Kronenberg to Speak at NARUC Summer Meeting
COMPTEL Chief Advocate and General Counsel Angie Kronenberg will be one of the featured speakers at a session on "IP Transition Trials: Consumer Options and Awareness" at the National Association of Regulatory Utility Commissioners (NARUC) Summer Committee Meetings in Dallas next week. Kronenberg's session will be on Monday, July 14, at 1 p.m.
The session will look at the concerns being raised by consumers, businesses, government, advocates and industry as the IP trials begin to take shape. Panelists will address how the trials address unresolved issues, such as comparable quality of service; consumer choice; public safety/access to enhanced 911; choices for consumers with disabilities; third-party services, including alarm systems, fax machines and medical alert devices; consumer privacy; and affordability. They also will discuss what consumer outreach and awareness actions should be considered as customers are transitioned from traditional copper telephone to other forms of voice service.
Susana Woolcock, advisor to Commissioner Talberg in Michigan, will serve as the moderator. Other panelists include Bob DeBroux, director of Federal Affairs & Public Policy for TDS; David C. Bergmann, counsel for NASUCA; Ronald Brise, Florida PSC commissioner; and Frank Simone assistant vice president, Federal Regulatory at AT&T.

FCC Blog Answers Questions about E-Rate Program
Last week, Gigi Sohn, FCC special counsel for External Affairs, and Patrick Halley, associate chief of the Wireline Competition Bureau, co-authored a blog that addressed several questions the Commission has received about the E-rate modernization proposal to get Wi-Fi into all schools and libraries.
After attending the American Library Association annual conference, the International Society for Technology in Education 2014 conference and the State Educational Technology Directors Association Emerging Technologies Forum, and talking with stakeholder including teachers, librarians, school superintendents, CTOs and state education technology directors, the authors discovered common questions people have about the proposal, including:
- Closing the Wi-Fi Gap by connecting all schools and libraries is a laudable goal, but how do the numbers add up over a five-year period?
- Is anything being done to address non-Wi-Fi connectivity needs in the Chairman's proposal?
- What will this plan mean for rural schools and libraries?
- What will the effect of this plan be on urban districts?
- Does the proposal make E-Rate funding more equitable?

COMPTEL Comments on Blog about Copper Transition
COMPTEL filed a letter with the FCC in response to a blog entitled "Protecting Consumers in the Transition from Copper Networks," authored by Wireline Competition Bureau Chief Julie Veach, which requested comment on the impact of copper retirements from all consumers, including wholesale customers.
COMPTEL's letter focuses specifically on Verizon's public notice of its intent to retire its copper facilities in wire centers in Virginia, New York, Massachusetts, Pennsylvania and New Jersey, as well as assertions made by AT&T in an ex parte letter recently filed with the Commission regarding the availability of unbundled elements.
Additionally, COMPTEL urged the Commission to revisit its rules and "ensure appropriate balance in its copper retirement policies" as discussed in the National Broadband Plan.

Senate Judiciary Holds Open Internet Hearing in Vt.
On July 1, the Senate Judiciary Committee held a hearing on " Preserving an Open Internet: Rules to Promote Competition and Protect Main Street Consumers" at the University of Vermont. Witnesses included Michael Copps, former FCC Commissioner and Special Adviser to the Media and Democracy Reform Initiative at Common Cause; Martha Reid, Vermont State Librarian; Cabot Orton, proprietor of The Vermont Country Store; and Lisa Groeneveld, COO and co-owner, Logic Supply, Inc.
