AT THE FCC
FCC Extends Comment Deadlines in Special Access Proceeding to After Data Collection is Complete
In late 2012, the FCC adopted a Report and Order and FNPRM that required providers and purchasers of special access and certain entities providing "best efforts" service to submit data and information for a comprehensive evaluation of the special access market.
The FCC does not expect to begin collecting data until later this year or early 2014, so it is extending the comment deadline in this proceeding. The extension will enable interested parties to prepare their comments after the data is collected and made available for review. The new comment date is March 19, 2014, and replies will be due on April 30, 2014.
FCC Approves New 844 Toll Free CodeThe Wireline Competition Bureau last week authorized SMS/800, Inc. to open the 844 toll free code on December 7, 2013, at noon ET, so that Responsible Organizations (RespOrgs) may reserve 844 toll free numbers.

FCC NOMINATION
Obama Nominates O'Rielly for FCC Vacancy
President Obama last week nominated Michael P. O'Rielly to fill the vacancy on the Federal Communications Commission left by the departure of Commissioner Robert McDowell in May. The term expires June 30, 2014.
O'Rielly currently serves as a policy adviser in the office of Sen. John Cornyn (R-TX). Previously he was chief of staff and policy director for Sen. John Kyl (R-AZ). Earlier in his career, he was a telecom policy analyst for the House Energy and Commerce Committee.
Senate Commerce Approves Wheeler FCC Nomination
Last week, the Senate Commerce, Science and Transportation Committee approved the nomination of Tom Wheeler to become chairman of the FCC. A full Senate vote on this nomination, as well as that of newly nominated Michael O'Rielly, could possibly take place in September or early October.

Senate Commerce Passes Cybersecurity Legislation
On July 30, the Senate Committee on Commerce, Science and Transportation passed S. 1353, the Cybersecurity Act of 2013. The bill is a bipartisan product between Chairman Rockefeller (D-WV) and Ranking Member Thune (R-SD).
