House Hosts Hearing on Lifeline Program
The House Energy and Commerce Subcommittee on Communications and Technology held a hearing on April 25 entitled "The Lifeline Fund: Money Well Spent?" to examine the FCC's Lifeline program. The hearing stemmed from a March 7, 2013 letter from Ranking Energy and Commerce Democrats, who wanted to examine the benefits of the program, as well as ways to modernize and protect the program from waste, fraud and abuse. The hearing was largely conducted along party lines, with Republicans focusing on the waste and fraud issues, while Democrats focused on the benefits of the program and the current steps the FCC has taken to provide better enforcement and accountability. Though some additional recommendations were made by witnesses, it is uncertain as to whether any legislation will be passed by Congress affecting the program.

In a separate, but related matter, on April 23, House Energy and Commerce Democrat members introduced HR 1685 to expand lifeline eligibility for universal broadband adoption.
