Business Luncheon Touts Agritourism

Business Perspectives 2013 Seats for Yuba County Businesses

Perspectives 2013, a luncheon celebrating Yuba County-based businesses, will take place Friday, April 26 at the Peach Tree Golf and Country Club beginning at 10:30 a.m. The free event hosted by Yuba County will feature a keynote talk from Wayne Bishop of Bishop's Pumpkin Farm. Bishop's Pumpkin Farm is celebrating 40 years as an agritourism business in 2013.

Steven Dambeck will talk about the agritourism industry and its potential within the Yuba-Sutter Region. He will update guests on the recent collaboration of Yuba County foothills ranches and farms branded as "North Yuba Grown."

Yuba County business representatives interested in attending Perspectives 2013 can RSVP by calling 530.749.7560 or by email here.

"Perspectives 2013 is our opportunity to personally thank all the businesses that have chosen Yuba County as their home," said Yuba County Administrator Robert Bendorf. "It is the business community that will influence and help direct our economic recovery and we want to encourage their successand let them know that they are greatly appreciated."

"Our Perspectives luncheon is the business highlight of the year," said Andy Vasquez, Chairman of the Yuba County Board of Supervisors. "As we've done in previous years, we'll recognize a business that has the history and perseverance to hang in there through difficult economic times and succeed despite challenges." In past years Frank M. Booth, Naumes, and Cotton Rosser have been celebrated with proclamations and special video presentations during the Perspectives luncheons.

Thanks to our business sponsors, two participants per Yuba County business are invited to attend Perspectives 2013 at no cost on a first-come, first-served basis. After April 15, non-business attendees will be accepted for a $25 admission fee based on seating availability.

Sponsors this year feature Recology, Frank M. Booth, PG & E, Yuba-Sutter Economic Development Corporation and Yuba-Sutter Magazine.

Glove Manufacturer Picks Yuba County

RelyAid Conducting Due Diligence on Site Improvements

A representative for medical glove maker RelyAid Global Healthcare, LLC presented a plan to open a manufacturing and distribution facility at the Yuba County Airport industrial park to the Yuba County Board of Supervisors January 15, 2013. While additional due diligence is being conducted on water and wastewater issues, Initial installation, startup, and testing for two first phase assembly lines could begin this Summer with the plant fully operational in the Fall.

A planned second phase could include four additional assembly lines and potentially ramp up the number of jobs to 175 employees. Six production lines operating 24 hours a day will be able to produce 750 million gloves annually, currently representing only about 10 percent of what RelyAid currently imports from overseas to meet domestic demand for the product. Existing and potential buyers for the non-latex and non-allergenic gloves include medical centers, healthcare clinics, dental operations, and security agencies.

According to RelyAid there are no significant non-latex glove manufacturers remaining in the U.S.; nearly all have moved offshore during the last 30 years. This manufacturing operation will not only be unique in the country, it initially may represent the only reliable source for a 'made in America' certification stamped on each box sold.

RelyAid owner and former tennis professional Deepal Wannakuwatte is committed to bringing manufacturing jobs back to the U.S., and particularly to the Sacramento Region which he has called home for the last couple of decades. Wannakuwatte will be investing up to $50 million to ensure the success of the glove manufacturing start-up, and his factory will be joining a number of recent additions to the Yuba County industrial park area including CTU Precast, Vermicrop Organics, and Placer Waterworks.

"RelyAid combines two industries we're targeting in Yuba County," said Yuba County Economic Development Coordinator John Fleming. "It will benefit the growing healthcare sector and increase our local manufacturing job base." RelyAid will also be taking advantage of tax credit incentives available through the Yuba-Sutter Enterprise Zone program and launch its products in an area recognized for its lower comparble cost of doing business.

Property Statements Simplified

Assessor's Office Fowarding New Business Forms

Beginning this month many Yuba County business owners will qualify to by-pass the cumbersome annual filing of the State Board of Equalization's multi-page Property Statement. Under the new program provided by the County Assessor's Department, the lengthy state form would only need to be completed once every four years, with a one page Direct Billing Statement required for the other three years.

"Businesses in California are already struggling to keep up with the various laws and regulations in California, so this one change will at least lessen some of that burden," said Yuba County Assessor Bruce Stottlemeyer. "Our staff started mailing out the new forms last week and will cycle the qualifying businesses into the program. If you happen to get the longer form this year, then you can look forward to the simpler one-page form in the following three years."

The new Direct Billing Program benefits businesses that operated under the same owner the previous year that report no more than $90,000 in equipment costs. Additionally, the qualifying businesses must have somewhat consistent business assets from year to year and have filed a full Business Property Statement for the previous three years. Businesses with multiple locations do not qualify for this program.

More information is available by contacting the Yuba County Assessor's Office at 530-749-7820.

Home-Based Food Busineses

Certification Forms Available Online

New forms for those Yuba County residents wishing to operate a cottage food business are now available online. The forms, created by the Yuba County Environmental Health Department, were developed in response to the passage of last year's Assembly Bill 1616 which established the regulatory processes for home-based food businesses. Counties needed to create certification and registration forms that reflected both the new state law and existing local ordinances.

Those wishing to create a Cottage Industry business can start by completing the following self-certification forms located online at "A" Self Certification Form and "A" & "B" Registration/Permit Form. These forms should be printed, completed and returned to the Yuba County Environmental Health Department for fee payment and approval.

Environmental Health is located at the Government Center, 915 8th Street, Suite 123, in Marysville. For more information please call Jesse at 530.749.5474, or email jkang@co.yuba.ca.us.

Olivehurst Plan Approved

Focus on Neighborhood Revitalization

The Yuba County Board of Supervisors recently adopted the Olivehurst Sustainable Community & Economic Revitalization Plan (OSCER) which represents a comprehensive revitalization effort for Olivehurst Avenue and the surrounding neighborhood. The plan was prepared by the Planning Department, a team of architects and urban designers, and with significant input from the public including a 13-member advisory committee.

The Plan expands on the existing Olivehurst Avenue Specific Plan to address infrastructure, housing, economic development, and multi-modal transportation issues both within the Specific Plan boundary and surrounding neighborhood.  The plan includes development standards for commercial, mixed-use, and residential areas that reflect the rich cultural heritage of the Olivehurst community while striving to improve the overall quality of life for its residents. The plan provides photo simulations of how to improve existing buildings as well as draft site plans for opportunity sites that were chosen and designed through public input.

The OSCER Plan was primarily funded through a Caltrans Environmental Justice Grant.  It can be viewed online here.

Product Growth Tops in Yuba-Sutter

Agricultural Production Driving Export Increases

Gross regional product growth in the Yuba-Sutter Region was scored best out of nine areas including SFarmers Marketacramento, Reno, Boise, Portland, Fresno and Redding.

"Agricultural production has led the charge in driving Yuba County and regional gross product growth," noted Economic Development Coordinator John Fleming. "We have had record crop reports three out of the last five years, and where construction has lagged during the Great Recession, agriculture has picked up the slack."

The 2013 Economic Scorecard was developed by the Center for Economic Development, California State University, Chico. The scorecard was created by calculating the value of all goods and services produced within a region and took into account consumer spending, capital spending, capital investment, government spending and net exports.

Eligible applicants may obtain a microloan for up to $35,000. The repayment term may vary and will not exceed seven years. Annual operating loans are repaid within 12 months or when the agricultural commodities produced are sold.

Microloans can be used for all approved operating expenses as authorized by the FSA Operating Loan Program, including but not limited to:

* Initial start-up expenses;

* Annual expenses such as seed, fertilizer, utilities, land rents;
