Government Shut Down Impacts FCC Operations
As a result of the federal government shutdown, which is entering its second week, the Federal Communications Commission has been limited to performing duties that are immediately necessary for the safety of life or the protection of property. FCC online systems will not be available until further notice.
The FCC also issued a public notice that explains the procedures for filings due during the shutdown. Filings will be accepted the first business day after the FCC re-opens. However if the Commission is unable to restore electronic filing systems on the day the government reopens, it may issue another public notice that further extends filing deadlines. Rural Call Completion on October FCC Meeting Agenda
Before the government shutdown, the FCC released its tentative agenda for its October 22 Open Meeting. Items under consideration include:
- Rural Call Completion Report and Order and Further Notice of Proposed Rulemaking to address problems associated with completion of long distance calls to rural areas;
- Promoting Interoperability in the Lower 700 MHz Band Report and Order implementing an industry solution to provide interoperable service in the lower 700 MHz band; and
- Public Safety Broadband Provisions of the Tax Relief and Job Creation Act of 2012 Report and Order adopting technical rules for the 700 MHz broadband spectrum licensed to the First Responder Network Authority. A formal agenda will be released one week prior to the meeting.
FCC Proposes $14.4 Million Fines for Lifeline Violations
On September 30, following investigations by its Enforcement Bureau, the FCC proposed more than $14.4 million in forfeitures against five wireless Lifeline service providers that apparently violated the Commission's Lifeline rules. The violations involve thousands of consumers who had more than one Lifeline subscription from the same provider, resulting in duplicative support requests and payments.
