CompSouth Asks Tennessee Regulators to Deny AT&T's Proposal to Eliminate Long-Term Discount Plans
CompSouth, an association of CLECs primarily serving business customers in the Southeast, recently filed a complaint with the Tennessee Regulatory Authority (TRA) asking it to deny AT&T's proposal to eliminate pricing discount plans on contracts greater than 36 months. Because most carriers and businesses receive discounts when purchasing services on longer-term plans, AT&Ts elimination of these plans will effectively raise prices businesses and carriers would have to pay for the same services. In the filing, CompSouth said to date AT&Ts only explanation of eliminating these special access contracts is the company's announced intention to switch all TDM special access users to IP-based services by 2020. Carolyn Ridley, president of CompSouth, said there is no factual basis for AT&Ts claims that the company will be unable to continue offering critical DS1 and DS3 services following its alleged transition to an all-IP network and cites that the TDM equipment used by many businesses and government entities including emergency communications districts is not going to be replaced for some time.
Karen Reidy, COMPTEL's vice president of Regulatory Affairs, concurred, noted that "CompSouth's complaint raises a number of important questions that AT&T must answer. In addition to pointing out the harmful impact of AT&T's unilateral, unjustified, price increase for these services, which impacts consumers' ability to obtain competitive robust, innovative and high-quality services, CompSouth effectively challenges AT&T claims that it is not feasible to offer these services after it transitions to IP and calls on AT&T to explain how it will provide alternative wholesale offerings to competitors."
