For Projects ≥ 250,000 kWh, Customers May Receive Upfront Technical Review and Calculation Support
This optional service, referred to as "Tier II processing," provides technical support for Customized Solutions projects prior to application submittal.* It provides clarity to 1) the project scope of work, 2) documentation required, and 3) level setting of the appropriate calculation tools and methodology. Ultimately, this helps to facilitate quality applications.
If your customer has a project ≥ 250,000 kWh, tell them about Tier II processing, and have them discuss the benefits with their SCE Account Representative.
Note: This service is separate from the Authorized Participant Technical Support Services launched this March (see our March 7 Special Edition) and directly provided to customers.
*Effective February 17, 2012, the Customized Solutions mandatory process requiring projects ≥ 250,000 kWh be submitted for Tier II processing is now optional and at the SCE Account Representative's discretion.
What to Expect the Next Time Your Application Is On Hold
If your Customized Solutions application is missing information, you can expect a new on hold process.
Effective as of February 6, 2012, the Customized Solutions process for following up with customers and their SCE Account Representatives will follow a new 10 business day process. Three attempts (email and/or phone call) will be made to obtain the missing information. If this information is not received, the application will be declined on the 11th business day.
Authorized Agents/Participants may also be contacted to provide missing information if your information is listed as the site contact on the application.
So if applicable, be ready to help your customer submit any missing information in the required 10 business days.
Projects Now Subject to Energy Division Review
On July 22, 2011, the California Public Utilities Commission (CPUC) issued a compliance requirement impacting the Customized Solutions application review process. As mandated, the Energy Division (ED) and SCE (as well as all California Investor Owned Utilities) have implemented this new process.*
Now effective as of February 22, 2012, Customized projects reaching the Project Application (PA) or Installation Report (IR) phase may be selected for review by the ED. If selected, the ED will provide an analysis of energy savings. This may result in adjustments in the project energy savings as well as incentive amount.
Additionally, the ED's review may result in a processing delay of approximately 20 business days before reaching a PA approval decision. Delays may be longer if the ED has additional requests for project data during their review.
If your customer's project is selected by the ED for review, please expect the possible impacts mentioned above.
