President's Report
State Board Member Claire Chamberlain will resign from the State Board effective August 6, 2015.

Commissioner's Report
Newark Public Schools 
Chris Cerf, State District Superintendent of the State-Operated School District of the City of Newark, briefed the State Board regarding district operations.

Educator Evaluation Update
NJDOE Assistant Commissioner Peter Shulman presented the evaluation weights for AchieveNJ for 2015-2016. NJASA Executive Director Dr. Richard Bozza comments, "the announcement by NJDOE to keep the weights for each component of evaluation for teachers and principals/APs/VPs the same as last year is a positive step as we still wait to learn the results of the first year of PARCC assessments.  Chief education officers will continue to lead discussions about assessment as an essential component of the teaching-learning process and their use in teacher and administrator evaluations."

Standards Review Process
NJDOE Assistant Commissioner Kimberly Harrington informed the State Board that 219 nominations have been submitted for 98 positions. The Department anticipates a calendar of meeting dates will be available next week and suggested individuals check the NJDOE website. NJASA will update you as information is available.

Anti-Bullying Bill of Rights Act
NJDOE Assistant Commissioner Sue Martz provided a comprehensive overview of harassment, intimidation and bullying (HIB).

Pathways to NJ Certification
NJDOE Assistant Commissioners Evo Popoff and Peter Shulman reported on the different pathways to obtain certification as a New Jersey teacher.

Enlargement of Purpose - Passaic County Educational Services Commission (PCESC)
The State Board approved PCESC's request  for a name change to accurately represent the geographic areas served, and to enlarge their purpose beyond those identified in the original petition to reflect the current scope of services needed by their clients.
 
Proposal Level: Bilingual Education - Division of Student Services & Career Readiness 
As result of July 8th testimony, the State Board approved for publication in the New Jersey Register readoption with amendments to the regulations pertaining to bilingual education proposed at N.J.A.C. 6A:15, Bilingual Education pursuant to N.J.S.A. 18A:35-15 to 26.

First and Second Discussions: Managing for Equality and Equity in Education - Division of Legal and External Affairs
Amendments to the regulations pertaining to equality in educational programs proposed at N.J.A.C. 6A:7, pursuant to N.J.S.A. 18A:36-20 will head to Proposal Level in September.
