E-Rate, CAF on FCC July Open Meeting Agenda
The FCC announced its tentative agenda for its open meeting scheduled for Friday, July 11, 2014:
- Modernizing E-Rate to Deliver Digital Learning: The Commission will consider a Report and Order (R&O) to modernize the E-Rate program and expand support for WiFi connectivity for schools and libraries. The R&O seeks to close the WiFi gap, make E-Rate dollars go farther, and deliver faster, simpler and more efficient applications and other processes.
- Connect America Fund Rural Broadband Experiments: The Commission will consider a R&O establishing a budget and a methodology for selecting winning applications for the Connect America rural broadband experiments adopted by the Commission in the January Tech Transitions Order.
- Closed Captioning of Internet Protocol-Delivered Video Clips: The Commission will consider a Second Order on Reconsideration and a Second Further Notice of Proposed Rulemaking that revisits the Commission's determinations regarding the captioning of video clips when delivered using Internet protocol, ensuring that individuals with hearing disabilities are able to enjoy the full benefits of broadband technology.
The Open Meeting is scheduled for 10:30 a.m. in Room TW-C305, at FCC headquarters Washington, D.C. The event will be shown live at FCC.gov/live.
FCC Officials Speeches Address Competition Issues
Last week FCC Commissioner Ajit Pai and General Counsel Jon Sallet delivered speeches that addressed several key issues impacting communications competition.
First, on June 23, Sallet spoke about "The Jurisprudence of Innovation" at the FCBA Year in Review, highlighting the need for regulatory certainty, as well as the flexibility for innovation to flourish. Then on June 25, Commissioner Pai discussed "Reforming Communications Policy in the Digital Age," including the open Internet, access to broadband and his view of the FCC's regulatory role, at a Free State Foundation event.
FCC Adopts Changes to LNP Process Flows
The FCC adopted an order that makes certain modifications to local number portability (LNP) process flows based on recommendations by NANC. The order also preserves state jurisdiction and discretion to elect either overlays or area code splits to address number exhaust.

On June 26, 2014, Hal Stringer, manager of IT Solutions for Technologies Management Inc. (TMI) led a webinar that discussed the changes to FCC Form 477 requirements that will be effective with the October 1, 2014, filing. The webinar discussed the changes that will further expand the scope and complexity of related reports. He also spoke about the revised Form 477 filing requirements and data specifications, with the changes to the input and processing of broadband, local exchange and VoIP data that will needed to be addressed right away.
