FCC Public Notice Outlines Requirements for Eliminating Duplicate Lifeline Claims
On August 25, the FCC's Wireline Competition Bureau announced a process for resolving intercompany household duplicate subscribers found during the National Lifeline Accountability Database (NLAD) loading process. Additional information is available on the website of the Universal Service Administrative Company (USAC), administrator of the federal universal service fund. The timeline for the process is:
- ETCs have from August 25 to December 23, 2014, to obtain a valid household worksheet from any subscribers identified by USAC as intercompany duplicates.
- ETCs must de-enroll any subscriber who fails to provide a valid household worksheet by December 30, 2014.
- ETCs must update the NLAD regarding the status of all subscribers on their USAC-provided list by December 31, 2014.
- USAC must de-enroll by January 1, 2015, any subscriber listed in the NLAD as an intercompany household duplicate who has not be de-enrolled or who has not been enrolled into the NLAD using the IEH flag.

FCC General Counsel Sallet to Speak at COMPTEL PLUS Fall CEO Breakfast
FCC General Counsel Jonathan Sallet will be the featured speaker at the invitation-only CEO Breakfast, which takes place on October 6 from 7 a.m. to 8:30 a.m., during the COMPTEL PLUS Fall 2014 Convention & EXPO at the Gaylord Texan in Dallas. The event, designed specifically for C-level executives at COMPTEL member companies, also offers the opportunity to network with peers and discuss key issues impacting the communications sector.
After breakfast, Sallet will join COMPTEL CEO Chip Pickering in an interactive conversation about the FCC's agenda. Before joining the FCC, Sallet served as a partner at three law firms, O'Melveny & Myers LLP, Jenner & Block and Miller, and Cassidy, Larroca & Lewin, and served as chief policy counsel for MCI Telecommunications, later MCI WorldCom. He also was director of the Office of Policy & Strategic Planning for the Department of Commerce, and was a law clerk to the Honorable Lewis F. Powell, Jr., Associate Justice of the United States Supreme Court, and the Honorable Edward A. Tamm of the U.S. Court of Appeals for the District of Columbia Circuit.

General Session to Feature AT&T
API Platform for Service Providers
The AT&T Partner Exchange has launched a new open API platform that enables solution providers to customize the quoting, ordering and billing experience for select AT&T services. This session will showcase AT&T's reseller program, which enables solution providers to resell AT&T network, mobility and cloud solutions. AT&T also will discuss how its API platform enables direct access to proprietary AT&T systems, enabling greater visibility and control of the customer experience.
The session is scheduled for Tuesday, October 7, 3:30 p.m.-4:30 p.m. at the Gaylord Texan in Dallas.

VarData, Fujitsu to Host Free Webinar on Designing a Scalable, Cost-Effective Ethernet Network
 As cloud adoption continues to grow, carriers are experiencing greater bandwidth demands on their networks. Industry standardization and recent advances in Ethernet technology have improved the value and suitability of an Ethernet network for carriers that are challenged to meet these demands while also being under pressure to continually lower costs, increase network reliability and improve service velocity. To provide a complete portfolio of Ethernet services to their customers, some carriers opt for deploying a multi-layered architecture using Layer 1 optical equipment and Layer 2 Ethernet routing switches. This approach gives rise to a number of challenges:
- Delivering a broad portfolio of Ethernet services (E-Line and E-LAN) to reach the broadest possible markets providing the appropriate Layer 1 and/or Layer 2 protection mechanisms;
- Creating high-value SLAs to differentiate Ethernet service offerings;
- Provisioning and management complexity;
- Reducing overall network cost;
- Lowering the cost per bit of Ethernet; and
- Managing space and power constraints in COs, carrier hotels and other colocation facilities.
Speaker Jeff Babbitt, senior manager of Data Solutions at Fujitsu, will provide attendees with a better understanding of an ideal Ethernet network solution and why Ethernet is such a valuable technology choice for keeping up with network demands. He will present the characteristics that make an Ethernet network desirable for a carrier, making them more successful in the market as they:
- Introduce new services faster, speeding time-to-market and revenue generation.
- Achieve time-to-market objectives more cost effectively from an opex (management operations, software licensing, training, etc.) and capex (common Ethernet Layer 2 / Transport Layer 1 equipment, rather than separate equipment) perspective.
- Have a packet optical transport network that can efficiently grow and scale both optical services and Ethernet services to meet current and future service requirements.
