A Call to Action    
on the MRT 1115 Medicaid Waiver Amendment

Jason Helgerson, NYS Medicaid Director has written to advise of Governor Andrew M. Cuomo's announcement that New York has formally submitted to the Federal Government CMS the Medicaid Redesign Team's 1115 Medicaid waiver amendment:  

 

"I want to thank everyone who provided ideas and comments regarding this groundbreaking waiver amendment.  We have relied heavily on the stakeholder community to design this amendment and we look forward to continuing to engage all of you as we move toward federal approval. The press release, letter to CMS, and waiver amendment document can all be found at:

As I have said in the past, federal approval is far from guaranteed.  We will need to show the federal government that New York is united in support of this waiver amendment.  We ask that any organization, individual, or both that is willing to write a letter of support please email that letter to mrtwaiver@health.state.ny.us by Friday, August 24, 2012. 

We will then package the letters together and submit them to CMS. If you have any questions regarding the waiver or this request, please feel free to contact us."   

 

If approved, this waiver will allow the state to invest up to $10 billion in savings generated by the Medicaid Redesign Team (MRT) reforms to implement an action plan to transform the state's health care system in important ways.  ENGAGE Communications urges readers to work individually and organizationally to help register a united show of support, and joins Mr. Helgerson in gratitude for your action!

Important Waiver News for New York's Special Education Schools and Early Intervention Agencies

Section 6503-b of the Education Law authorizes the State Education Department (SED) to issue waivers to special education schools and early intervention agencies to enable them to employ licensed professionals or contract with licensees or professional business entities to provide certain professional services to children in need of their services. The new law allows schools approved by SED and agencies approved by the Department of Health that are currently providing professional services to continue to do so until July 1, 2013.

 

In order to continue to provide services after that date, schools or agencies must submit a waiver application to SED within 120 days of the posting of the applications on the Office of the Professions website.

When was the Last Time You Thought About Children with Incarcerated Parents?

The New York Initiative for Children of Incarcerated Parents is conducting an awareness campaign to educate health and mental health professionals about the impact of parental incarceration on children's health.

 

Please review the attached fact sheet and share widely among your colleagues. If you are working with a family impacted by incarceration that is in need of support, please direct them to the Osborne Association's Family Support Hotline at 1-800-344-3314. You may contact Allison Hollihan, NY Initiative for Children of Incarcerated Parents Project Associate at the Osborne Association if you are interested in a training on this topic for your organization.

  • Are you the brother or sister (sibling) of an individual with a developmental disability?
  • Does your sibling live in New York State (including New York City)?

If you answered "yes" to these questions, please complete the New York State Siblings Needs Survey. The findings from this survey will help plan the next steps to support adult siblings of persons with developmental disabilities. A list of sibling web resources will be provided at the end of the survey. The survey will take about 10-15 minutes.

NYS OMH Funding Announcement 
Youth Empowerment!

The New York State Office of Mental Health (OMH) announces the availability of funds for the development of a Statewide Network for Youth Engagement and Involvement. The focus of these efforts would be to support and empower young people with social and emotional challenges.

 

The primary goal of the funding is to support a statewide effort to empower young people towards personal recovery in their treatment, to know their rights and use their voice to influence policy and practice.  The awardee would promote and provide peer-to-peer mentoring for young people with disabilities and/or cross system experiences in the children's service system. Eligible bidders are not-for-profit organizations in which youth/peer oriented services are managed and provided by peers.  For more information about eligibility, please refer to the full Request for Proposal in its entirety on the OMH website at: http://www.omh.ny.gov/omhweb/rfp/2012/youth_voice/

 

It is anticipated that OMH will make one award with a total of up to $500,000.

$ Opportunity $ for Transitional Housing and Homeless Shelter Projects
        

TD Charitable Foundation has announced the availability of $2.5 million is grants to support its seventh annual Housing for Everyone grant competition. The program is designed to bolster affordable housing efforts in communities served by TD Bank. The current program is open to nonprofit organizations in Maine and Florida. Applications for funding must address homeless shelters, facilities that provide temporary housing, and/or facilities that provide a variety of other services, including but not limited to soup kitchens, substance abuse counselors, job training, etc. Twenty-five organizations will be awarded a $100,000 grant.
