Candidates Announced for COMPTEL Board of Directors
Elections Take Place March 11 at COMPTEL PLUS Convention
Candidates have been announced for the COMPTEL Board of Directors elections, which will take place during the COMPTEL PLUS Spring 2013 Convention & EXPO in Las Vegas. Elections will be held immediately following the COMPTEL Annual Meeting of the Membership, which is scheduled for Monday, March 11 at 3:30 p.m. in Pinyon Ballroom 1 at the Aria Resort & Casino. 

Members will vote for only directors in their own member category: Small, Medium or Large. Candidates in each category include:

Eckert Seamans Workshop to Explore Interconnection and the Impact of Evolving Network Technology
During the COMPTEL PLUS Spring 2013 Convention & EXPO, Eckert Seamans will host a free, half-day workshop on Wednesday, March 13, from 8:30 a.m. to noon at the Aria Resort & Casino in Las Vegas. The workshop is entitled "Interconnection Under the Telecommunications Act of 1996: Past Present and Future."

"The interconnection process required by Sections 251 and 252 of the Telecommunications Act of 1996 has made it possible for competitive carriers to enter new markets, compete with incumbent telcos and deliver a myriad of benefits to their residential and business customers," Eckert Seamans partner Jim Falvey said in a press release. "In our half-day workshop, we will bring together policy and technology experts to provide a comprehensive overview of the Session Initiation Protocol (SIP) interconnection policy questions faced by carriers as the network evolves to Internet Protocol (IP) and help providers respond to the broader challenges posed by the Section 251/252 interconnection process."

This workshop will focus primarily on the ongoing significance of interconnection negotiations and arbitrations as the public switched telephone network (PSTN) transitions from TDM to IP-based technology, and how Sections 251 and 252 apply to SIP interconnection. Topics to be covered include:

  • Definitional Issues Relating to SIP Interconnection
  • How Should the Section 251/252 Process Apply to SIP Interconnection? 
  • Threats to the Section 251/252 Process 
Speakers will include Eckert Seamans' experienced interconnection partners, as well as representatives from service providers, equipment providers and trade associations. A full list of confirmed speakers can be found in the COMPTEL PLUS agenda.

AT THE FCC 
FCC Extends Deadline to Act on Forbearance  
The FCC has extended by 90 days he deadline by which it must act on USTelecom's Petition for Forbearance from enforcement of many legacy telecom regulations. The new deadline is now May 17.

FCC Releases NPRM on Rural Call Completion   
On February 4, the FCC introduced a Notice of Proposed Rulemaking (NPRM) to address problems in the completion of long-distance telephone calls to rural customers. In this proceeding, the FCC will consider measures to improve its ability to monitor the delivery of long-distance calls to rural areas and aid enforcement action in connection with providers' call-completion practices. The FCC is requesting comment on reporting and data retention requirements that would allow it to measure and review a long distance provider's call completion rates to specific areas. These measures would be designed to strengthen the FCC's ability to ensure a reasonable and nondiscriminatory level of service to rural areas. The FCC also is seeking comment on how to minimize the burden of compliance with these proposed rules, particularly for originating providers whose call-routing practices do not appear to cause significant call-completion problems.
