We have been traveling the state for MMBA Regional Meetings and also visiting individual members, talking with municipal liquor stores and city personnel.

 

I am constantly impressed with the quality operators we have in this state. I continue to run into people who have a passion for what they do and put blood, sweat and tears into their operations.

 

At the Regional meetings we have been conducting round table discussions about everything from GP% to what people like and dislike about their operation. We have been doing an exercise called the "Nifty Fifty" which allows attendees to go beyond what they do every day and truly look at their operation from consumer's eyes.

 

One great advantage we have as municipal liquor operators is the networking opportunities. We operate in a retail liquor world where many owners and managers are pretty closed booked about their operations.

 

By the nature of who we are, city owned liquor stores and bars, we are required to be transparent with everything we do. As a result, we are also open to help other cities with improving their operations.

 

I know I have gained a great amount of knowledge in associating with big operation like Edina and Lakeville and to this day still learn many things from smaller cities and their "tweets," like Buffalo Lake.

 

Keep up the good work you do for your cities and always look to continue to grow and be better!!

New Howard Lake Administrator Excited About Liquor Store

According to new Howard Lake city administrator Nick Haggenmiller a significant challenge and opportunity of his new position is returning the Howard Lake Municipal Liquor Store to profitability.

 

"This is one of the things I am most excited about with this position," he said. " I plan on taking a very hands-on role with this. First and foremost, the biggest challenge we have is changing peoples' mind-set about the muni."

 

He noted that people who have not been in the store for a while should stop in and check it out, adding that he thinks they will be pleasantly surprised.

 

Haggenmiller is impressed with the manager, Myra Laway.

 

"She's fun, energetic, and full of incredible marketing ideas, but also runs a tight ship," he noted. "Myra has been the manager for a little over a year, and reviewing sales history since she's taken over, sales have only gone up."

 

Numerous changes, big and small, will be implemented to attract and retain customers.

 

"May I Produce Spirits for My Personal or Family Use?"

The short answer? Not without paying federal excise tax and filing federal paperwork.

 

Unlike wine and beer, federal law does not permit the production of distilled spirits for personal or family use. In order to produce distilled spirits for beverage use or industrial purposes, you must first qualify with TTB under the requirements of the Internal Revenue Code of 1986, and under the Federal Alcohol Administration Act in the event you are producing or bottling distilled spirits for a beverage use. Some of these requirements are:

All of the requirements are listed in 27 CFR Part 19. There are significant civil sanctions and criminal penalties for the unlawful production of distilled spirits.

 

In addition, you should check with your state alcohol regulator to determine the applicable state law requirements. A federal qualification to produce distilled spirits does not exempt you from complying with state law requirements.

Minnesotans are throwing their support at the Vikings stadium-funding plan, plunking down $642,000 in just the first month of the state's grand experiment in electronic pulltabs.

 

With video pulltab games up and running in 40 locations, and more on the way, e-gaming is off to a good start, Tom Barrett, executive director of the Minnesota Gambling Control Board, said at its meeting Tuesday.

"We opened five [sites] last night, and will open another 20 this week," said Jon Weaver, president of Express Games Inc., the sole distributor of the video pulltab devices to date. "We've got another 100 on the waiting list."

 

Taxes from electronic games, overseen by Minnesota's charitable gambling groups, are expected to generate $350 million in funding for the new Vikings stadium in the years ahead. But don't count on any construction cash yet.

 

From the $642,000 in game sales, all but $99,000 was returned to players as wins, Barrett said. And that money is divided among the site hosting the games, the charity, the games distributor and state taxes.

But even the tax money doesn't go directly to the stadium. Under the law, only state tax dollars above and beyond the $37 million paid by charities in 2011 will subsidize football.

 

The 40 new electronic gambling sites range from Tootsie's Tavern in Big Lake, selling games for the Elk River Lions Club, to the Gopher Bar in Duluth, selling for the Duluth Irving Community Association.

 

Genny Hinnenkamp, gambling manager for the Irving Community Association, is among the managers driving up the numbers. She launched electronic gambling at five bars last Thursday and plans to open another two this week. She oversees gambling at 19 locations in the Duluth area and expects to bring the iPad games to even more.

While customers aren't making a stampede to the new devices, they have been well-received, she said.

 

"It's something new, and people will get adjusted to it," Hinnenkamp said. "There will always be people who love paper pulltabs, so it's a good thing we have to offer those, too."

 

It's still too early to know whether the games are surpassing their projected revenue, Barrett said. The state had projected that the average net proceed, per device, per day, would be $34, he said. But the number of devices changes from day to day, he said, making the calculation difficult.
