Thermoform Recycling Progress Report    

 

NAPCOR has drafted a Progress Report on PET Thermoform Recycling. The report summarizes NAPCOR activities and accomplishments in moving PET thermoform recycling forward. It is intended to be be shared with colleagues within the packaging industry, including other trade associations working on issues related to PET thermoform recycling. Please provide any comments on the report to Resa by May 13. We will begin distributing the report to other organizations in mid-May.
 
    Q1 2015 RPET Market Update released    

 

The Q1 2015 RPET Market Update has now been released. This is intended as a NAPCOR member document so, as always, we ask that you keep it confidential to NAPCOR member companies.

    New report on marine debris

 

A group of marine environment experts convened by the United Nations has released Microplastics in the Ocean, an assessment of the sources, fate and effects of microplastics in the marine environment. The report was produced with financial and technical support from the American Chemistry Council and Plastics Europe.

    ITC ruling on anti-dumping complaint
 
On April 23, the US International Trade Commission decided to continue investigation of the claim by Dak Americas, Nan Ya Plastics Corporation and M&G Group that their business has been injured by government-subsidized PET imports from Canada, China & Oman. This decision triggers further investigation if imports of PET from these countries leading to duty determination. Preliminary countervailing duty determinations will be issued in early June, and preliminary antidumping duty determinations will be announced in mid-August. The ITC's report will be available on May 21.

    Policy update    

 

In California, AB1447, which would require PET food and beverage packaging produced or "filled" in the state to contain 10 percent rPET, passed out of the Assembly Natural Resources Committee on Monday, April 27.  It is expected to be heard in the Assembly Appropriations Committee in May, after which it will be voted on by the full Assembly.  A similar bill (SB732), requiring 10% rPET content in PET beverage containers, is reportedly dead for this session. 

 

In Maine, LD 1204, which would remove beverage containers 32 ounces and greater from the deposit program, was heard in the Committee on Environment and Natural Resources on April 23rd, and addressed in a committee work session on April 27. NAPCOR submitted testimony in opposition to the bill, due to its negative impact on rPET supply. The committee is furthering discussion of the bill at two work sessions during the week of May 11. 

Environmental organization Upstream has developed model legislation to create a "shared responsibility" packaging extended producer responsibility program. The model closely resembles H6095, a bill introduced in Rhode Island this session. The RI bill is expected to be discussed this year, but definitive action is unlikely before 2016.

In Texas, HB 2425, which would create a modernized beverage container deposit system, had a hearing on May 5. According to advocates, the Texas proposal would represent a new approach to deposit programs, by not requiring return-to-retail collection systems, and instead relying on the market to develop a convenient network of redemption centers. The committee took no action on the bill on Tuesday.
