COMPTEL Supports TelePacific Petition Regarding Wholesaler/Reseller Contribution Obligations
On January 9, COMPTEL filed comments in support of TelePacific Communication's petition for partial reconsideration on wholesaler/ reseller contribution obligations.
In its comments, COMPTEL stated that "TelePacific persuasively argues that the Commission should reconsider its decision that leased special access transmission facilities used by carriers as inputs to broadband Internet access service are subject to universal service assessment and that such carriers must be treated as end users rather than resellers for reporting purposes. The Commission should also reconsider its directive to the Wireline Competition Bureau to revise the instructions for the 2013 Form 499-A to require reseller certification on a service-by-service, rather than an entity-by-entity, basis."

113th Congress Gets Underway
The 113th Congress convened on January 3 and while many committees are still organizing, there were a number of changes to the membership of those committees that maintain jurisdiction over telecommunications issues.
In the House of Representatives, the Energy and Commerce Committee will officially organize on January 22. Five new Republican members and five new Democrat members have joined the committee. While neither committee has issued an agenda for the 1st session, we expect a lot of focus on telecommunications issues in 2013. Also, both House and Senate legislative calendars have been released.
