Tools & Resources for Leaders
Gracious Father, we pray for your holy Catholic Church. Fill it with all truth, in all truth with all peace. Where it is corrupt, purify it; where it is in error, direct it; where in any thing it is amiss, reform it. Where it is right, strengthen it; where it is in want, provide for it; where it is divided, reunite it; for the sake of Jesus Christ your Son our Savior. Amen.

Message to all Wardens, Treasurers, Rectors, Vicars, Priests-in-charge and Supply Clergy

By Rob Beard, Chancellor of the Diocese

Rob Beard

The Diocesan Canons, the Diocesan Policy Manual and the Internal Revenue Service set forth certain requirements concerning congregational management of which all leaders, clerical and lay, should remain aware.

Diocesan Canon 23, Duties of Vestries, Section 6 contains two restrictions. First, it requires Vestries to obtain prior written consent from Bishop White before alienating any real property of the Parish. Second, it requires Vestries to obtain prior written approval of Bishop White and either the Chancellor or Vice Chancellor before the Vestry amends the parish corporation's Articles of Incorporation or presents any amendment to the Articles to the Kentucky Secretary of State. St. Mark's Church has recently complied with this Canon.

Section V.D.1 of the Diocese's Policy Manual provides that each Parish needs to establish bylaws for internal governance and that Vestries must submit any proposed amendments to their bylaws for discussion with the Canon to the Ordinary, Amy Real Coultas, and review by either the Chancellor or Vice Chancellor before adoption. Upon approval, copies of the revised bylaws must be filed with Amy. St. Mark's Church and St. Matthew's Church recently either have or are in the process of complying with this requirement. Section V.D.2 of the Manual contains a similar requirement for Mission Congregations.

In 2013 the federal Internal Revenue Service issued a new regulation which requires every entity which has either an Employer Identification Number (EIN) or a Taxpayer Identification Number (TIN) to update the name of its "responsible party" when there is a change in the person previously on record with the IRS, by filing a completed Form 8822-B with the IRS. For parishes and mission congregations which have EINs, the "responsible party" would normally be the Treasurer or Rector, Priest-in-Charge, etc. As background, the Diocese requires each Parish and each Mission which has one or more employees, and their subject local supporting organizations if any, to obtain an EIN in its own name even though each Parish and Mission is automatically exempt from the requirement to obtain independent Section 501(c)(3) classification with the IRS because of the Group Charitable Exemption which the Episcopal Church obtained many years ago for all its dioceses, parishes, missions, etc. which are in communion with the Church. Each application for an EIN, IRS Form SS-4, contains the name of the "responsible party" when it is filed with the IRS. Depending upon local practice in the congregations, the originally named person would likely have been the current Rector or the current Treasurer of the congregation. As all such persons know, the IRS may pursue all responsible parties personally in the event required payroll taxes on their employees are not withheld and remitted quarterly to the IRS, and to the state. This is an additional requirement for those who are actually handling employee payrolls.

Task Force for Reimagining the Episcopal Church Churchwide Meeting

TREC Poster

As directed in its enabling resolution C095 approved by the 77th General Convention in 2012, the Task Force to Reimagine the Episcopal Church (TREC) will convene a churchwide meeting on October 2 at 7:30 pm Eastern time (6:30 pm Central). The purpose of the meeting is "to receive responses to the proposed recommendations to be brought forward to the 78th General Convention."

The meeting will be webcast live from Washington National Cathedral. Although the meeting will be open to the entire church, TREC encourages attendance from each diocese: a bishop, a lay deputy, a clerical deputy, and one person under the age of 35. The webcast can be seen from our website www.reimaginetec.org.

There is no fee to attend in person or to watch the live webcast.  However, registration for in-person attendance is requested; register here. Registration is not required but is encouraged for viewing the webcast.

The planned format will be short concise presentations followed by substantive question and comment periods. Questions, concerns and comments will be taken from the live audience in addition to email and twitter.  Questions can be emailed here
reimaginetec@gmail.com or on Twitter here @ReimagineTEC.

TREC plans to draw from the comments, concerns and questions raised during this event to influence and fine-tune proposals currently under consideration during its final meeting immediately following the churchwide gathering on October 3 and 4.

TREC's final report to General Convention is due by November 30 for the 78th General Convention in Salt Lake City, Utah in July 2015.

"TREC is especially grateful for the significant financial underwriting from Trinity Church Wall Street to supplement the budget provided by General Convention as well as the generous provision of space and technical support by Washington National Cathedral and the Diocese of Washington," noted the Very Rev. Craig Loya and Katy George, TREC co-conveners. "Such generosity was critical to making this event possible."

For more info, questions or comments, contact TREC members at reimaginetec@gmail.com

Dimensions of Faith series welcomes Becca Stevens and Marcus Hummon Oct. 17-18

By St. Matthew's, Louisville

Becca Stevens

Please join St. Matthew's Episcopal Church the weekend of Oct. 17-19 when  their Dimensions of Faith program presents Becca Stevens, founder and CEO of Nashville's Thistle Farms, and  husband, Grammy-winning songwriter Marcus Hummon.

The weekend's events begin Friday evening at 7pm with a concert with Marcus Hummon. On Saturday, Oct. 18, Becca Stevens will conduct a hands-on workshop from 10am to noon featuring Thistle Farms and Magdalene Community.   On Sunday, Becca will preach at the 10am service.

As an Episcopal priest at Vanderbilt University in Nashville, Becca Stevens founded Magdalene in 1997, a residential community of women who have survived prostitution, trafficking and addiction. In 2001 Stevens began Magdalene's Thistle Farms business, which produces natural bath and body products handmade by the women. Purchases of Thistle Farms products and projects --  natural body care line, a paper and sewing studio and the Thistle Stop Café -- directly benefit the women of Magdalene.
