Los Angeles Regional Reentry Partnership September Membership Meeting to Focus on Local and Statewide Realignment Experiences

The LARRP September meeting will focus on updates on implementation of prison realignment. Participants will hear from Los Angeles County departments and from California Forward, a statewide organization with a focus on realignment through their Partnership for Community Excellence. Participants will be able to discuss progress in our local jurisdiction and hear about issues and successes in other California counties.
LARRP is delighted to welcome Sharon Aungst, CA Forward's Director for the Partnership for Community Excellence. Sharon will discuss CA Forward's focus on providing information and assistance to build the capacity, culture, infrastructure and integrated systems necessary to successfully implement realignment and improve public safety outcomes. She will share some of the successes and lessons learned from other counties as they implement their realignment plans. CA Forward recently released their report titled County AB 109 Plans: Analysis & Summary
(http://www.cafwd.org/pages/pce-resources), which allows comparisons of implementation strategies and resource allocations among the counties.
Ms. Aungst came to California Forward from the California Department of Corrections and Rehabilitation where she had been Director of Correctional Health Care Services since 2009. She has extensive experience leading and managing correctional, forensic and community mental health services for both adults and children.

Policy Corner
LARRP Committee Updates
The Policy & Advocacy Committee has been hard at work in August, focusing both on state legislation that impacts incarcerated or formerly incarcerated people and county realignment implementation and policies.
On the state front, August represents the end of the two-year legislative session so proposed legislation must be passed during this month or be re-introduced when the new Legislature is seated in January. With a flurry of bills in the Assembly and Senate every day, the LARRP Policy Committee has been submitting letters and making calls on more than 25 pieces of legislation. One high highlight, SB9, the Yee Bill that would allow the reconsideration of the sentence of Life Without Parole (LWOP) for juvenile offenders is on the Governor's desk. You can call him to urge him to sign (916) 445-2841. One low-light, AB828 that would have allowedformerly incarcerated people to receive food stamps benefits has died in the Assembly.exhausted.
And finally, LARRP submitted four nominations for the two public seats on the newly created Board of State and Community Corrections (BSCC) that will now oversee all criminal justice grants, corrections standards, and realignment implementation.
Locally, LARRP has written letters, spoken at public meetings, alerted the media, and met with Board staff urging the Board of Supervisors to: 1) expedite efforts to explore a pre-trial release program and implement alternatives to incarceration, and 2) stop inter-county transfers and rethink plans to avoid jail overcrowding by contracting for additional jail beds in Kern County until all pre-trial and alternatives to incarceration proposals have been

LARRP Announces Two-Part Workshop
The Project Management Lifecycle
Almost all jobs require project management skills. Ranging in scope from simple to complex and involving one to thousands of people, all successful projects need to be planned, implemented, and evaluated. Join instructor Karen Maleck-Whiteley, a professional project manager, to explore the concepts, skills, and techniques that lead to accomplishing a project's goals.
The two four-hour sessions will provide 1) an introductory training in the processes involved in project planning and management, and 2) an opportunity to apply the knowledge to a current or future project for each participant's organization.

- On September 27, 2012 from 12 p.m. to 1 p.m. Kate McCracken, Center for Juvenile and Criminal Justice and Scott MacDonald, Chief Probation Officer, Santa Cruz County will discuss Local Reform in a Realigned Environment. This presentation will address the local impact of realignment and that jurisdictions must examine targeted strategies to achieve public safety goals while effectively directing limited resources. It will highlight the Santa Cruz experience and the value of data-driven techniques to deliberately restructure the local system.

Housing Subcommittee Update
Over the next few months we will be suspending the sub-committee meetings in order to "plan to plan." The Housing Subcommittee and Corporation for Supportive Housing will take us through a long-term planning effort using a process called a "charrette." A charrette is a process that will allow us to consult with re-entry stakeholders from providers, community members, ex-offenders to policy makers, funders and more. (Read more about the Charrette Process)
Designed to get the maximum amount of participation, we will use this process to share local and national expertise and gain a greater understanding of policies and systems as well as look at possible solutions and recommendations that will assist us in developing an approach to reentry housing in Los Angeles County. The temporary suspension of the sub-committee meetings will allow us to use that time to prepare for the two community meetings that will lead up to the charrette meeting, tentatively scheduled for the end of October.

Employment Subcommittee
The newly-formed Employment Subcommittee held its first meeting in August and had a spirited discussion about issues, potential solutions, and committee goals. This group is open to all and the work they're planning to take on is both exciting and challenging.
The next meeting will be Thursday, September 13, 12:30 p.m. - 2:30 p.m., following the LARRP membership meeting. It will take place at the:
