FCC Commissioner Jessica Rosenworcel to Deliver Monday Keynote Address at COMPTEL PLUS

FCC Commissioner Jessica Rosenworcel will be the opening keynote speaker at the COMPTEL PLUS Fall 2015 Business Expo, which is taking place October 18-21 in San Francisco. In a Keynote Conversation with COMPTEL CEO Chip Pickering on Monday, October 19, at 9 a.m. (PT), Commissioner Rosenworcel will provide attendees with insights into the communications landscape and current priorities at the Federal Communications Commission. 

"From her time with the FCC and on Capitol Hill, Commissioner Rosenworcel understands the importance of a competitive marketplace for fostering economic growth, enhancing educational opportunities and enriching our civic lives," said COMPTEL CEO Chip Pickering. "She is a tireless advocate for our children, the future of education, and bringing the benefits of broadband and the digital age to schools and libraries through the E-rate program. No one has done more to raise the importance of the homework gap for low-income students. In addition, she has worked to ensure there is sufficient wireless spectrum to support telehealth and other core initiatives. We look forward to hearing from her about the topics taking precedence at the Commission and her vision for the future of the industry."

Pickering Featured on C-SPAN Communicators Show
Last weekend, COMPTEL CEO Chip Pickering was featured on the C-SPAN "Communicators" show. He talked about the FCC's net neutrality ruling, open Internet, the Internet of Things, the future of broadband and wireless services, and his experiences representing Mississippi's 3rd Congressional District in Congress.
The show will be rebroadcast tonight at 8 p.m.ET, or you can watch it online.

Tuesday Keynote Panel Explores Disruptive
Impact of Technology on Video Delivery

We have all felt the disruptive impact of technology on traditional video delivery. Join an expert panel at the COMPTEL PLUS Tuesday keynote panel, October 20 at 9 a.m. in the Golden Gate Ballroom at the Marriott Marquis, to hear more about how broadband-related innovations are changing the media landscape. 

Speakers Milo Medin, vice president, Access Services at Google; Jill Canfield, vice president of Legal and Industry and assistant general Counsel at NTCA; Genny Morelli, president of ITTA; and John Bergmayer, senior staff attorney at Public Knowledge; will explain how the broadband ecosystem is adapting to new consumer expectations that demand content and services when they want, on the devices they want, and at speeds and prices that are competitive.

COMPTEL NOI Reply Comments Urge Special Access Reform, Video Availability and Set Top Box Changes
On September 30, 2015, COMPTEL filed reply comments with the FCC on the acceleration of wireline and wireless broadband networks in its Eleventh Broadband Progress Notice of Inquiry Proceeding.

COMPTEL strongly urged special access reform, including an end to anticompetitive lock up agreements that hold back deployment and investment by new network builders. The filing detailed how special access reform holds the key to unlocking customers' ability to obtain more choice and better broadband service at affordable rates.

COMPTEL's comments also illustrated how video issues are increasingly becoming an essential ingredient to fostering residential broadband competition, both in terms of access to video products, and the necessity of breaking open the cable set-top box market to innovation and competition.
LIFELINE
COMPTEL Supports FCC Lifeline Move to Broadband
COMPTEL filed reply comments on September 30 in response to the FCC's Second Further Notice of Proposed Rulemaking to modernize the Lifeline program. In its response, the association highlighted the near-universal support for the Commission's proposal to allow low-income consumers to use the current Lifeline subsidy for broadband Internet access service.

"The Lifeline program should take into account that consumers do not only need voice support, but they also need broadband support," said COMPTEL CEO Chip PIckering said in a statement about the filing. "The 'homework gap' underscores how lack of broadband access disadvantages students from low-income households. In addition to reforming the Lifeline program so that that low-income consumers are not excluded from the benefits of broadband and voice services, the FCC should reform the program so that competitive communications service providers are not excluded from the marketplace."
