COMPTEL announced last week that Rep. Anna Eshoo (D-CA) will join us for the Competition and Innovation Policy Summit, February 24 at the Newseum in Washington, D.C. The summit is our signature event that brings together leaders from the FCC, Congress, advocacy organizations, service providers and edge companies, to address critical issues facing the communications industry.
Rep. Eshoo joins an elite line-up of government officials and industry leaders who will be speaking at the event, including:

COMPTEL PLUS Educational Tracks to Explore Hot Technologies and Cloud Deployment
Wireless, the Internet of Things, the cloud and network deployment will take center stage at the COMPTEL PLUS Business Expo 2015, April 12-15 at the Gaylord Palms in Orlando.
These topics will be the focus of two concurrent tracks of educational sessions, including:
- Backhaul and the Bottom Line: How CLECs Can Benefit in Today's Ethernet Environment - Speakers will discuss ways in which CLECs can monetize their next-generation networks and grow revenue by partnering with wireless carriers to help extend their networks and alleviate capacity pressures via Ethernet-based backhaul solutions.
- The Internet of Things: Mining Our Connected World - This panel will explain the technologies behind the trend and the explore the deployment paths being taken by the industry's leading companies.
- The Wireless Ecosystem and Next Generation Networks - Industry experts will discuss topics such as small cell deployment, Wi-Fi offload and Cloud-RAN, and explore the potential impact of spectrum auctions, growth strategies, competition and innovation, as well as 4G/LTE and the transition to 5G.

- Network Deployments: What's on the Agenda for 2015? - Speakers will debate what actions need to take place at the local, state and federal levels to incentivize last-mile deployments; share their experiences on working with local government on local zoning and permitting issues; and explain how they've overcome obstacles related to provisioning.
- Hybrid Cloud Architectures: Why the WAN Matters - Panelists will look at how network service providers are assisting customers with building hybrid cloud architectures, the tools they're offering to manage this emerging multicloud environment, and the role played by public cloud providers and major data center operators.
- SDN and NFV: Getting Started - This panel will expand on previous introductory COMPTEL PLUS panels on the technology, by exploring the ways in which service providers can begin to gain hands-on experience using manufacturer "starter kits" for various functionalities. With these modest, but functional microsystems, service providers can more easily ascertain the challenges, opportunities and level of commitment associated with full-scale deployment of their particular use cases.

FCC Issues VoIP Symmetry Declaratory Ruling
Last week the FCC issued a declaratory ruling that addresses a dispute regarding the appropriate interpretation of the so-called "VoIP symmetry" rule that the Commission adopted in the 2011 USF/ICC Transformation Order. The ruling was necessary because, as the the record suggests, there have been conflicting interpretations the rule, which are hindering IP-to-IP interconnection negotiations.
In the ruling the Commission clarified that the VoIP symmetry rule applies in a technology- and facilities-neutral manner. Additionally, the rule does not require a competitive LEC or its VoIP provider partner to provide the physical last-mile facility to the VoIP provider's end user customers in order to provide the functional equivalent of end office switching, and thus for the competitive LEC to be eligible to assess access charges for this service.
