FCC Releases FNPRM on Connect America Fund
On November 19, the Federal Communications Commission released a Further Notice of Proposed Rulemaking (FNPRM) with regard to the Connect America Fund. In the FNPRM, the Commission seeks comment on two alternative approaches with regard to the remaining funding in the first round of the Connect America Fund. Under the first approach, the remaining funding would be combined into any future rounds of Connect America Phase I funding; and the Phase I rules would be revised to expand the definition of eligible areas, adopt a process to update to the National Broadband Map and alter the metric used to measure buildout. Under the second approach, remaining funds from the first round of Phase I would be added to the budget for Phase II.
To provide time to address this issue, the Commission waived the existing December 15, 2012, deadline for the Wireline Competition Bureau to announce Phase I funding allocations for 2013. The Commission also proposes measures to strengthen oversight and transparency of Phase I incremental support.
Comments will be due 30 days after publication in the Federal Register, with replies 15 days later.
