Glove Manufacturing Project Halted

Lawsuits Pending Against Relyaid Global Healthcare

The owner of a significant non-latex medical glove manufacturing operation, proposed for the Yuba County Airport Industrial Park area, was arrested on fraud charges February 21 and charged with bank fraud and other counts March 10 in federal court in Sacramento. Deepal Wannakuwatte is scheduled to be arraigned on the charges March 21.

A second lawsuit was filed by Descor, Inc. in Yuba County Superior Court in January for $123,658 in pre-construction work.

An FBI sting operation ultimately resulted in Wannakuwatte's arrest. Ponzi scheme charges state that Wannakuwatte collected $125 million in investments for a $25,000 annual contract to supply gloves to the U.S. Department of Veterans Affairs.

Gopher Protection Products & Custom Framing

Focus on Yuba County Business

Western Planting Solutions

Got gophers?

After much research, Dan Schweitzer officially started Western Planting Solutions, a company that manufactures an organic root guard pest control protection product. With help from the Small Business Development Center (SBDC) and a business loan through Yuba-Sutter Economic Development Corporation (YSEDC), Dan successfully launched his business in 2011.

Over the last three years Dan grew his customers and sales and was ready to move up to the next level of production and bring on staff to help manage the business. Again he looked to YSEDC and SBDC for support and successfully gained the funding he needed to expand his business, increase production and sales, improve cash flow, and increase efficiency and management of the Western Planting Solutions.

For more information on all the products Schweitzer has to offer, visit Western Planting Solutions here , or call 530.751.3366.

J & J Custom Framing

In early 2013, a unique opportunity was presented to Joseph Mcleod, J & J Custom Framing, by Gary Elliott, business owner of a well-respected framing and photography business in Marysville. Elliott was looking for a quality buyer that he knew would treat his customers well, so he personally contacted Mcleod with an offer to sell his framing business.

With a quick turn-around required to purchase the business, Mcleod looked to YSEDC for financing. With financing assistance and consulting from Small Business Development Center, he was able to purchase, relocate and expand his business to 414 D Street in Marysville. To accommodate increased customer traffic as a result of the move, J & J Custom Framing recently hired their first employee.

J & J Custom Framing offers an array of custom framing options to choose from, specializing in meeting the customer demands for unusually sized or shaped frames. J & J Custom Framing is open Tuesday through Friday from 11 a.m. to 6 p.m., and Saturday from 10 a.m. to 5 p.m. Visit their new location on Historic D Street for your custom framing needs.

New Business Tax Credit Programs Replace Enterprise Zone

"California Competes" and New Tax Credit Programs Launch in 2014

Effective January 1, 2014, the Yuba-Sutter Enterprise Zone, a state tax incentive that has been in place since 1986, has been eliminated by Assembly Bill 93 approved June 27, 2012. The Yuba-Sutter Enterprise Zone stretched through six jurisdictions from Live Oak to Wheatland, encompassing over 100 square miles in size, and represented one of the largest zones in the state. Forty-one other enterprise zones in California were simultaneously eliminated.

Three things are notable about the ending of the Yuba-Sutter Enterprise Zone Program.

First, the Yuba-Sutter Enterprise Zone Manager, Mary Hansen, is authorized by the state to continue to accept employee tax credit applications from eligible businesses who have hired employees on or before December 31, 2013. Tax credit vouchers will continue to be issued for those employees through December 31, 2014.

Second, businesses that have received tax credit vouchers will continue to earn tax credits on those eligible employees for the full five years allowed as if the zone still existed. For example, a business that hired employees in 2013, will receive tax credits 2014 through 2018. In addition, when the minimum wage increases, the tax credit also increases.

Third, AB 93 is creating a new set of economic development tools. Some of these programs will not become effective until July 1, 2014, and there are still uncertainties about the implementation and details. New business incentive programs are being implemented by the Governor's Office of Business & Economic Development (GO-Biz) include:

    • New Employment Credit Program
    • Sales and Use Tax Exemption Program
    • California Competes Tax Credit Program
For more information call the Enterprise Zone Manager at 530.741.6463 or visit here.

Yuba County Responds to Drought Conditions

$20 Million in USDA Grant Assistance Offered

Local agricultural landowners and managers took advantage of a March 3, 2014 deadline to apply for USDA drought assistance for increasing conservation efforts. Alan Aktkins, District Conservationist, noted that 52 Yuba County farms and ranches had applied for grant and conservation program opportunities. The U.S. Department of Agriculture announced in February that $20 million in funding is available in California for cropland and grazing lands through their Natural Resources Conservation Services (NRCS) Environmental Quality Incentives Program (EQIP).

"High priority drought initiative grant applications in Yuba County will be used for livestock water development and seeding crop land that received no water allocation," said Atkins.

"California declared a state of emergency due to drought conditions January 17 and Yuba County did so February 28," said Scott Bryan, Yuba County Emergency Operations Manager. "Yuba County is ensuring we are actively responding through our federal partners to assist our grazing ranches and agricultural land to help mitigate the effects of the ongoing dry conditions."

"It's going to hurt everybody," notes Atkins, District Conservationist, regarding the ongoing drought conditions. "We need 18 inches of rain to bring us back to where we should be, and within Yuba County valley areas we have received about half of that amount so far this winter." To receive more information regarding the NRCS agricultural conservation grants and additional assistance opportunities, call Atkins at 530.671.0851, x127.

"Because we are less than 20 percent of average rainfall, this has led to fruit and nut growers irrigating orchards to protect their trees and retain soil moisture, said Louie Mendoza, Yuba County Agricultural Commissioner.  "Winter wheat that is normally 12-18 inches tall is now only 1-2 inches tall, and rangeland pasture is minimal requiring livestock owners to purchase supplemental feed for cattle and calves, to move them to better pasture, or in some cases to sell them."
