COMPTEL Files Replies in E-Rate Proceeding

In reply comments to the FCC, COMPTEL noted its support of the Commission's efforts to reform the E-rate program to ensure it can meet the broadband needs of schools and libraries.

COMPTEL said that to achieve the primary goal of creating a more efficient and cost-effective program, competitive bidding must remain in place because it will help drive down costs to the program and encourages schools and libraries to seek out multiple networks and service options before choosing one that best meets their needs. COMPTEL also urged the FCC to fully utilize data at its disposal as it considers reform of the program. This should include the data to be gathered in the special access proceeding, which will provide insight on fiber and other broadband deployment, as well as pricing information for dedicated broadband services throughout the nation.

COMPTEL to Host Members Only Call on 

Special Access Mandatory Data Request  

On Thursday, November 21 from 11 a.m. to 12:30 p.m., COMPTEL will host a call for members only about the FCC's special access mandatory data request. During the call, COMPTEL policy staff will review the questions received following an earlier call on the topic and focus on Section II.A. of the request.

NASUCA Paper Focuses on Public Policy Objectives That Must Be Considered During IP Transition

On November 15, the National Association of State Utility Consumer Advocates (NASUCA) published a paper entitled "The IP/Broadband Transition - Public Policy Still Matters," which responds to a recent analysis from the Internet Innovation Alliance produced by Anna-Marai Kovacs. 


The NASUCA paper, written by Trevor R. Roycroft, Ph.D., notes that "Dr. Kovacs' conclusion that 'liberating' ILECs from regulatory oversight will produce additional investment and result in the optimal outcome is not reasonably supported." The paper acknowledges that there is
no question that the transition to all-IP broadband networks is underway and that ,any of the policy objectives that have been fulfilled through the legacy public switched telecommunications network will continue to be valid in the IP-broadband world. 
 
The NASUCA paper supports much of COMPTEL's analysis of the Kovacs paper. In an October 21 statement, COMPTEL rebutted the conclusions of the paper, outlining five critical flaws.
