Stop the City of Los Angeles' Proposed
Community Care Facilities Ordinance!!
At this time, it appears that the ordinance will be heard by the full City Council on January 15th or 16th. At a December 10th City Council Public Safety Committee meeting, several amendments were made to the proposed Community Care Facilities Ordinance (CCFO) and the City Attorney is preparing a new draft ordinance with those changes.
This is the time to get involved or continue to be involved. It is extremely important to demonstrate our opposition to this misguided ordinance to the entire City Council. We recognize that these hearings have been called and postponed a number of times at the last minute, so we urge you to make plans now but be prepared for delays.
The day of the City Council meeting, organizations in opposition to the ordinance will hold a rally starting about 8:30 a.m. outside City Hall in advance of the session start time of 10 a.m. Transportation information and other details will be distributed once a date is confirmed. Under the Brown Act, the agenda item must be posted 72 hours in advance of the meeting, but that does not mean that it might be posted and then pulled again, so the key is to be prepared. Watch for LARRP (UHHP) Policy Action Alerts and keep up-to-date using the United Way/Home for Good website www.stopCCFO.org.
We'll be asking each organization to bring 10 people to this hearing, understanding that we will have short notice to prepare.

Update on Realignment Implementation & Report from Building Healthy Communities South Los Angeles
Join us at The California Endowment's Center for Healthy Communities conference center (note change in location) for our bimonthly membership meeting. The program includes updates and discussion from the Los Angeles County Depts. charged with implementing AB 109. In addition, members of the Building Healthy Communities South Los Angeles (BHC SLA) will present a report titled "Collaboration, Communication, Cooperation: Linking Up Reentry Policy to Reentry Services." BHC SLA is a project of The California Endowment.

2013 Bringing Additional Capacity Building Opportunities
UHHP is partnering with Los Angeles Regional Reentry Partnership to sponsor a number of training and development programs throughout 2013. The current opportunities are described below with registration information.
- Preparing Disabilities Claims (Jan. 17, 18, & 24th).
- Strategic Fund Development (Feb.6th).
- Responding to Request for Proposals (Feb.14th).
- Building & Sustaining Partnerships & Collaborations (Feb. 21st).
Preparing Disabilities Claims
UHHP is excited to offer our signature "Preparing Disability Claims" three-part workshop series on January 17 & 18, 2013 at the California Endowment, 1000 N. Alameda Street, Los Angeles. The third workshop in the series will be held on January 24th at the Social Security Administration office at 611 W. 6th St. 2nd Floor, Los Angeles.
Homeless services organizations should consider having staff fully versed in ways to assist clients in preparation of SSI/SSDI applications. Most of these organizations routinely work with clients that are disabled and cannot work. Through the series of three trainings, your staff will learn the tips and techniques that are necessary for processing successful disability applications.
A $50 participant training fee covers instruction, materials and refreshments for the two workshops provided by UHHP. The workshop provided by Social Security Administration is free, however, participants must have attended the first two workshops in order to participate in the SSA program.

Strategic Fund Development for Non-Profit Organizations
UHHP and LARRP are teaming with the Jemmott Rollins Group (JRG) to present a half-day workshop to assist organizations address fund development needs from a strategic perspective.
This workshop is for organizations with limited resources that are struggling to figure out how to serve the needs of their clients. This will be a highly interactive and participant-engaged experience that will further the understanding of fund development and ways to improve opportunities for more resources.
The workshop objectives are:
- To use a strengths-based approach to outline and position participant organization for more resources.
- To role-play negotiations with potential funders.
- To examine common errors made by nonprofit organizations when seeking funds.
- To promote collaborative rather than competitive approaches.

Responding to Requests for Proposals (RFPs)
Focusing on RFPs issued by Los Angeles County and the Los Angeles Homeless Services Authority, this half-day workshop is designed to help non-profits successfully compete for public funding. It is geared especially for small agencies that may not have submitted prior proposals or that may not have the services of an experienced grant writer. In an interactive format, the workshop will cover the basics of applying for funding including planning and managing the proposal development timeline, understanding the application questions and how to respond appropriately, asking questions of the funder and monitoring the responses to gain clarity, meeting insurance and other threshold requirements, and all the other details that result in a successful proposal.
Steve Renahan, Senior Policy Advisor at Shelter Partnership, Inc will conduct the workshop. Steve has more than twenty-five years of experience designing, managing, and evaluating RFP processes for housing authorities and other public agencies.

Building and Sustaining Partnerships and Collaborations
The goal of this workshop is to assist potential partners think through the collaborative structure and mechanisms necessary to support multi-agency, multi-service projects. . Learn the 5 keys to successfully build, leverage, define and maintain these relationships. These projects often involve housing developers and/or managers, as well as a variety of service providers. Beyond the legal memoranda of understanding, it is the operating agreements and practices that make or break these relationships.
Learning Objectives - Participants will be able to:
* Design project outcomes for clients and collaboration
* Define the type of partners that will be invited to participate in the project
* Describe the desired project culture and governance structure
* Define elements of operating agreements
Workshop Leader Peggy Edwards is the Executive Director of both Los Angeles Regional Reentry Partnership and United Homeless Healthcare Partners. Peggy has more than twenty years of experience working with partnerships, collaborations, and service integration projects across the country in areas such as health, juvenile justice, child welfare, homeless services, and local governments.

U.S. Commission on Civil Rights Seeks input on Addressing Employment Barriers Based on Criminal History
The United States Commission on Civil Rights (USCCR) held a briefing on December 7, 2012, regarding the impact of criminal background checks on employment and its particular effects for black and Latino workers. Specifically, USCCR sought to determine "whether the new EEOC [Equal Employment Opportunity Commission] Guidance policy or other prohibitions or limitations on the use of criminal background checks results in lower job opportunities and reduced employment overall among minorities, including nonoffenders."
USCCR is now accepting public comments, which it will consider in developing a report and recommendations on the need to address employment barriers based on criminal history. It is essential that criminal justice, civil rights, and workers advocates submit comments for the Commission's consideration.
