FCC Denies Petition for Reconsiderations on 
Rural Call Completion Order
Last week the FCC denied several petitions for reconsideration of the October 2013 Rural Call Completion Order.  The Commission noted that if the petitions were granted, its ability to monitor, and take enforcement action against, call completion problems would be impaired.  

However, the Commission did grant one petition for reconsideration because the changes significantly lower providers' compliance costs and burdens without impairing the Commission's ability to obtain reliable and extensive information about rural call completion problems. Specifically, the Commission said that recordkeeping, retention and reporting requirements adopted in the Order do not apply to a limited subset of calls: intraLATA toll calls that are carried entirely over the covered provider's network, and intraLATA toll calls that are handed off by the covered provider directly to the terminating local exchange carrier (LEC) or to the tandem that the terminating LEC's end office subtends.

House Energy & Commerce to Hold Dec. 10 
FCC Oversight Hearing on Net Neutrality
House Energy and Commerce Committee Subcommittee on Communications and Technology will hold a hearing on FCC oversight, and specifically the Commission's consideration of net neutrality rules. The hearing is scheduled for Wednesday, December 10.

Additional information about the hearing, including witness list, testimony and start time will be posted on the subcommittee website in the near future.

COMPTEL Joins Associations in Calling for Congress to Make Internet Tax Moratorium Permanent
COMPTEL, along with the Competitive Carriers Association, American Cable Association, USTelecom, CTIA, ITTA, National Cable & Telecommunications Association and the U.S. Internet Service Providers Association, signed on to a letter to House and Senate leadership urging Congress to make the Internet Tax Freedom Act (ITFA) permanent. The Act expires on December 11 and is essential to prevent state and local taxes on Internet access and e-commerce.
