All Staff Breakfast & Convocation August 12
We will start the year with an All-Staff Breakfast & Convocation Aug. 12 at Emporia High School. Breakfast will be served by Chris Cakes starting at 7:25 am and keynote speaker Craig Zablocki, will begin at 9 am. Please thank the Hopkins Foundation, our event sponsor.
When you arrive, stop by the Interstate Studios booth and have a photo taken for your new employee ID badge.
Employees on contract August 12 are expected to attend the convocation. ALL employees, even those not yet on contract, are encouraged to attend breakfast and the convocation.

2015-16 Budget Review
Assistant Superintendent Rob Scheib reviewed the preliminary budget and explained how the block grant affects the district. One major difference is the budget no longer relies on enrollment and weighting factors. The new block grant funding is based on last year's budget.
Another change is that all state aid now goes into the general fund before being transferred to the KPERS, special education, supplemental general and capital outlay funds. The result is the appearance of an increase in the general fund. The higher dollar amount in the general fund is simply the change in how state aid flows through the budget. The local school district levy will remain stable at 53.569 mills.
The board approved the publication of the budget and notice of a public hearing at 7 pm August 19.
Board Reports
Flint Hills Technical College: Grant Riles reported the FHTC board has been working on the budget. FHTC will have an open house at the new welding center August 5.
Emporia Recreation Commission: Mike Helbert reported the ERC board has approved the new budget; ERC programs continue to have record participation this year.
Kansas State High School Activities Association: Mike Crouch updated the board on changes in rules related to cross country, football and basketball.
EMS Staff Handbook
The board approved revisions to the EMS certified staff handbook for 2015-16.
Board Policy Updates
The board approved revisions to policies in sections L and M and policy GAAF, Emergency Safety Interventions.
Consent Agenda
The board approved these consent agenda items:
- The 21st Century Community Learning Centers STREAM Grant for 2015-16 in the amount of $500,000
- Nursing services agreement with Craig Resources for FHSEC
- Service agreement with Lakemary Center Inc. for FHSEC
- Kansas Department of Health and Environment Infant-Toddler Services Program contract
- A donation of $1,615 from the Harold Schwinn family to begin a scholarship in his name
