 1 CHANGE FOUR TO HUD HANDBOOK
        4350.3 REV-1 RELEASED

  

HUD Handbook 4350.3 REV-1, CHG-4 "Occupancy Requirements of Subsidized Multifamily Housing Programs" was posted to HUDCLIPS and became effective upon posting. 

 

The handbook is updated to include information regarding the use of the Enterprise Income Verification (EIV) system; Violence Against Women Act (VAWA) requirements; Supplemental Information to Application for Federally Assisted Housing; Rent Refinement of Income and Rent Determination Requirements in Public and Assisted Housing Programs; Final Rule and requirements relating to admission of individuals subject to State lifetime sex offender registration requirements.

 2 TENANT SELECTION PLAN TO INCLUDE
        VIOLENCE AGAINST WOMEN ACT (VAWA)
        PROTECTIONS

  

HUD Handbook 4350.3, REV-1 CHG-4 specifies policies and procedures covering the VAWA protections in the Tenant Selection Plan (Paragraphs 4-4C9 and 6-5G).

  • Owner policies must support or assist victims of domestic violence, dating violence or stalking and protect victims, as well as members of their family, from being denied housing or losing their HUD-assisted housing as a consequence of domestic violence, dating violence or stalking.
  • Owners must provide notice to Section 8 tenants of their rights and obligations under VAWA.
  • Owners must provide tenants the option to complete the Certification of Domestic Violence, Dating Violence or Stalking, form HUD-91066.

 3 H 2013-21 IMPLEMENTATION AND 
       APPROVAL OF OWNER-ADOPTED
       ADMISSIONS PREFERENCES FOR 
       INDIVIDUALS OR FAMILIES EXPERIENCING
       HOMELESSNESS


H 2013-21
, implementation and approval of owner-adopted admissions preferences for individuals or families experiencing homelessness, was issued July 25, 2013. 

This notice provides guidance to HUD field offices, contract administrators and property owners on the circumstances under which owners of assisted properties may adopt admissions preferences.

This notice clarifies 24 CFR �5.655(c)(1) - (c)(5) to allow for owners to adopt, with HUD approval, admissions preferences not specified in the regulation, in particular, a preference to house homeless families.

 4 IMPLEMENTING RENT INCREASES


Owners and Agents may only implement a rent increase after receipt of the HUD or IFA approved and fully executed rent schedule.

 5 2014 OPERATING COST ADJUSTMENT
         FACTORS (OCAFs) PUBLISHED


The Operating Cost Adjustment Factors (OCAFs) for 2014 published in the September 16, 2013 Federal Register are effective February 11, 2014.  

These factors are used for adjusting or establishing Section 8 rents under the Multifamily Assisted Housing Reform and Affordability Act of 1997 (MAHRA), as amended, for projects assisted with Section 8 Housing Assistance Payments.

The 2014 OCAF for the State of Iowa is two percent.

 

 6 CUSTOMER SERVICE SURVEY


Your opinion matters! The Iowa Finance Authority (IFA) is preparing to issue its Annual Survey for Owners, Management Agents and Property Managers of Section 8 Properties in Iowa. IFA uses the feedback generated by this survey to measure the quality of services and to determine the areas that require changes and improvements to better serve the needs of each Owner, Management Agent and Property Manager. 


The survey is confidential and includes questions regarding specific areas of IFA's core tasks, including customer service and training. After the survey period, IFA will compile all responses into a report, which will be posted on IFA's web site for public review. 

The survey is simple, web-based and will only take a few minutes to complete. A link will be sent via email to all Section 8 Owners, Management Agents and Property Managers on or about October 15.

Only with your assistance can IFA make necessary changes and updates to its customer service! Please take a few moments to complete this survey.
