At the Forty-Fifth Annual Conference held in Saskatoon, Saskatchewan from September 19-22, 1950, President Jennings, Chief Constable, Edmonton, Alberta, welcomed new member Chief L. Strange of St. John's, Newfoundland as the first member from our tenth province.  Chief Constable Strange was also elected Provincial Representative for Newfoundland.

International Law Enforcement Forum
October 11 - 15, 2009, Bramshill, England, UK

At the August 8, 2009 Board of Director's meeting, the Board requested Chief Tom Kaye to travel to England, UK, to attend the International Law Enforcement Forum on non-lethal force options. Chief Kaye attended the Forum and Executive Committee meetings with Supt. John Tod, Officer in Charge, OPP Training Academy.  Chief Kaye will be presenting his report to the Board at the November 21, 2009 Board of Directors meeting.
 
CACP Board of Director's Meeting
November 19 - 21, 2009, Calgary, AB
 On November 19, 2009 the Business Action Committee of the CACP is scheduled to meet in Calgary. This Committee is chaired by the Secretary Treasurer, Director General Debra Frazer.  The membership of the Committee is made up of the President, Past Presidents, and Past Secretary Treasurers. At this meeting, the Committee is intending to develop a new three year vision.
 
The CACP Executive is scheduled to meet on Friday, November 20, 2009, and an orientation session for new Board members is scheduled for the same date, commencing at 3:00 PM.
 
The Board of Directors will meet on Saturday, November 21, 2009 at the Hyatt Regency, Calgary and the highlights of their agenda are:

CACP President's Strategic Council
January 17 - 18, 2010, Montreal, QC
Chief Blair has requested the National Office to prepare for the 4th Bi-Annual President's Council on Strategic Direction. The purpose of the Council is to:
1.  Inform participants of the state of the Association
2.  Discuss current status of CACP priorities and activities
3.  Have Committee Chairs identify their top priorities and discuss activities and barriers to success
4.  Identify the priorities and goals of the President
5.  Create an inventory of strategic priorities
6.  Seek input in the development of a workplan to address priorities
 
The CACP Board of Directors, Committee Chairs, Project Leaders and special guests will be invited to attend and participate.
 
CACP Criminal Justice Efficiency and Effectiveness Symposium
April 8 - 9, 2010, Toronto, ON
In consultation with the Co-Chairs of the Law Amendments Committee, Chief Blair has requested the CACP National Office to plan a National Symposium on Criminal Justice Efficiency and Effectiveness.
 
The objectives of the Symposium are:
·          To engage members of the CACP in an interactive and facilitated
 discussion on positive and progressive change in the Criminal
 Justice System.
·          To engage key participants within the Criminal Justice System in
 meaningful dialogue in the furtherance of a comprehensive,
 coordinated and timely criminal justice reform.
·          To develop a CACP Policy Framework with clear objectives of what
 the membership wants LAC/CACP to achieve.
 
The Targeted Audiences of the Symposium are:
·          Members of the CACP.
·          Criminal Justice Officials (Judiciary, Crown Council, Criminal
 Defence, Government Representatives, Corrections Services, 
 Parole).
·          Academics.
 
The LAC has formed a committee to develop the program and details will follow. Mark your calendars.

CACP Research Foundation - Renewal
At the August 8, 2009 meeting of the Board of Trustees, Trevor McCagherty presented a brief overview of the Organizational Review document he prepared including a review of the various funds. Mr. McCagherty advised that if nothing was done with the Research Foundation, the cash available in the general fund will be depleted. Trevor recommended that the Research Foundation be renewed in a phased-in approach. The Foundation would require the dedication of selected trustees, a review of the Constitution, a restructuring of the Board of Trustees, an infusion of cash from the CACP, fundraising activities and the active support of a qualified management arrangement.

It was moved by the Board of Trustees that the recommendation be adopted and actioned.

 
Committee Updates
                                                                                                              
Lawful Access Strategy
In October 2009, there were several meetings between Chief Blair and the Law Amendment Committee on the subject of Lawful Access.  Bills C-46 & C-47 have passed second readings and the CACP are preparing for Public Safety Committee presentation. The LAC are preparing a communications tool kit for the Board and Membership and that documentation will be ready and posted by late November 2009. Chief Blair is personally meeting with and calling party leaders, supporters and opponents to the legislation, seeking their support.
 

Standing Senate Committee Appearances
On October 21, 2009 Deputy Chief Sue O'Sullivan, Inspector Jill Skinner, Ottawa Police Service, C/Superintendent Pierre Perron, RCMP, Superintendent Bill Malone, RCMP appeared before the Senate Committee on Bill C-15, an Act to Amend the Controlled Drug and Substance Act and to make related and consequential amendments to other Act.
 
Chief Barry MacKnight, Chair of the CACP Drug Abuse Committee was also invited to attend.  The Drug Abuse Committee had submitted a written brief to the Standing Committee on Justice and Human Rights on Bill C-15 in May, 2009.  Chief MacKnight, therefore, re-submitted the brief to the Standing Committee on Legal and Constitutional Affairs.

Gun Registry & Bill C-391
During the last week of October and the first week of November 2009, Bill C-391 - Long Gun Registry, occupied a great deal of the President's time. The Co-Chairs of the LAC, Firearms Centre Personnel and Wendy Cukier, Coalition for Gun Control, were all working frantically to provide the President with information to respond to printed articles, requests for interviews from CTV, CBC and Global, and on the development of a press release for November 4, 2009. The CACP Position and Chief Blair's press release entitled "Proposal to Scrap Canada's Gun Control System is a Serious Threat to Public Safety" can be found on the CACP website, in the CACP News section.
 
The private member's Bill C-391 passed second reading (164-137) and is now to be tabled with the Standing Committee on Public Safety and National Security. Chief Blair and the LAC representatives are preparing for presentations before the Committee.

CACP Events on the Move......

Welcome to Halifax!!!
This week on November 15-18, 2009, participants consisting of first-responder agencies, public safety providers, Military & Coast Guard, Government Agencies & Utilities, Non-Governmental Organizations in the emergency response and humanitarian aid sphere, Academic and Research Institutions, and Industry joined together in Halifax to take part in the Third Canadian Voice Interoperability Workshop - A CITIG National Forum. With more than 200 participants and 23 Exhibitors this workshop is proving to be a great success in the goal to support and promote the transfer of best practices and experience, and the development of a more unified approach to public safety interoperability across the country and between nations. Delegates came away with real-world insights, practical knowledge, and a common sense approach to moving forward. They were also be provided with numerous tools they can take home and begin working with immediately.
 
Winnipeg Wrap Up
Youth Mental Health and Justice: Strengthening Integration and Coordination; This national consultation, hosted by the CACP on behalf of the Coalition on Community Safety, Health and Well-being, was held at the Fairmont Winnipeg, 25-27 October 2009.  The conference, the third event in the Coalition's series on the youth justice system, followed two national invitational symposia on youth justice renewal and youth illicit substance abuse. Coalition partners (the Canadian Teachers' Federation, the Canadian Nurses Association, the Child Welfare League of Canada and YOUCAN) and the Mental Health Commission of Canada assisted in conference planning and facilitation.  Financial support came from Justice Canada, Health Canada, the Correctional Service of Canada and the City of Winnipeg.
 
Over 140 delegates and speakers from a broad range of sectors involved with youth and the justice system participated; unfortunately, due to resource pressures, fewer police than expected were able to attend.  Conference speakers described the challenges faced in responding to youth with mental health problems and suggested how systems such as justice, health and education might collaborate to make that response more effective.  Breakouts provided examples of promising approaches to youth mental health at the community level.  Delegates worked in small groups to develop recommendations for systemic improvements in the response to youth with mental health issues who are or may become involved in the criminal justice system.
 
Close to 90% of the evaluations received indicated that delegates were very pleased with the content and organization of the conference.  Youth delegates, who tended to be more critical in their evaluations, noted that it was time for action, not speeches, although they valued the opportunity to attend as full delegates and make their views known.  Work has commenced on the conference report, including the evaluation compilation, both of which should be available in English and French by early December.
 
Order of Merit Update

The 2009-2010 Order of Merit of the Police Forces nomination process opened May 15, 2009 and was closed September 15, 2009.  A total of eighty-eight nominations were received at the CACP National Office with a breakdown as follows:

13 Pacific West Nominations
The nominations are forwarded to the regional committees who will make their recommendations to a National Advisory Committee.  The National Advisory Committee is scheduled to meet January 6, 2010.

CACP 105th Annual Conference
August 22-25. 2010

The CACP National Office and the hosts of the 2010 Annual Conference, the Edmonton Police Service and RCMP K Division wish to encourage all members who will be attending the Annual Conference to register and book their accommodations. Please register by going to the CACP website, and linking to Upcoming Events. Accommodations can be obtained at the Westin Edmonton Hotel or the Fairmont Hotel MacDonald. The Westin Edmonton Hotel will be the site of the Opening Ceremony, Gala, all breakfasts, and Wednesday lunch.
 
The Exhibit Show and Monday & Tuesday Professional Development Program will be held at the Shaw Conference Centre, two blocks from the Westin & Fairmont Hotels. The Conference website will be activated in January, 2010.
