Happy February!

On February 2nd, Punxsutawney Phil predicted an early Spring.  As I type this a week later in Northern Alabama where a light snow is predicted tonight, I don't think I believe what the little rodent has to say.  I'd leave it to the "professionals" (aka, meteorologists), but I'm afraid they'll disappoint me as much as the groundhog. 

Speaking of snow, let's talk transportation and snow.  Specifically, how about a few tips from lifehacker.com about driving in the snow. 

And for those of you in the Southern part of the District that don't see much snow, this is for you just in case you travel up north to visit us that see too much of it. 
 
And remember, if you're not sure you can drive in winter conditions, stay home!!

Eligible voting members of the Southern District may now go online and vote for 2017 officers.

Note:  In accordance with the District Bylaws, additional District nominations for any office may be made by petition, signed by not less than eight members eligible to vote. Michelle Birdsall:  Far away from her computer on the ITE Australia New Zealand Study Tour
 
We know you like the member profiles and we aim to please.  In addition to the candidate bios, we thought we'd interview one of our favorite International ITE staff member.  Michelle graciously accepted our request for a profile and we would like to thank her for her hard work over the last few years on making the ITE Journal as good as its ever been.

Last month, SDITE Past President Colin Kinton (SC) sent us the following:

"I was quite excited while browsing thru the latest newsletter this afternoon, which by the way is typically awesome, to see the headline:

New Document from FHWA Focuses on Bike Design
  
I was like "cool! An article on designing bikes and FHWA is concerned enough about bicycle design because the current standard does cycling levels!" But then I read the article and realized it was only about bicycle facilities and nothing to do with the actual bike.
  
USDOT has all these serious regulations on automobile design with regards to safety features, mpg, size, where the steering wheel goes, type of glass allowed, etc. but nothing on bicycles. Two wheels, some sort of peddles, brakes and a handle bar and you are good to go. One size fits all! Well, wake up America! One size bike does not fit all! And where are the seat belts?"
 
Thanks for the feedback Colin, especially the 'typically awesome'!  Let's see if we can make it right with some targeted articles!

ITE: New Organizational Structure 
  
Staff at ITE Headquarters, in the first quarterly report of 2016, announced that Department and staffing reviews were completed recently and a new organizational structure has been put into place, effective as of January 1. The revised organizational structure reflects the most effective model based upon staff expertise and resources available. Click here to see the new staffing flow chart.

Other news from the quarterly report included:
  • With the advent of the new organizational structure, staff members have also been given responsibility and authority as well as budget oversight for their respective program areas which should allow for a more accurate budget preparation process for the future.
  • Continuing into 2016, the staff will be looking at all internal operations to determine how more efficient processes might save money for ITE. Additionally, they are looking at external relationships that might also help the organization manage its program areas more effectively. 
  • Staff is creating new membership marketing materials for both members and students that became available for distribution to Districts, Sections and Chapters and Student Chapters in January. 
  • Over the course of the next few months, the ITE.org homepage will begin highlighting what is happening currently in the association. The organization's IT staff will be taking steps to make the architecture of the site more user friendly. The 2016 Annual Meeting and Exhibit website will have a new, modern look. It will be easier for users to navigate and appeal to a wider audience.
  • An update to the ITE.org checkout page will enhance the shopping experience.
  • Two new ITE Communities have been created: ITE Student Leadership; and District, Section and Chapter Leadership. These communities will help facilitate communication between leadership and ITE headquarters.
  • Meeting Mobile App: The 2016 Annual Meeting and Exhibit mobile app will launch along with the meeting registration at the beginning of March allowing users to become more familiar with its capabilities before the meeting.
Southeast Rail Forum
The NC Department of Transportation's Rail Division and the NC Triangle Chapter of the Women's Transportation Seminar will host the 2016 Southeast Rail Forum in Charlotte on March 16-18 to discuss ongoing freight and passenger rail initiatives in the Southeast Region, which includes Washington, D.C.; Virginia; North Carolina; South Carolina; Georgia, and Florida.

The forum will feature discussions on a broad spectrum of issues related to high-performance passenger, intermodal and freight rail, including the need for rail to support a growing region and economy; the positive economic impacts of passenger and freight rail operations and investments; ongoing initiatives throughout the Southeast and associated challenges, and governance issues on how to fund projects across state lines.

State and local officials, Federal Railroad Administration staff, railroads, Chambers of Commerce, MPOs, transit agencies and other industry experts will participate in panel discussions about projects and strategies that can assist in developing a vision and method to deliver better freight and passenger services to the growing population and economy in the Southeast. FHWA Discontinues Use of Clearview Font

The Federal Highway Administration (FHWA) recently published a notice in the Federal Register that Clearview, an experimental font (shown above on the left; Highway Gothic is on the right) - for which it gave conditional use approval starting in 2004 - will not be approved for use on public roads after February 23.

In an article on Transportation.gov, Gregory Nadeau of FHWA provided some reasons for the change - after a decade of research, Clearview has not been shown to improve legibility at nighttime or among older drivers. "Early successes we noted were credited to the new font, but the years since have shown those successes were likely due, at least in part, to the fact that older, worn signs had been replaced with new, cleaner ones using brighter materials," he writes. "After more than a decade of analysis, we learned that retro-reflective sign sheeting materials that direct a vehicle's headlamp beams back to the observer were the primary determining factor in improved nighttime visibility and legibility."

The designers of Clearview, in an interview with online news aggregator Quartz, expressed sadness and frustration that the experiment was ending. "It is fair to say that this has never been approached as a systematic design effort and designers are not part of the equation-as it was when Jock Kinneir and Margaret Calvert redesigned the road signs in 1964 in the UK," said graphic designer Donald Meeker.
