CACP Emergency Management &
Informatics Committees Priorities


On March 3, 2010, members of CACP Emergency Management (EM) and Informatics Committees joined forces to review current CACP and EM priorities, to identify shared priorities and to develop joint action plans. Police, fire, paramedic, emergency management services, government and industry were represented at the workshop, and the process was guided by the direction set at the February 17 meeting of the three major Chief's associations (CACP, CAFC, and EMSCC). Specifically, the three major Chief's associations have called upon the federal government to work with first responders on the issues they have identified as top priorities, including providing resources and tools to address identified gaps in emergency management and communications interoperability. The specific priorities identified at the March meeting are:
  • Governance
  • ICS/Incident Management Systems (IMS) Standards
  • Interoperability Centre
  • Build Capacity within Public Safety Canada
  • Develop a Capabilities-based Process Map among First Responders for EM in Canada
  • National EM/Interoperability Exercise Program
Action Plans were drafted to support each key priority with the aim of fostering integration at the municipal, regional, provincial/territorial, national and international levels. Ongoing development and delivery of an operationalized and integrated framework for emergency management (and response) in Canada will benefit a variety of stakeholders - police, fire, paramedic, emergency management services, government and industry, to name a few - and would contribute to the safety and security of Canadians.

Coalition for Sustainable Public Policing

On March 12, 2010, the Joint Meeting of the three National Police Associations (CACP - CAPB - CPA) was held in Ottawa, ON. The subject of the Coalition for Sustainable Public Policing was tabled and discussed at great length. The CAPB presented to the delegates the following statements for consideration:
  1. The work of individual police officers and civilian members of all police services is valued by the communities we serve; regardless of whether the member represents a federal, provincial or municipal agency.
  2. The disconnect occurs at the political/governance level as funding sources do not align with policing responsibilities and legislated requirements.
  3. This situation will only be further exacerbated by funding restraints at the federal and provincial levels as in the past this has led to downloads to municipal governments.
  4. CONCLUSION: The status quo is no longer viable.
  5. SOLUTION:                                                                                          
    a.    The parties request the federal government to commence the dialogue by acknowledging there is an issue to be addressed.
  6. b.    The parties request the federal government to undertake a 'viability' or 'means' test with the introduction of any new legislation with the potential to impact municipal budgets or municipal police services. The principle of 'what additional costs, if any' will result from the legislation combined with 'who pays?' should underpin the test.
    c.    Conversely, the parties recognize and request the government to consider measures that can be taken which are cost-neutral to the federal government, but of assistance to the parties, either in reduced cost or greater efficiencies.
    d.    The parties request that the federal government to convene a meeting, to be held this calendar year, of all orders of government to explore in a constructive fashion the options available to provide a comprehensive framework for the delivery of police services that properly align resources with responsibilities. It would request the national bodies that represent policing be provided standing at this event as the 'content' experts who deliver police services to the vast majority of Canadians.
It was agreed to by the CPA and CACP that they would support the statement and measures, and for the CAPB to undertake the leadership role in advancing this agenda with the Federal Government.

CACP Human Resources Committee Changes
Name and Terms of Reference


On March 13, 2010, Director General Dennis Fodor, RCMP and Co-Chair of the CACP Human Resources Committee appeared before the Board of Directors requesting the Board's approval on a number of issues. The following motions were passed by the Board of Directors:

  1. Terms of Reference for the CACP Human Resources & Learning Committee:  moved that the CACP Board of Directors accept the CACP HR Committee's recommendation to approve the CACP Human Resources & Learning Committee's Terms of Reference, as presented. The Terms of Reference can be found on the CACP website.
  2. CACP Human Resources Committee's Sub-Committee, Professional Standards in Policing:  moved that the CACP Board of Directors approve the CACP HR Committee's recommendation that the CACP Professional Standards in Policing Sub-Committee become the 19th Standing Committee of the CACP.
  3. Canadian Association of Police Educators: moved that the CACP Board of Directors accept the CACP HR Committee's recommendation that the CACP HR Committee's Sub-Committee, known as CAPE, be dissolved.
  4. Police Sector Council - Competency Based Framework:  moved that the CACP Board of Directors accept the CACP HR Committee's recommendation that the PSC's developed Competency Based Framework be a reference guide for the Canadian Police Community.
  5. Police Record Checks:  moved that the CACP Board of Directors accept the CACP HR Committee's recommendation to seek legal opinion on the proposed HR Committee motion that "notwithstanding the accuracy of reporting of a "police record" is essential to those requesting such information, the CACP HR Committee supports the policy that the inclusion of apprehensions by police pursuant to provisions of a Mental Health Act is not appropriate for inclusion in the report of a "police record"."
CACP International Committee Mandate

On March 13, 2010 the CACP Board of Directors approved the International Committee Co-Chairs' recommendation that the Committee Mandate be as follows:

The International Committee will position CACP and its members by providing an increased awareness and education about international events and the impact that such global events have or could potentially have on our country and on our local communities. This awareness and education will enable CACP and its members to influence government policy concerning international policing, crime and security issues that impact on the well being of all Canadians. The International Committee will raise police and public security about impact and realities of international issues on crime and security at home. It will create opportunities for CACP to influence government in matters of international policy that will tend to have security implications for Canadians and it will enable CACP to contribute to priority setting in international crime, security or policing issues. In addition, the International Committee will create a vehicle for national and trans-national exchange and interaction and it will also create a forum for research of international crime or security issues that impact Canadians and Canadian interests.

Chief William Blair, President, appointed Chief Armand La Barge and Chief Superintendent Barbara Fleury as Co-Chairs. Chief La Barge advised the Board that the Committee is in need of representation from British Columbia and the East coast.

POLIS Committee Recommends No Further Studies Involving the Collection of Aboriginal Identity by
Front Line Officers


In November 2009, POLIS issued the following statement:

The Police Information and Statistics (POLIS) Committee of the Canadian Association of Chiefs of Police has been discussing the collection of Aboriginal Identity by front-line police officers since 2001. At that time, the committee had recommended the elimination of this variable from the UCR2 survey due to data quality concerns related to the difficulty of police obtaining this information from both victims and accused persons.

Although the committee still considers information to be extremely useful, there are a number of serious hurdles that continue to arise:
  • The continued refusal of many police services to collect this information
  • The implications of requiring front-line police officers to ask this questions, often under difficult circumstances, to all victims and accused persons; and,
  • Support for the collection of this information by police appears to be waning in Saskatchewan - Saskatoon police no longer provides this information nor is supportive of any further work in this area, and some Aboriginal Groups in the province have also recently stated publicly that they are not supportive of police collecting this information.
On March 13, 2010 the POLIS Committee recommended to the CACP Board of Directors not moving forward with any further studies with police services at this time involving the collection of Aboriginal Identity by front-line police officers.

The Board passed a motion accepting the POLIS Committee's recommendation.

The International Association of Emergency Management Honours CACP Member, Joël Chéruet

Joël Chéruet, the first IAEM - Canada member to receive the lifetime CEM designation in Canada, is considered a pioneer in the field of emergency measures. He has provided training to great numbers of people including police, fire fighting, emergency telecommunications and ambulance service institutions across Canada and abroad with the United Nations.

Minister of Public Safety, Jacques Dupuis, and Deputy Minister, Robert Lafrenière, bestowed this honour upon him in recognition of his 44 years of exceptional service to communities in Quebec, and notably, to the community of Saint-Raymond. Over the course of his career, he has worked with municipal, provincial, industrial and community security services, as well as emergency services. He is commended and recognized for his versatility, his leadership expertise, and his contribution to the culture of civil service in Quebec.

Justice Efficiencies and Access to Justice Working Group

President, Chief William Blair, is pleased to report that after several requests made by the Law Amendments Committee, the CACP have been invited to participate on the Federal Justice Efficiencies Working Group. In 2003, the Government of Canada, in conjunction with the FPT process, formed Justice Efficiencies. The committee is composed of judges at both the federal and provincial levels, crowns, defense and senior officials. With the support of Chief Justice Ray Wyant and Mr. John Pearson, General Counsel to the Ontario Ministry of the Attorney General, the CACP were extended the invitation. Mr. Francis Brabant, Legal advisor to the SQ and D/Chief Murray Stooke, QC and Mr. Vince Westwick, Co-Chairs of the LAC are the CACP representatives.

CACP Research Foundation (1982)

On March 13, 2010, Ms. Debra Frazer, Secretary Treasurer of the CACP and Chair of the Special Purpose Committee for the Renewal of the Research Foundation, presented her action report to the Board of Trustees. Her report outlined a work plan to:
  • renew the aims and objectives of the Foundation
  • renew the Governance Model
  • renew the Constitution
  • renew the Finance and Infrastructure of the Foundation
Actions were also presented and discussed in detail on the status of the Police Memorial Fund and the Jack Ackroyd Scholarship Fund.

The Board of Trustees received the Committee Chair report and approved the action plan for the Foundation's renewal.


Chief Blair Establishes Special Purpose Committee
on CACP Governance


On March 14, 2010 the President of the CACP appointed Assistant Commissioner Peter German, Chief Dale McFee and Directeur adjoint Jean-Guy Gagnon to a Special Purpose Committee to review issues of CACP Governance, Nomination Guidelines, Election Process, and Constitutional Renewal. The committee is to report back to the Board with their recommendations in August 2010.

CACP Contract Government Relations Firm

On March 14, 2010, the Board of Directors passed a motion authorizing the contracting of Ensight Canada for a one year period. Ensight Canada will develop a Government Relations Plan, which will direct the approach, strategy and activities which the CACP should take on a go-forward basis in order to achieve our association objectives.

Canadian Criminal Justice System Conference:
"The Times They Are A-Changin"

April 18-20, 2010 - Toronto, ON


CACP is hosting a National Conference on the Canadian Criminal Justice System "The Times They Are A-Changin" on April 18-20, 2010 in Toronto, ON at the Fairmont Royal York.

This event will bring together members from the CACP, Criminal Justice Officials (Judiciary, Crown Counsel, Criminal Defense, Government Representatives, Corrections Services, Parole), and academic members to engage in an interactive and facilitated discussion on positive and progressive change in the Criminal Justice System. The conference is also targeting on engaging key participants within the Criminal Justice System in meaningful dialogue in the furtherance of comprehensive coordinated and timely criminal justice reform. CACP's goal is to facilitate a discussion that will contribute to the development of a policy framework on changes to the criminal justice system.
