COMPTEL today welcomed Jenny Gilbert to the association's staff.  Jenny is the Government Relations Assistant, with responsibilities of working with the policy team and taking a lead role in the administration of the COMPTEL PAC. 

Jenny recently completed a fellowship with the U.N. Information Center, where she tracked UN relevant hearings and legislation in Congress. She is a former intern for both the U.S. House of Representatives Committee on Homeland Security and Rep. Peter King (R-N.Y.).  She also interned for Claire Perry, a Member of Parliament in England.  Jenny graduated from the University of Michigan with a dual degree in Political Science and Communications.

COMPTEL PLUS Track in Orlando Examines 

How Technology Can Be a Game Changer

The technologies your company employs can make the difference between becoming a stunning success and just another "me too" offering. During the COMPTEL PLUS Fall 2013 Convention & EXPO, Monday, September 23 through Thursday, September 26, in Orlando, a track of educational sessions focused on how technology can be the game changer for your company. Topics in the technology track, entitled "The Game Changer: Innovation Strategies for a Competitive Advantage," include:

  • Small Cell Performance: The Evolution of Backhaul Solutions - This session will feature players in the small cell ecosystem - from companies such as Accedian Networks, FairPoint Communications, Fibertech Networks and Tower Cloud Inc. - who will discuss the challenges and opportunities related to Wi-Fi deployment, the impact of fiber, network performance metrics and new technologies.
  • Private, Public and Hybrid: Selecting the Right Cloud Deployment Model - Speakers from Aspera, Cisco Systems, EMC and Windstream will review the advantages and disadvantages of private, public and hybrid cloud deployment models, while examining the strategies for various market segments.
  • TDM to IP: Preparing Your Business for the Transition - This panel - comprised of speakers from Cbeyond, ETC Group LLC, Global Capacity, Neustar and TeliaSonera International Carrier - will explore the operational and economic benefits to be gained through VoIP interconnection and transport, and showcase their current successes and approaches in efforts to implement their strategies, with a particular focus on the business issues related to IP-to-IP interconnection of managed networks.

AT THE FCC

COMPTEL Supports Time Warner Cable Preemption Request Regarding Interconnection Arbitration

On September 6, COMPTEL filed comments supporting Time Warner Cable's request for preemption of the North Carolina Rural Electrification Authority's (NCREA) jurisdiction over interconnection arbitrations. According to TWC, it has been attempting (unsuccessfully) to obtain an interconnection agreement to exchange local traffic with Star Telephone Membership Corporation for nearly eight years. Although TWC first filed an arbitration petition with the 
NCREA in March 2006, the NCREA has yet to agree to schedule the arbitration. COMPTEL noted that the "tortured history of this case cries out for preemption of the NCREA's jurisdiction to arbitrate an interconnection agreement between TWC and Star."
 
COMPTEL Supports Proposed Revisions to 
Sample Reseller Certification Language 
On September 6, COMPTEL filed a letter with the FCC supporting the proposed revisions to the sample reseller certification language and accompanying sections of the FCC Form 499-A instructions submitted by eight telecommunications industry members on July 26, 2013.

COMPTEL's support of the revised language is offered without prejudice to its underlying position that the FCC should reconsider its determination that leased special access transmission facilities used by carriers as inputs to broadband Internet access service are subject to universal service contribution and that carriers that incorporate such transmission facilities into non-assessable retail offerings must be treated as end users rather than resellers for reporting purposes. COMPTEL added that the "significance of this determination cannot be overstated. End user revenues are subject to the double digit universal service contribution obligation while resale revenues are not. As a result, carriers that lease wholesale transmission inputs for their retail broadband Internet access services are at a distinct financial disadvantage to carriers that provide Internet access services over their own facilities."

FCC Announces Agenda for September Meeting 
Last week the FCC announced its tentative agenda for the open meeting scheduled for September 26. Topics include: 
  • Amendment of the Commission's Rules on Antenna Structure Registration and Environmental Processing
  • Amendment of the Commission's National Television Multiple Ownership Rule
  • Bloomberg L.P. v. Comcast Cable Communications, LLC
  • Status of the Low Power FM Open Filing Window
The Open Meeting is scheduled for 10:30 a.m. in Room TW-C305, at FCC headquarters and will be shown live at FCC.gov/live 
ON THE HILL

House Subcommittee to Explore Video Marketplace

On September 11 at 2 p.m., the House Energy and Commerce Committee's Subcommittee on Communications and Technology will host a hearing on "Innovation Versus Regulation in the Video Marketplace."  
 
The hearing will take place in 2123 Rayburn House Office Building and will be available by webcast on the Committee's website.
