An Eggnog Poem

If you see a fat man, who's jolly and cute, wearing a beard and a red flannel suit;
And if he is chuckling and laughing away, while flying around in a miniature sleigh;
With eight tiny reindeer to pull him along;
Then-let's face it-Your eggnog's too strong!!


Indulgent Eggnog Recipe


6 eggs
2 + ½ cups heavy whipping cream
2 cups whole milk
1 cup caster sugar
½ cup brandy
½ cup dark rum
½ teaspoon vanilla extract
½ teaspoon nutmeg, ground or grated (fresh is best)
Begin with pre-chilled ingredients for the greatest end result.
In a medium bowl, beat the eggs together hard until they're very frothy.
Add sugar and continue beating.
Sprinkle in nutmeg and vanilla.
Continue beating.
A little at a time, add in the whipping cream, continuing to beat.
Again, only a little at a time, beat in the milk.
Finally, beat in the rum and brandy.
Give your arms a break from all that beating by putting the eggnog in the fridge to chill for 1 - 2 hours.
Serve cold.

2012 Annual Conference - Eastern Canada

In August 2009, the Eastern Provincial Directors were asked to canvas police services in the East to inquire if any police services were interested in hosting the 2012 Annual Conference. One expression of interest was received from Chief Myles Burke, Cape Breton Regional Police Service, Sydney, NS. The Board requested the Executive Director to apply the CACP Conference Guidelines to Sydney, NS and to report back to the Board in March 2010.
 
National Strategy on Urban Street Gangs
On November 21, 2009, the Board of Directors approved Commissioner Julian Fantino's recommendation that the CACP Board establish a Special Purpose Body to further the work in developing a National Strategy on Urban Street Gangs and that the governing body of CISC be advised of the priority attached to the issue of Urban Street Gangs by the CACP.

D/Commr. Vince Hawkes and A/Commr. Mike McDonnell are to co-chair the committee.
 
CACP President's Strategic Planning Council
At the request of the President, staff has been requested to organize the fourth President's Strategic Planning Council for January 17 - 18, 2010, in Montreal, QC. The Board of Directors, Committee Chairs, Presidents from Provincial Chiefs of Police Associations, major city Chiefs, and special guests are to be invited to participate. Priorities to be considered:
  • Members services benefits
  • Government relations and strategic communications
  • Governance and constitutional renewal
  • Committee structure
  • Committee priorities
  • Provincial Chiefs of Police priorities
Conducted Energy Weapons Research
On November 21, 2009, the Board of Directors approved the establishment of a Special Purpose Committee to address the issue of CEWs. Chief Tom Kaye was requested to chair the committee and to report back to the Board in March, 2010.
 
Joint Meeting of the Canadian Association of Police Boards, Canadian Police Association, and the Canadian Association of Chiefs of Police
On November 21, 2009, the Executive Director advised that Board that the 9th Annual Joint meeting of the three police associations was scheduled for Ottawa, ON, on March 12, 2010. Two topics of interest to the Associations are to be identified and discussed at the meeting. The intent of the meeting is to explore common issues with the hope of developing a position that all the Associations can agree upon.
 
National Firearms Strategy
On November 21, 2009, the Board of Directors approved the establishment of a Special Purpose Committee to develop a CACP National Firearms Strategy.  C/Supt. Marty Cheliak, Director General of the Canadian Firearms Program, was requested to co-chair the Committee. The first meeting of the Committee is scheduled for January 7, 2010.
 
The Working Coalition on Sustainable Policing in Canada
On November 21, 2009, Mr. Norm Taylor and Chief Armand La Barge briefed the Board of Directors on their meeting with the CPA, FCM, & CAPB held on October 19, 2009. The next meeting of the Coalition is scheduled for February 8, 2010. Minutes of the past meetings are available upon request.
 
Sponsorship Report
As required by the CACP Corporate Sponsorship Guidelines, the Executive Director tabled with the Board a report outlining corporate sponsorships received since December 1, 2008. A total of $722,041 was received by the CACP from corporate and government sponsors for seven conferences/symposiums/forums.
 
Meeting with the Justice Minister
On Tuesday, December 8, 2009, Chief Blair, Mr. Vince Westwick and Peter Cuthbert met with Minister Nicholson. The issues of Lawful Access (Bill C46 & C47), the Firearms Registry (Bill C-391), and Criminal Justice Reform were discussed in detail. Chief Blair extended to the Minister an invitation to attend the Canadian Criminal Justice System "The Times They Are A-Changin" on April 18 - 20, 2010 and to the CACP Annual Conference in Edmonton, August, 2010.
 
Meeting with the Minister of Transport,
Infrastructures, & Communities

On Tuesday, December 8, 2009, Chief Blair, accompanied by Mr. Vince Westwick, Co-Chair of the Law Amendments Committee, and Peter Cuthbert, accepted an invitation extended by Minister John Baird to meet to discuss CACP Resolutions and other issues. The CACP delegation discussed in detail Bill C46-47 Lawful Access, Firearms Registry, Bill C-391, and Radio Infrastructure. The Minister was requested to meet with the Co-Chairs of the Traffic Committee to address Resolution 02-2009, Modernizing the Driving Provisions of the Criminal Code.

CACP Events on the Move......

Halifax Wrap Up!!!
On November 15-18, 2009, the Third Canadian National Voice Interoperability Workshop in Halifax welcomed over 220 delegates - most were responders from across Canada, but there was also some representatives for the US and Australia. The National Workshop was presented under the auspices of the Canadian Interoperability Technology Interest Group (CITIG) - an organization that brings together the CACP, the Canadian Police Research Centre (CPRC), the Canadian Association of Fire Chiefs (CAFC), the Emergency Medical Services Chiefs of Canada (EMSCC) and other key partners to help advance public safety interoperability. Adjunct to the workshop were two related meetings: one for work on the Canadian Interoperability Communications Plan (CCIP) and another focussed on National Data Quality Standards, an initiative lead by members of the Interoperability Sub-Committee of the CACP Informatics Committee. Significant progress was made on many fronts (see the CACP Web site under previous conferences for detailed presentations) including:
  • version 3.0 of the CCIP, and a long list of activities and accomplishments;
  • draft action plans for building provincial communications interoperability plans by province/territory;
  • a way forward to advance National Data Quality Standards;
  • a strong, shared dedication to move the issue of communications interoperability at the forefront and energize the leadership to make this initiative a priority. 
The date has been set for the fourth national workshop (which will be renamed the Canadian National Public Safety Interoperability Workshop) - we hope you can join us from December 5 to 8, 2010 in Victoria, British Columbia.

Canadian Criminal Justice System -
"The Times They Are A-Changin"
April 18 - 20, 2010, Toronto ON

At the request of the President, the CACP Law Amendments Committee and staff are to organize a national conference of Criminal Justice Reform. The object of the conference is:
  • To engage members of the CACP in an interactive and facilitated discussion on positive and progressive change in the Criminal Justice System.
  • To engage key participants within the Criminal Justice System in meaningful dialogue in the furtherance of comprehensive coordinated and timely criminal justice reform.
  • To facilitate a discussion that will contribute to the development of a policy framework on changes to the Criminal Justice System.
The target audience includes CACP executives, academics, and Criminal Justice officials. Please save the date; further details to follow.
