Chicago in July
|
Our July meetings in Chicago are just two months away: Wednesday and Thursday, July 17 and 18 (a day later than originally scheduled).
The venue once again is the Crowne Plaza Chicago O'Hare in Rosemont. You can reserve using the online reservations link, or you can call (877) 337-5793. Either way, reference NAPCOR and reserve by June 25 to get the group rate, which is $141.
We'll include an RSVP form with our next meeting notice, once we've finalized the itinerary. If you book before that, you can let David know that you'll be attending, and whether you'll join us for lunch and/or dinner. Email him, or phone him at (707) 996-4207, x19.
We encourage you to book early, and we hope to see you at the meetings in July.

Full-wrap problem not shrinking
|
The May issue of "Resource Recycling" magazine has some good reporting on the difficulties that full-wrap shrink labels create for PET reclaimers, how they're dealing with them, and what the industry as a whole is doing to improve the situation. The article quotes four NAPCOR members, the executive director and our former technical director. We didn't write it, though. The author is long-time "Plastics News" writer Mike Verespej.

Policy update |
The budget proposed by Governor Pat McCrory of North Carolina includes significant cuts to the state's recycling program. The cuts would probably lead to the elimination, or at least the drastic downsizing, of a recycling grant program that supports businesses as well as community programs. In a letter to key members of the state House of Representatives, NAPCOR pointed out that our industry has a significant presence in North Carolina, and that it has benefited from these programs and would be harmed by the proposed cuts. Members with assets in the state are encouraged to communicate with their representatives as well.
The North Carolina legislature is considering a bill to establish Extended Producer Responsibility for packaging and printed products. Under the title "Market Based Recycling," HB949 has been introduced and referred to the Committee on Commerce and Job Development. Enactment of a packaging EPR law this year is unlikely, though. The expected introduction of a similar bill in Minnesota has been delayed until next year's session. NAPCOR will keep an eye on developments in both states.
Meanwhile, NAPCOR member Nestlé Waters North America has released a video that promotes the EPR concept to a broader, non-technical audience.
California's AB 521 (it would identify key types of marine plastic pollution and require their manufacturers to create or finance a mitigation program) is headed to the Assembly Appropriations Committee. If it clears the committee, it will go to the Assembly floor. Meanwhile, SB 529, which sets standards for recycling and composting of take-out packaging, is awaiting action in the Senate Appropriations Committee before it moves on for a floor vote.
The Texas Bottle Bill campaign recently released three videos to support the effort, one of which, "The Problem of Plastics," features NAPCOR member Jason Ball of Reterra. (Scroll down the page to the fourth video.)

ASTM balloting
|
A D20.96 (Biodegradable plastics) subcommittee ballot was issued last week and votes are due by mid-June. Staff will communicate directly with NAPCOR's ASTM contingent to provide specifics about the ballot. NAPCOR members have been encouraging their fellows to become involved with the D20.96 and D20.95 (Resin ID code) subcommittees to protect PET interests. If you or a colleague belong to ASTM, or plan to join, please advise Kate so she can add you to the NAPCOR/ASTM distribution.
