China Market Opens for Local Agriculture

$10 Million Exported in 10 Months

 

Yantai Delegations Visit the Bok Kai Temple

Through a unique partnership with local Yuba County entrepreneurs Roger Hsu and Mohamed Tung, an agricultural export venture has been established with China's northeast port city of Yantai. With access to a building located in a free-trade zone, Hsu and Tung have been filling shipping containers with locally grown and processed agricultural products and shipping them directly into Yantai. Farmers and ranchers here are paid for their product immediately, and Hsu and Tung receive their return on investment as the products are resold in Yantai to consumers hungry for California-grown food. 

 

It is the only "big-box" retail operation in China that certifies all products have been grown, processed, and packaged in the United States, according to the two entrepreneurs. About $10 million in local product was sold in China during the first 10 months of the new relationship with Yuba County's foreign trade partner. Exported local products typically have shelf life conducive for container transit, and include wine, olive oil, and honey, although some companies like Naumes have delivered cherries by air to guarantee the freshness of their fruit.  

 

By consolidating numerous products, small, regional business owners have benefitted by not being required individually to fill a shipping container. Mr. Hsu, who also operates local restaurants and a recycling company in Yuba County, is providing his import/export expertise for establishing and maintaining international sales relationships in China.  

200 More Jobs Coming to Beale Air Force Base

38th and 50th Intelligence Squadrons Expanding

 

Colonel Douglas Drakeley briefed county officials in August about the pending growth of two intelligence units that provide worldwide internal and external mission support for Air Force intelligence and surveillance operations with two high-tech Distributed Common Ground Systems (DGS). Colonel Drakeley is the Commander of Detachment 2, 10th Air Force, and is currently stationed at Wright-Patterson Air Force Base in Ohio. Drakeley is anticipating the expansion of the 38th and the consolidation of the 50th Intelligence squadrons in a special stand-up ceremony to be held at Beale Air Base October 26, 2013, and the combined demand for approximately 200 employees.

 

The 38th and 50th intelligence units are both in the process of being located under the 655th Intelligence Surveillance Reconnaissance (ISR) Group, commanded by Drakely, and that initially received its funding in October 2012. Operational capability for the 655th Group is anticipated to be in December 2013 when it will then be responding to U.S. intelligence needs for air, cyber and technical collection and reporting.

 

Air Force recruiters will be collecting applications locally to hire new employees associated with the 38th squadron, currently under the command of Lieutenant Colonel Robert Garcia at Beale Air Force Base.

Solar Ceremony Celebrates Yuba County Energy Project

$16 Million in Savings Over 15 Years 

   

County officials and Chevron Energy Solutions celebrated the completion of an energy retrofit project that has included heating and air conditioning upgrades to the County courthouse, lighting fixture replacements, and solar panel installations at the Yuba County Government Center in Marysville, and Health and Human Services Department building in Linda. Approximately 85 percent of the energy being used at the Government Center is now being generated through photovoltaic panels on the roof and covered sections of parking lot. The ribbon-cutting ceremony was held in the Yuba County Government Center July 31, 2013.

 

"This is a project that requires no money from the general fund, and it represents a tremendous benefit to Yuba County taxpayers," said Administrative Services Director Doug McCoy. "The solar panel part of the project is anticipated to generate over one megawatt of electricity at both of our primary office building sites."

 

The project's energy efficiency improvements include lighting at 10 county buildings and HVAC upgrades.  Water retrofits are expected to reduce Yuba County's water use by close to 35 percent. Overall, the project is expected to save the county over half a million dollars in its first year, and $16 million over its life.

 

"Yuba County was already dealing with the challenges of the economic downturn, when it became necessary to confront long overdue repairs to some of our public buildings," said Yuba County Board of Supervisors Chairman Andy Vasquez. "We were able to partner with Chevron Energy Solutions to install energy saving technology and leverage the future savings 

to immediately make much-needed repairs to our facilities."

 

"We have been proud to work with Yuba County on this project," said Jim Davis, president of Chevron Energy Solutions, "that has, in a fiscally responsible way, both upgraded aging facilities and saved significant financial resources for critical county services." 

 

Chevron Energy Solutions was selected by the County to design and build the project, and will maintain and guarantee its performance and production for 20 years.

Funding Approved for Industrial Park Infrastructure

Grant Boosts New Manufacturing Jobs

  

The Economic Development Administration (EDA), under the Department of Commerce, notified Yuba County in July, 2013 that its request for a grant to build a new sewer line at the Yuba County Airport industrial park is approved.  EDA will be funding 80% of the cost of the project, or approximately $1.8 million of the $2.2 million needed.

 

Yuba County Public Works Department will oversee the construction process which should be completed over the next 12 months, and the improvements will then be turned over to the Olivehurst Public Utilities District (OPUD). The sewer line will accommodate industrial users at the north end of the Airport along Furneaux and Melody roads, including a proposed medical glove manufacturing company.

 

The Yuba-Sutter Economic Development Corporation, representing one of only five EDA districts throughout California, coordinated the successful loan application process on behalf of Yuba County.

American Care Act Presented in Town Hall Meetings

Employee Notification Required October 1, 2013

  

A series of town hall meetings hosted by the Yuba County Health and Human Services Department was held during September to guide residents and small business owners in understanding the local impacts of the Affordable Care Act (ACA).

 

The ACA panel revealed information that was unclear to local small business owners, including a requirement that all business owners must notify employees about whether insurance will be provided by the business. This requirement, being administered through the U.S. Department of Labor, must be completed by October 1, 2013. Businesses with fewer than 50 full-time equivalent employees are not required to provide health insurance under the new law, but they are required to notify their employees about whether such benefits will be provided. The template for the required letter can be found here under the heading of "Notice to Employees of Coverage Options."

 

American Care Act Presented at the Alcouffe Center

Another consequence in Health Care Reform coordination is directing all insurance purchases through an online "Exchange." However, local insurance agents and brokers will be selling the same insurance packages as the Exchange at the same cost. "Residents and business owners can walk into their agent's office and sit across from them and discuss the options without paying any more than they would calling the Covered California Exchange," said panel member David Ernstam, a local insurance broker. "There are plenty of people out there who do not even realize this is an option."

Yuba County Property Values Rebounding 

Assessed Values Available Online  

  

Yuba County residents have been able to rely upon the requirements of Proposition 13 to limit assessed property value increases to two percent. However, that limit is temporarily suspended when values fall below the property's base value. Proposition 13's provisions provide for the establishment of a base year value whenever a change in ownership takes place in real property. After that, the base year value is subject to adjustments, but increases under the proposition are limited to no more than two percent per year.

 

"Over the past several years, as market values declined, our office reduced assessed values below base year values on nearly 10,000 properties," County Assessor Bruce Stottlemeyer said. However, under the provisions of Proposition 8, once an assessment has been reduced the assessor is required to annually adjust the assessment to reflect changes in market value, either up or down. This is done without regard to the two percent cap until the property's market value returns to the Proposition 13 base year value.

 

"Overall, this housing market recovery is very good for our residents and should mark a significant recovery for our local economy," said Stottlemeyer, "but some property owners need to be prepared for the rise in assessed value and corresponding taxes that may be associated with this recovery."

Business Walk and Resource Seminar

  

The Yuba-Sutter Business Consortium is coordinating a downtown Marysville business walk October 3. The focus of the walk will be visiting businesses most affected by the current Caltrans state route overlay project. A semi-annual activity, the survey results of a prior business walk can be viewed online here.

Business Loans Available

YSEDC Coordinates CDBG Revolving Loan Fund  

 

Yuba County has received a $300,000 Community Development Block Grant (CDBG) to use for business loans; the lending portfolio will be coordinated by the Yuba-Sutter Economic Development Corporation. The funds can be used for building or land acquisition, working capital, inventory, equipment, supplies, marketing or other ongoing or start-up costs.

 

Tuff Stuff Jerky was notified in September that they had been approved for a CDBG loan that includes funding for working capital and inventory. The loan will also assist Tuff Stuff in replacing a smokehouse oven to take advantage of newer technology, energy efficiency and greater production capabilities. Visit Tuff Stuff Jerky here.

Improvements for Beale Air Force Base Commuters

Safety Upgrades for Hammonton-Smartsville Road

  

Approximately $2 million in grant funds was awarded to the Yuba County Public Works Department in September, 2013 to increase the width of Hammonton-Smartsville Road. The asphalt overlay will provide the standard shoulder space for bicycle traffic, improve the alignment of the road, and increase the safety of commuters to Beale Air Force Base, the largest employer north of Sacramento to the Oregon border, and to other destinations. Beale Air Force Base currently provides about 6,000 government and civilian jobs.

 

The grant to assist in road improvements is provided by the

 Federal Lands Access Program, and was awarded after a

 competitive application process for available public works funds. The improvement will include a one-mile segment of Hammonton-Smartsville Road between South Golden Park and Chuck Yeager Road.

 

In addition to providing access to one of Beale's five access gates, the route also leads to Spenceville Wildlife Refuge. The road improvement project is anticipated to be completed by 2016. For more information on Public Works projects, please visit here.

Bishop's Pumpkin Farm Opens for 41st Season

  

Bishop's Pumpkin Farm opens in Wheatland for its 41st season September 21 and runs through October 31 from 9 a.m. to 6 p.m. Family-themed activities this year include the Weeland Petting Zoo, overhead zip line, four-acre corn maze, Bishop's pumpkin train line, pig races, coyote mountain slides, tractor hayrides and numerous food options at Pigadelli Square. Events include puppet shows, singing and performing acts, parades and contests.
