I am very pleased to be able to announce that Governor Patrick has recently signed into law a budget item establishing the Edward J. Collins Center on Public Management.  This center is named after Ed Collins, a remarkable public servant who served as the Town Manager of Saugus, the Head of the Division of Local Services at the Department of Revenue, and Chief Financial Officer for the City of Boston. Through it, we will deliver a variety of services to improve fiscal and operations management of cities and towns, as well as state agencies.  And I can now formally announce that I have selected Dr. Shelley Metzenbaum to serve as the Founding Director of the Collins Center.  Shelley's background is a perfect combination of government experience and academics. She has extensive experience working at the federal, state, and local levels of government and is a nationally recognized expert in public sector performance management. She joins us from the University of Maryland School of Public Policy, where she was a Visiting Professor and Director of the Environmental Compliance Consortium.  Before that, Shelley served as Associate Administrator at the U.S. EPA for Regional Operations and State/Local Relations, Undersecretary of the Massachusetts Executive Office of Environmental Affairs, Director of Capital Budgeting for Massachusetts, and Director of the City of Boston's Washington office. Her research on performance (evidence-based) management methods has helped governments around the world improve the effectiveness and cost-effectiveness of their programs.  We are excited to have Shelley bring her expertise and energy to lead the Collins Center and help Massachusetts communities.
 
The Collins Center is a major step in cementing our position as leaders in both the education and practice of public administration.

Excerpt: This spring, during a break from his conflict-resolution work in Iraq, Padraig O'Malley sat down for a chat with UMass Boston colleague Joan Becker. Becker runs the school's Urban Scholars Program, a year-round academic enrichment opportunity for Boston middle- and high-schoolers. Any thoughts on summer programs for her charges, she asked? O'Malley mentioned his plans to help Relatives for Justice, a Belfast human rights group, display the "Remembering Quilt" at the Boston Public Library's Copley branch through Thursday.
 
Investment News (July 28, 2008)
UMass Boston associate professor of public policy Christian Weller is quoted in a story about the bill that was introduced to address concerns of excessive borrowing from 401(k) plans. The bill would ban debit cards allowing investors to borrow from their retirement accounts and would limit the number of outstanding loans to three. "You do want to make sure that it is a retirement savings vehicle, and not a revolving-payday loan product," said Weller.

UMass Boston professor of public policy Alan Clayton-Matthews is quoted in a story about the current state of the Massachusetts economy. "In the second half of the year, we're going to see no job growth, and possibly declines," said Clayton-Matthews, a forecaster for the New England Economic Partnership, a nonprofit forecasting group. "We're doing better than the nation, but it's not great."

Padraig O'Malley A matter of loyalty in Iraq Excerpt: The Helsinki talks on Iraq concluded July 5 in Baghdad with the public disclosure of the agreement - 17 principles defining the framework for conducting future negotiations among parties and 15 mechanisms to monitor compliance with the principles. There are 37 signatories to the agreement; among them some of the most powerful political figures in Iraq representing every shade of political opinion.

Christina Knowles, Class of 2007 Graduate Certificate Program for Women in Politics & Public Policy, had an Op-Ed published in the July 9th edition of The Patriot Ledger.

Program for Women in Politics Presented at the National Conference for Research on Women 
 
Donna Stewartson PictureProgram for Women in Politics Associate Director and three PWPPP students presented at the National Conference for Research on Women - June 5-7, 2008 in NYC.
 
Donna Stewartson, Associate Director of the Program for Women and Politics, was awarded an $8,000 grant from the National Council for Research on Women.  At the National Council for the Research on Women, Ms. Stewartson presented on the project which promotes leadership roles for both junior and senior level women in the Ford Foundation designated groups.  Ms. Stewartson has designed a Research Fellowship Program at the Center for Women in Politics, which focuses on women of color and will help to Diversify the leadership of women research centers.

Stephanie Drahan presented her qualitative case study entitled Making EC Easy: Increasing Access to Emergency Contraception in Massachusetts at the National Council for the Research on Women conference held at NYU on June 5-7.  Stephanie completed this case study as part of her coursework for the Program on Women in Politics and Public Policy.

To address the growing disillusionment young women have toward issues of gender equity Program for Women in Politics 2008 graduates and MassNOW interns, Gosia Tomaszewska and Heather Panahi have developed ENGAGE (Empowering our Nation's Girls to Advocate for Gender Equity).  This program, which operates as a school club, will be piloted next year in several Boston area high schools with the goal of placing advocacy and activism back into the hands of our greatest resource--young women aged 14 to 18.  The club, which will be student-operated, seeks to teach young women the three E's of advocacy: Educating others about issues of concern, Engaging the student body and community in dialogues/discussions around these particular issues, and Empowering students to develop strategies for taking action.  They presented at the National Council for Research on Women (NCRW) conference, as part of a panel discussion titled Civic Engagement and Advocacy: Effective Strategies for Change and Movement Building. 
 

The Center for Women in Politics & Public Policy is cosponsoring two events at the Annual Meeting of the American Political Science Association (APSA)
 
Save the Date 6-11-08Which is being held in Boston this year. On Wednesday, August 27th, Carol Hardy-Fanta will be presenting as part of a Short Course on the Intersectionality of Gender, Race/Ethnicity and Politics. Her book, Intersectionality and Politics: Recent Research on Gender, Race and Political Participation in the United States, will be featured at a reception, cosponsored by Routledge Press, being held as part of this event. On Saturday, August 30th, the Center will be cosponsoring the reception of the Organized Section on Race, Ethnicity and Politics. To be honored on Saturday is Dianne M. Pinderhughes, the first African American woman to serve as President of the APSA and co-Principal Investigator with Carol Hardy-Fanta on the Gender and Multicultural Leadership Survey. All students and faculty are invited to attend the APSA Annual Meeting and connect with over 7,000  attendees, including students, scholars, publishers, and more. Registering for the conference will enable you to attend the Saturday reception -- one of the most diverse gatherings in academia (good food and drinks, too!).  Click here to find out more.
