I am writing this in the first week of the federal election campaign, as the politicians begin to manoeuvre for our votes.  A free vote is one of the main pillars of democracy, of course, but it is by no means the only one.  A healthy democracy is supported by a host of institutions that stop it from sliding into corruption and cronyism, and if these institutions decay the whole polity decays, as Niall Ferguson has recently reminded us in his book The Great Degeneration.  The RSC is one such institution, one of the nation-building institutions that were founded in Canada during the hectic decades following confederation.
