Cabinet Secretaries Advance Efforts to End Family Homelessness

On July 9th, the Obama Administration
co
nvened a meeting to push forward its
agenda to end homelessness. USICH Chair, VA Secretary Eric K. Shinseki, and Vice Chair, HUD Secretary Shaun Donovan, met with other Council leaders including ED Secretary Arne Duncan and DOL Acting Secretary Seth Harris, USICH Executive Director Barbara J. Poppe, Chief Executive Officer of the Corporation for National and Community Service Wendy Spencer, Director of the White House Office of Faith-Based and Neighborhood Partnerships Melissa Rogers, and representatives from 11 other member agencies. The group discussed ways to leverage opportunities created by the Affordable Care Act and ways to better serve families who are experiencing homelessness. Donna Seymour, Acting Deputy Assistant Secretary for Warrior Care Policy at the Department of Defense, also updated the Council on DoD's efforts since the last Council meeting to coordinate transitions from active service to Veteran status for our nation's Service members.

Top 10 Ways to End Family Homelessness

A Message to Continuum of Care & Ten-Year Plan Leaders from Barbara Poppe 

 

Recently, I wrote about the urgency to increase our efforts to end chronic homelessness, suggesting key questions Continuums of Care and Ten-Year Plan leaders should ask. Today I want to pose similar questions related to how we address family homelessness. People in families make up nearly 40 percent of the homeless population nationwide. To reach our goal of ending family and child homelessness by the year 2020, we must realign our programs and systems now. As a mother, this quote from Marian Wright Edelman tugs at me: "The future which we hold in trust for our own children will be shaped by our fairness to other people's children." Shaping better community responses to family homelessness is about shaping our collective future. Thank you for stepping up to the challenge.

HUD SNAPS Issues New NOFA Communications
The U.S. Department of Housing and Urban Development (HUD) Office of Special Needs Assistance Programs launched an effort to clarify their priorities and outline the changes HUD would like Continuums of Care to propose in the forthcoming FY 2013 Notice of Funding Availability competition. "We should not make you look for 'clues' in the NOFA to know what we are trying to accomplish," said Ann  Marie Oliva, Director, Office of Special Needs Assistance Programs in a recent online letter. Over the next nine weeks, HUD will release a series of messages that will cover such topics as Housing First, rapid re-housing and transitional housing, centralized and coordinated assessment, and strategic analysis of a homeless service system and grant portfolio. The first topic on their list is prioritizing people experiencing chronic homelessness for permanent supportive housing. The series can be found on their website.
