Session Proposals Now Being Accepted for
COMPTEL PLUS Fall 2013 Convention
Deadline For Submissions is Monday, May 13
COMPTEL is now accepting session proposals for the COMPTEL PLUS Fall 2013 Convention & EXPO, which is taking place Monday, September 23 to Thursday, September 26, at the Gaylord Palms in Orlando. All session proposals must be submitted by no later than May 13.

COMPTEL Urges Lawmakers to Consider Potential Unintended Consequences of Internet Governance Bill
On April 11, the House Energy and Commerce Subcommittee on Communications and Technology be voted to approve draft legislation relating to recent international proposals on Internet governance that gained attention at the World Conference on International Telecommunications (WCIT-12) summit in Dubai late last year. On December 5, 2012, Congress unanimously passed a non-binding concurrent resolution (S.Con.Res 50) that stated U.S. trade officials "should continue working to implement the position of the United States on Internet governance that clearly articulates the consistent and unequivocal policy of the United States to promote a global Internet free from government control and preserve and advance the successful multistakeholder model that governs the Internet today." The draft legislation proposed by the subcommittee in February changed last year's concurrent resolution into a statutory policy statement, which says that it is "the policy of the United States to promote a global Internet free from government control and to preserve and advance the successful multistakeholder model that governs the Internet." COMPTEL sent a letter to the subcommittee on April 10 raising the concern that such a policy statement set in statute could be misused in the U.S. to influence communications policy decisions that are unrelated to the Internet, specifically, the IP transition proceedings. While COMPTEL did not specifically oppose the bill, we wanted to make the committee aware of the potential unintended consequence. As a result of the concerns raised by COMPTEL, and other groups, the chairman and ranking member agreed to work on language that would address these concerns before the Full Committee votes on this legislation.

Included in the report are carriers (which are often referred to as "competitive carriers"), which are those that have deployed metro fiber infrastructure, as well as network intelligence (such as switching platforms) to provide advanced services to business customers. These facilities-based "competitive carriers" include CLECs, Cable MSOs and certain ILECs, together serving as the core of the competitive carrier sector.
