FCC Addresses Continuity of 911 Services  
In a report and order approved on August 6, the FCC took important steps to ensure continued public confidence in the availability of 911 service in the event of power outages.

Under the new rules, providers of facilities-based, fixed,residential voice service that is not line-powered will be required to ensure that a technical solution for eight hours of standby backup power is available for consumers to purchase at the point of sale. Within three years, these providers also will be required to offer an option for 24
hours of standby backup power. The decision to purchase backup power will be up to consumers. They will not be forced to purchase or pay for equipment they do not want.

The rules also require these providers to inform both new and current customers about service limitations during electric outages and the steps they can take to address those risks, including how to keep their service operational during a multi-day power outage.

FCC Chairman Proposes New Media Rules 
In a blog entitled "Upgrading Media Rules to Better Serve Consumers in Today's Video Marketplace," FCC Chairman Tom Wheeler discussed orders and proposals he circulated on August 12 that are designed fulfill a mandate from Congress to modernize rules regarding the satellite, cable and broadcast television markets.

Chairman Wheeler said that the Commission's work is intended to accomplish pro-consumer ends, including:
  • Adopting a process by which parties may seek modification of a TV station's local television market to add or delete communities in order to better reflect market realities. 
  • A notice of proposed rulemaking (NPRM) to review the so-called "totality of the circumstances test" for good faith negotiations over retransmission of broadcast TV signals. Such negotiations have sometimes led to stand-offs and temporary blackouts for pay TV customers.

The COMPTEL PLUS Show Daily is a magazine featuring news from the COMPTEL PLUS Fall 2015 Business Expo, which will hit the newsstands at the Marriott Marquis on the mornings of Monday, October 19, and Tuesday, October 20. Exhibitors, sponsors and COMPTEL members are invited to submit news for the Show Daily by Friday, October 9, 5 p.m. ET. 

Show Daily Submission Guidelines
  • All press releases or news items should be sent via e-mail as a Word document. Accompanying graphics should be JPEG format, with a resolution of 300 dpi or better.
  • Please put "COMPTEL PLUS SHOW DAILY" in the e-mail subject line when sending news.
  • To be considered for inclusion, news must either be announced at the show, or within days prior to it. All news sent to Show Daily editors will be held under embargo until the official release date.
  • COMPTEL PLUS exhibitors, sponsors and advertisers will be given space priority in the Show Daily. COMPTEL members who are not exhibitors or sponsors at the COMPTEL PLUS Spring show are invited to submit their news, which will be published on a space-available basis. The Show Daily editorial staff makes every effort to include all news sent to them by the editorial deadline.
  • News submissions received via e-mail after October 9, or onsite during COMPTEL PLUS, will be included in the Show Daily solely on a space available basis.
