Since the birth of the idea of "outsourcing," we have been inundated by elected officials, unions, displaced employees and families decrying the pain created by the migration of business overseas. We have seen the heartache and economic turmoil that the loss of businesses causes a community. Recovery Losing Steam?
The latest employment figures show fewer U.S. metropolitan areas are adding jobs. Since February of this year the number of metros adding jobs has declined steadily each month, from a high of 286 to just 201 as of May.

Spotlight on Garner Economics' Advisory Board Member, Rhonda Rice
Jay A. Garner, President and founder of Garner Economics, created a board of advisors for the firm in 2003 that provides a real-time overview of what is needed in the business sectors we serve by the end user. This allows us to keep our menu of services state-of-the-art and current.
Rhonda Rice has been a Garner Economics Advisory Board member since our founding in 2003. Rhonda is the Executive Vice President of the Knoxville Chamber. She has been with

the Chamber since June of 1993 and has held a number of positions, including Vice President of Economic Development. She assumed the role of Executive Vice President in April of 2003 and soon after added Chief Operating Officer responsibilities for overseeing the day-to-day operations of the organization, including both Membership and Economic Development activities of the Chamber. In 2008, the Chamber, in collaboration with six other regional economic development organizations, launched Innovation Valley. As Executive Administrator, a large part of her time is spent on the regional economic development program for the Knoxville-Oak Ridge area. Innovation Valley is a five year blueprint for the region that focuses on technology & entrepreneurship and education as keys to their economic development success in global marketing.
Rhonda is active in several national associations, including Industrial Asset Management Council, CoreNet Global, International Economic Development Council and the Southern Economic Development Council. She has served as Chair of the Tennessee Economic Partnership and is a past President of the Tennessee Economic Development Council.
Rhonda is currently serving as chairman of the University of Tennessee Chancellors Associates. She also serves on several local Board of Directors including the Historic Tennessee Theatre Foundation, Knoxville Area Urban League and Tech 2020. She is a member of the Executive Women's Association and a 2003 graduate of Leadership Knoxville.

Moon, Chase and Philpot Join the Garner Economics Advisory Board
Jay Garner is pleased to announce that Mary Ann Moon, Tim Chase and Mike Philpot have joined the Advisory Board of Garner Economics.
Mary Ann Moon, CEcD, has just recently joined Entergy Louisiana as a regional community developer for business and economic expansion. Prior to that, she served as the President and CEO of the West Monroe, LA Chamber of Commerce. She is a graduate of the University of Louisiana at Monroe and the University of Oklahoma Economic Development Institute and is a Certified Economic Developer. Prior to her position with the Chamber, Mary Ann was the Owner/President of Dixie Bonded Warehouse of Ouachita, Inc. - the largest bonded, commercial warehouse for raw materials in the tri-state area. She was also the owner/operator of Dixie Transportation and a member of the American Trucking Association, the Louisiana Motor Transport Association, the American Warehousing Association and served as a member of the Louisiana Department of Transportation Inter-modal Planning Committee. She possesses a wide range of expertise in the warehousing, distribution and logistics arena.
Tim Chase, CEcD, was named President and CEO of the Wichita Falls Chamber of Commerce and Industry in 2001 after having served as its Vice President of Economic Development since 1998. The Chamber provides economic development services for the City and region.
Tim relocated from Dixon, Illinois where he had served as the Executive Director of the Dixon Industrial Development Association (DIDA) for ten years. Tim is currently the immediate past Dean for the University of Oklahoma's Economic Development Institute and has been on staff for 20 years as an instructor. Mr. Chase is a nationally recognized speaker, trainer, and facilitator on the topics of economic development, community development, strategic planning, infrastructure, sales, and marketing.
He immediate past Chair of Team Texas, a statewide privately funded marketing organization and is on the Board of Directors for the North Texas Regional Center for Innovation and Commercialization (RCIC). Mr. Chase has been a member of the International Economic Development Council (IEDC) since 1988 and sits on their Board. In April of 1993, he received the first "Outstanding New Economic Developer" award given by the American Economic Development Council (AEDC). He acquired his Certified Economic Developer (CEcD) designation in 1994 and in May of 2001 Mr. Chase was named a Fellow Member (FM) of the IEDC for his work in the field of training and education related to economic development.
Michael M. Philpot, CEcD, is the Executive Director for the West Tennessee Industrial Association (WTIA), and coordinates all association functions. By working with local electric power distributors, chambers of commerce, industrial development boards, the State of Tennessee's Economic and Community Development office and TVA, efforts to assist and develop local industry and finding new investments for the region is the mission of WTIA. WTIA serves the twenty-one county region of West Tennessee assisting them in community preparedness, existing industry support as well as new industrial and commercial development.
Formally, Michael (Mike) was the Director of New Business Development at the Shreveport Chamber of Commerce in Louisiana. He has been employed in the field of economic development for over twenty-two years. He attended Georgia Tech and the Economic Development Institute at the University of Oklahoma. He served as president of the Louisiana Industrial Development Executives Association in 1995.
A native of Tennessee, Mike grew up in Memphis and Nashville. Attended college at the University of Tennessee at Knoxville, and graduated from Harding University in Searcy, Arkansas, earning a Bachelors of Business Administration degree in 1981. Mike earned his Master's degree in Community and Economic Development from the University of Central Arkansas, and has completed course work at the Community Development Institute at UCA.
