I hope all is well!

Struggling with Time Management? I sure am and I doubt that I'm alone.  We featured this in the KYSITE newsletter and we thought it would be appropriate here as well.

Here are some facts and figures about time management from the website balancetime.com.

  • The average working person spends less than 2 minutes per day in meaningful communication with their spouse or "significant other".
  • The average working person spends less than 30 seconds a day in meaningful communication with their children.
  • The average person uses 13 different methods to control and manage their time.
  • By taking 1 hour per day for independent study, 7 hours per week, 365 hours in a year, one can learn at the rate of a full-time student. In 3-5 years, the average person can become an expert in the topic of their choice, by spending only one hour per day.
  • 9 out of 10 people daydream in meetings.
  • 95% of the things we fear will occur, do not occur.

Don't forget to slow down and I'll try to take my own advice.

New ITE Executive Director / CEO

ITE International President John J. Kennedy

On behalf of the Institute of Transportation Engineer's (ITE) Executive Committee and International Board of Direction, it is with great pleasure that I announce the selection of Jeffrey F. Paniati, P.E. as the Institute's next Executive Director and Chief Executive Officer. Jeff will remain in his current position with the U.S. Department of Transportation (U.S. DOT) Federal Highway Administration (FHWA) as Executive Director, Office of the Administrator, until mid-October, after which time he will join ITE headquarters staff in Washington, DC, USA. Jeff will succeed current ITE Executive Director and CEO Thomas W. Brahms, who will retire at the end of December 2015 after 43 years of service to the Institute.

Jeff's more than 32-year career with FHWA has comprised a series of progressively more responsible roles, including leading safety and traffic operations research programs at the Turner-Fairbank Highway Research Center, where as Safety Design Chief he was a catalyst for the Highway Safety Manual; to Director of the Intelligent Transportation Systems (ITS) Joint Program Office, where he led the establishment of the strategic direction and investment priorities for the U.S. DOT's ITS program; and to Associate Administrator of the FHWA Office of Operations, where he led agency efforts to improve management and operations of the United States' surface transportation system.

SDITE 2015 Annual Meeting Recap

Many thanks to the Deep South Section for hosting this year's Annual Meeting in beautiful Biloxi, Mississippi! We attended great technical sessions, awesome ABD-sponsored social events including a Hawaiian Luau, cheered on our students in the Traffic Bowl, and enjoyed the chance to catch up with friends from around the Southern District.  Here are some photos from the 2015 Annual Meeting.  (PS --Tune up your guitar for the 2016 Annual Meeting in Nashville, TN!)

Transportation + Art

Mississippi chainsaw artist Dayton Scoggins transformed dozens of standing dead trees in the median of Beach Boulevard in Biloxi into marine-themed sculptures. The trees were victims of the saltwater storm surge from Hurricane Katrina. For more, visit Biloxi's webpage.

Congratulations to AUBURN UNIVERSITY, who won the William H. Temple Scholarship Challenge on April 21 at the 2015 SDITE Annual Meeting in Biloxi, Mississippi. Auburn overcame fierce competition from UT-Knoxville and Clemson in the final round, and they will represent the Southern District at the ITE International Meeting in Hollywood, Florida (August 2-5, 2015). Good luck!

A Balanced Network Access and User Fee-Based Approach for Transportation Funding

The Regional Transportation Alliance business group recognizes that the March 2015 passage of North Carolina Senate Bill 20, while essential for stabilizing the current transportation funding situation, was not a long-term solution. In addition, while we applaud the new data-driven Strategic Transportation Investments (STI) prioritization system, we know that STI does not create new revenue, which is insufficient for our growing state.

The reality is that fuel taxes are failing as a funding source over time due to the increasing disparity in fuel efficiency across the fleet of registered vehicles, and going forward we will need a new statewide funding paradigm that is both sustainable and fair.

The RTA has endorsed the development of a balanced "network access and usage fee" transportation funding framework, as described in this draft RTA policy summary report (executive summaryFAQs).

The concept is based on the rationale that drivers of all vehicles enjoy immediate access to an entire functioning transportation network, and that there is a significant cost in providing a network that is ubiquitous and available.

If implemented, the concept would lower fuel taxes and increase a combination of existing fees, renaming them as "access charges" analogous to those used by many mobile phone networks

While the RTA concept offers several possible access and user fee components in a draft package, our position does not specify particular amounts for any fee increase or fuel tax decrease, and every element would not have to be included.

The RTA's primary goal in surfacing this concept is to elevate the conversation and spur ideas and discussion about how we fund transportation in our growing state. Elements of this approach can be found in or are consistent with components of several bills including H927 and H203.

The RTA welcomes comments and feedback from NCSITE members and other transportation partners including the NC Chamber Coalition for a Prosperous Future, NC Go! and other groups.
