Council on Strategic Direction

Session II of Chief Blair's President's Council on Strategic Directions is scheduled for Jan.12-13, 2011 in Toronto. Members of the Board, Committee Chairs, Project leaders and Presidents of Provincial Chiefs of Police Associations have been extended invitations.

The purpose of the council is:

·    To review the progression of the priorities of the President
·    To review and receive CACP Committee Annual Reports
·    To receive and review Special Purpose Committee updates:
o    Governance

o    Urban Gang Violence

o    National Firearms Policing Strategy

o    Research Foundation Renewal

o    National Police Service

·    To review, summarize and reprioritize the Presidents priorities.

Joint Meeting CACP/CPA/CAPB

The 10th Annual Joint Meeting of the three National Police Associations is scheduled for March 2-3, 2011 in Ottawa. CACP Executive members and Provincial Directors in close proximity to Ottawa will be requested to attend and participate in the dinner and day program.

2.    Mental Health in the Workplace
3.    Sustainable Policing

CACP Regional Workshops

The Executive Director informed the Board that as directed by the President, Regional Workshops on the topic of "Policing During Difficult Economic Times" will be developed and implemented in May/June 2011.

With the support of the Canadian Police College and Police Sector Council, the day and a half program will be delivered to several locations across Canada.  Further details to follow.

In what will be the next big rallying call for the CACP, the Presidents of Canada's three major associations representing police, fire and emergency medical services announced the creation of the Tri-Services Special Purpose Committee on 700 MHz Broadband for Mission Critical Public Safety Data. "Our responder organizations are advocating a whole-of-government approach to 700MHz broadband spectrum allocations," commented Chief William Blair, President, Canadian Association of Chiefs of Police (CACP). "The needs of Canadian responder agencies and the broader public safety community must be considered during the spectrum allocation process with a vision to build a robust system of networks that will benefit urban, suburban and rural responder agencies, as well as meet mission critical requirements. Above all, this issue will have a direct impact on the tri-services ability to protect and save lives well into the future."
 
This initiative will require the united and vocal support of Chiefs of Police throughout the country to reach out and educate both media and the communities they serve.

So why now? August 30, 2011 marks the transition from analog television to digital in Canada, freeing up once in a lifetime spectrum for potential use by public safety. Many private and public agencies are vying for the additional (and very valuable) spectrum, and Industry Canada (our nation's spectrum regulator) recently opened consultations on the 700 MHz broadband allocations which close February 28, 2011. During the CACP Executive and Board Meetings held this month, I had the opportunity to brief the Board with regards to the Government Relations and Communications activities since I began this position in August, 2010. One of my main goals was to reach out to Public Safety and Justice officials and improve the level of communication and sharing of information between our organizations as we move forward.  To this end, I was very pleased to see two Public Safety Assistant Deputy Ministers (Daniel Lavoie and Richard Wex) meeting with the Executive and Board and acknowledging the need to for greater collaboration between our organizations. It represents a very positive start!

CACP Events on the Move......
Victoria Workshop: Canadian Emergency Services Chiefs Unite on Interoperability

On December 5 to 8, 2010, the Fourth Canadian Public Safety Interoperability Workshop in Victoria welcomed over 240 delegates - most were responders from across Canada, but delegates and speakers also included representatives from the U.S., New Zealand and the United Kingdom. The most notable outcome of the Workshop involved the creation of the Tri-Services Special Purpose Committee on 700 MHz Broadband for Mission Critical Public Safety Data (in direct response to Industry Canada's recent announcement of public consultations on the use of the 700 MHz band by commercial mobile services).

The Committee was struck jointly by CACP, Canadian Association of Fire Chiefs (CAFC), Emergency Medical Services Chiefs of Canada (EMSCC) to monitor and advise on the 700 MHz issue, inform stakeholders, identify responder spectrum needs and formulate a response to the Industry Canada consultation which closes on February 28, 2011. While the associations have collaborated in the past, establishment of a joint committee is unprecedented and reflects the critical nature of the challenge. Since the announcement, many groups representing public safety, utilities and industry have come forward to assist. In fact, during the announcement at the Workshop, over 90 delegates volunteered their services in preparation of a consultation response. More information is available at www.action700.ca.

The National Workshop also highlighted significant progress on many other fronts (see the CACP Web site under previous conferences for detailed presentations) including:
·    the National Strategy for Communications Interoperability and 
      accompanying action plans;

·    a way forward to advance National Data Quality Standards; and
·    a look at emerging issues like in-building 3D location for responders, to name a few.

The National Workshop was presented under the auspices of the Canadian Interoperability Technology Interest Group (CITIG) - an organization that brings together the CACP, CAFC, EMSCC, the Canadian Police Research Centre and other key partners to help advance public safety interoperability.

The date has been set for the fifth National Workshop. We hope you can join us from December 4 to 7, 2011 in Ottawa, Ontario.

Public and Private Sector Coming Together

On November 7-9, 2010 the CACP's Private Sector Liaison Committee hosted its second education and training session at the Hilton Lac Leamy in Gatineau Quebec.  

This year's event entitled "Building Relationships Today to Improve Public Safety Tomorrow" was also unique because it was co-hosted by The Private Sector Committee of the ADPQ.
 
After some last minute rearranging due to key presenters being unable to attend the conference got underway. 
The event was well attended with over 125 law enforcement and private sector executives spending two full days of interactive dialogue focusing on collaboration.
  
The welcoming address by CACP President William Blair set the tone for the sessions by stressing that only through true collaboration between public and private agencies will we effectively come up with solutions to issues that have major impact on all involved and to public safety. 
 
·    Highlights included a panel discussion with law enforcement
     and private sector leaders which asked the question "is
     collaboration really possible"

·    Real examples of how Public and Private are working together
·    Presentations on the Canadian Fraud and Organized Crime
     environments

·    Olympic and G20 from both a law enforcement and a private
     enforcement standpoint


The resulting comments were positive with some recommending the conference be held each year and to include the addition of breakout sessions to work on ideas for specific issues.   Many attendees provided some excellent ideas for future education and training sessions. 
 
All in all a very well attended event which has given both committees some ideas for moving forward on in their future mandates.
