CACP Initiatives
Board of Directors Meeting Highlights, August 21, 2010

1) Government Relations & Strategic Communications

It was moved by the Board that Mr. Tim Smith be contracted from September 1, 2010 through December 31, 2010 to provide the CACP with government relations and communications services.

2) Canadian Law Enforcement Forum (Non-Lethal Force Options) - Special Purpose Committee

Chief Tom Kaye, Chair of the CLEF Committee, presented an update to the Board. It was moved that the Canadian Law Enforcement Forum become the twentieth Standing Committee of the CACP.

3) National Firearms Policing Strategy

A lengthy discussion took place and it was moved by the Board that the National Firearms Policing Strategy and Resolution be approved and presented to the membership for their approval. On Monday, August 23, 2010, Resolution 2010-01 was adopted.

CACP Governance - Special Purpose Committee

A/Commr. Peter German, Co-Chair of the CACP Governance Special Purpose Committee, presented to the Board a proposed Governance Model which reduces the size of the Board by three and of the Executive by three. It was also proposed that Provincial Chiefs of Police Associations appoint all Board members except for the President and the Board identify, from within, two Vice-Presidents and the Secretary Treasurer. The only person to be elected would be the President.

A lengthy discussion took place and numerous comments and recommendations were tabled. It was moved by the Board that the Committee's proposed model be accepted in principal, with consideration to Board recommendations and presented to the membership on Monday, August 23, 2010 for information and consultation purposes.

CACP Website Enhancement -
Government Bills and Parliament Hill Updates


In the Fall of 2009, Chief Armand LaBarge requested the Executive Director to post Government Bills that Parliament will address in the Fall and Winter which would relate to the CACP. With the support of Mrs. Ruth Montgomery and Mr. Tim Smith, the Executive Director reported that the CACP website has posted Government and Private Member Bills, their status and a summary of parliamentary activities that would be of interest to the CACP membership.

Administrative Reports

2009 - 2010 Audit Report:  Dir. Mario Harel, Chair of the CACP Audit Committee, presented a review of the Auditor's report. The report was approved by the Board. (Auditor's report available upon request to the CACP National Office)

2010 - 2011 Draft Operating Budget: The Secretary Treasurer, Dir. Gen. Debra Frazer, presented the 2010 - 2011 Draft Budget. The Board approved the Budget for presentation to the membership. (Copy of Budget available upon request to the CACP National Office)

Proposed 2011 - 2012 Membership Fees: It was moved that the Active and Associate membership fees remain the same, at the rate of $375. (Note: Membership fees have not been increased since 2002)

Nominations Report:  D/Dir. Gen. Steven Chabot (Rtd), Chair of the Nominations Process, tabled his report. The Board accepted the Chair's report and directed him to present the report to the membership on August 23, 2010.

Membership Report:  The Executive Director presented an analysis of the CACP membership to the Board. As of August 4, 2010, the CACP membership is composed of:  431 Active members (169 Chiefs and Deputy Chiefs, 88 RCMP, 19 OPP, 19 Sûreté du Québec, 7 Military, 110 Senior Officers, 19 Civilian members) and 115 Associate members and 490 Life Members.

National Police Service

The Chair of the National Police Service Committee, A/Commr. Peter Henschel, accompanied by D/Commr. Tim Killam, presented to the Board the financial status of services provided by the RCMP to provincial, municipal, and contracted police services in Canada. It was moved by the Board that a Special Purpose Committee, chaired by A/Commr. Peter Henschel and Chief Richard Hanson, be established to review all National Police Services provided.

The Committee's purpose is:

·    Sustainability of National Police Services
·    Pan-Canadian public policy issues
·    Determine the role and mandate of the CACP NPS Committee

Police Information and Statistics Committee (POLIS)
·    D/Chief Sue O'Sullivan (Rtd), appeared before the Board to discuss POLIS issues.

Amber Alert
·    S/Sgt. Monique Perras updated the Board on the status of the Amber Alert Program in Canada with examples of successes and future plans.

The Board meeting commenced at 0800 hrs and concluded at 1800 hrs. Minutes of the meeting will be posted on the CACP website in draft form by October 1, 2010.

2010-2011 CACP Board of Directors: 6th VP of CACP

In March 2010, the Board approved the appointment of a 6th Vice President to the Board of Directors. At the CACP Annual General Meeting on August 25, 2010, A/Commr. Peter German was nominated and accepted as the 6th VP. Since A/Commr. German held the British Columbia Provincial seat at the Board, C/Const. Jim Chu was nominated and accepted as the BC Provincial Director.

CACP delegation is to meet with Public Safety Assistant Deputy Minister Richard Wex and staff to discuss the CACP position on Conducted Energy Weapons (CEWs), Interoperability-Radio, Emergency Measures and Lawful Access.

Chief Murray Faulkner's Retirement Dinner will be held in London, ON.

Government Relations

"The Edmonton AGM provided me with an excellent opportunity to begin the process of learning about the extensive committee work of the CACP. Overwhelmingly, the key message I heard was the need to re-develop the relationship with government stakeholders within the committee process....to engage Justice and Public Safety officials and improve the level of communication and sharing of information between our organizations.   

Notwithstanding Bill C-391, there have been many positive law enforcement initiatives which the current government has brought forward and this cannot be lost in our dealings with one another. We do, however, need to bring forward new initiatives and gain the government's support.  I find it somewhat astonishing to learn that interoperability remains a key obstruction between first responders, especially given that I was personally involved in the issue some 25 years ago (and have seen little change since). Lawful access legislation is required to maintain law enforcement and national security capabilities in the face of new technologies which have reshaped communications over the past number of years.  Much work needs to be moved forward on firearms, beyond C-391, to create greater consequences for gun-related crime and strengthening border control.  The list goes on.

In essence, this is my role - to facilitate communication between the federal government and law enforcement leaders through our organization - the CACP.  I invite you to contact me and discuss how I may be able to assist you in this role.

Finally, I would like to thank the many Chiefs and staffs who have responded to the need to explain the use of the long-gun registry at the community level. As has been consistently stated, this is not about politics and ideologies - it is simply about community and police officer safety.  The LGR provides valuable information which, despite its past, is today delivered in a very cost-effective manner.  It is simply  a tool which helps in prevention and investigation of firearm incidents and promotes responsible gun ownership.  Your message is being heard!"

This year's symposium is being held in Niagara Falls, ON, on October 24-26, 2010 at the Crowne Plaza Niagara Falls. We invite all members of Middle and Upper Management and Police Executives to attend and take part in this event where we will be providing information and tools to assist members to effectively manage the challenges of the safe operation of police vehicles to minimize risk & liability. BUILDING RELATIONSHIPS!!

CACP/ ADPQ Private Sector Liaison Educational Forum        
The CACP Private Sector Liaison Committee and ADPQ are hosting an educational forum based on the theme of "Building Relationships Today to Improve Public Safety Tomorrow".  The forum will be held November 7 - 9, 2010 at the Hilton Lac Leamy located in the Ottawa/Gatineau region.

Plenary sessions will be held over two days with the following objectives to:
1.     Demonstrate that developing relationships between Private and Public organizations enhances public safety
2.     Demonstrate how Private and Public organizations are similarly affected by various activities of organized crime
3.     Create a partnership to increase citizen security based on mutual collaboration within each other's mandates.  

The target audience includes Law Enforcement Managers, Private Security Management, Security Corporations, Professional Security Organizations, Academics, Critical Infrastructure Managers, Police Board Members, Loss Prevention Management, Public Safety Personnel and Police Association Representatives.
