COMPTEL to Move to New Headquarters on Friday
COMPTEL is excited to announce that on Friday, August 23, 2013, we will be relocating our headquarters to 1200 G St NW, Suite 350, Washington, DC 20005. Our phone number will remain 202-296-6650.
While we hope to remain accessible during the move, some downtime of our systems and network is unavoidable. Our phone system and data network will be off-line starting at noon ET on Friday, August 23. We will have all systems up and running by the start of business on Monday, August 26 and the entire staff of COMPTEL will be available to serve your needs.
When you're in the D.C. area, we invite you to visit us at our new location. Our new office is conveniently located at the corner of 12th & G St NW right across the street from Metro Center.

AT THE FCC
FCC Will Not Automatically Allow Verizon to Discontinue Telecom Services in N.J. and N.Y.
On August 14, the FCC announced that it will not automatically grant Verizon's applications seeking to discontinue domestic telecom services in parts of New Jersey and New York that were affected by Hurricane Sandy. The FCC also sent Verizon a letter seeking more information by September 4 about its plans to discontinue service.
COMPTEL commended the FCC for looking more deeply into Verizon's proposal to substitute VoiceLink service for landline service in these areas. As COMPTEL and others demonstrated in their comments, VoiceLink is a poor substitute for the landline service that Verizon decided not to repair in the wake of Hurricane Sandy and additional data must be evaluated before the Commission can determine whether the discontinuance is in the public interest. COMPTEL noted that it hopes the Commission decides to pursue a similar course with respect to Verizon's replacement of copper damaged facilities with fiber in lower Manhattan.
COMPTEL Comments on Numbering Policies
COMPTEL today submitted reply comments in the NPRM, Order and NOI on Numbering Policies for Modern Communications, responding to an issue raised by the RBOCs in their initial comments. COMPTEL noted that "in their initial comments, AT&T, Verizon, and CenturyLink propose that the Commission change the methodology for allocating the costs for local number portability and number pooling. While COMPTEL agrees with Verizon that the Commission should require any interconnected VoIP provider who directly accesses numbers to participate in the existing cost allocation processes, COMPTEL opposes any change to the cost allocation methodology."
Commission Releases Regulatory Fees Order
Last week, the FCC released its Regulatory Fees Order for the fiscal year 2013, which will be due in September. In this order, the Commission reduced the fees that interstate telecom service providers will pay based on its reported interstate revenues to .00347, down from .00375 for fiscal year 2012. The FCC did cap the adjustment to 7.5% so as to avoid a regulatory fee rate shock on those companies that now are assigned more FCC employees than before. The FCC anticipates making additional adjustments to the fees next year.
